Preferred Qualifications Preferred qualifications include additional professional experience, knowledge of state purchasing policies, and certification in procurement practices. Position Summary The Procurement Specialist plays a critical role in supporting the University’s mission of teaching, research, and public service by managing procurement processes, fostering relationships with stakeholders, and ensuring compliance with purchasing policies. Duties and Responsibilities Transaction Processing Review incoming purchase requests to ensure adequate specifications and descriptions. Collaborate with stakeholders to determine the appropriate procurement plan. Coordinate with departments to obtain necessary administrative information. Execute the procurement plan, including issuing solicitations (RFI, RQ, RFQ, RFP), analyzing responses, and facilitating awards. Analyze non‑competitive procurements exceeding the competitive bid threshold and conduct due diligence. Evaluate documents to ensure they meet policy and procedure requirements. Apply problem‑solving techniques to complete purchases and elevate issues to supervisors when needed. Strategic Sourcing (≈10% of time) Establish or enable value‑generating contracts based on direction from the Sourcing Management Team. Educate campuses on the benefits of strategic supplier partnerships and contracts. Develop and submit plans for strategic sourcing opportunities to the Sourcing Management Team. Engagement and Process Improvement (≈10% of time) Proactively engage campus partners and build positive relationships to become a trusted adviser. Identify opportunities for business process improvement and develop plans for these opportunities. Assist in implementing approved process improvements and assess their effectiveness. Cross‑train with other Procurement Specialists and participate in professional development activities. Serve on sourcing committees for multi‑institutional agreements. Contract Creation and Oversight (≈10% of time) Select appropriate contract templates, review and negotiate contracts, and compile finalized documents. Lead coordination of UGA‑supplier relationships for contracts assigned to the specialist. Analyze contracts to identify risk exposure and develop contract management plans as needed. Ensure contract management plans are implemented effectively. Serve as contract manager and resolve disputes, coordinating additional resources when necessary.
