This position involves performing engineering work that includes planning project development, design and project management. Responsibilities include ensuring compliance with applicable federal and state laws policies, procedures, standards and guidelines. The role also encompasses project management for PS&E, cost estimation and scheduling. Work requires interaction with private entities and government officials. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level follow standard practices that do not require frequent supervision of details. Assists in overseeing construction project traffic control plans; periodically reviews traffic control devices with Area Engineers. Assists with design, computer operations and plan preparation. Coordinates and/or monitors assigned projects/programs/plans. Drives/travels to project/work locations to make on-site engineering reviews, analyses, tests and to provide technical support. Interprets maintenance standards, rules, methods, procedures, practices and policies. Performs engineering design work such as development of layouts, sketches, plans, specifications, estimates and contracts. Reviews literature, technical data, material specifications and procedures. Reviews, coordinates, monitors and approves routine and emergency maintenance contracts; performs/oversees maintenance specifications writing/review, plans and proposal review, and preparation of estimates for letting. Uses department's enterprise Critical Path Method (CPM) schedule and resource management tool to accomplish scheduling and resource management of transportation projects. Performs other job responsibilities as assigned. Minimum Qualifications Education Bachelor's degree in engineering or related science bachelor's or higher degree accepted by TX PELS. Experience 4 years engineering, transportation engineering, or related engineering experience (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications Licenses and Certification Valid driver’s license. This position requires driving a state vehicle. Licensed Prof Engineer* Professional engineers licensed in another state in the United States, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment. Considerable knowledge of: Applicable plans, specifications and estimates preparation, review, processing and compliance requirements Construction phasing and sequencing Project changes (scope, budget, schedule, resource management) using a critical path method enterprise information system management tool Researching, analyzing, and interpreting policies and state and federal laws and regulations specific to functional area Applying engineering principles, practices, and methods in job responsibilities Performing basic design and drafting Planning, coordinating and handling multiple projects within area of responsibility to meet short and long-term deadlines Maintaining a safe and effective working relationship with others Exercises logic and reasoning to define problems, establish facts and draw valid conclusions; makes decisions that support business objectives and goals Physical Requirements and Working Conditions Subject to environmental conditions; protection from weather but not temperature changes Subject to inside and outside environmental conditions Sedentary work: Lift up to 10 lbs. at a time and occasionally carry files/small tools Light work: Lift up to 20 lbs. at a time and frequently lift or carry objects up to 10 lbs. Medium work: Lift up to 50 lbs. at a time and frequently lift or carry objects up to 25 lbs. Balancing - walking, standing, crouching on various surfaces without falling Reaching - extending hand(s) and arm(s) in any direction Standing - prolonged periods of time Lifting - raising objects from lower to higher position/horizontally to a different position Fingering - picking, pinching, typing; working primarily with fingers rather than whole hand Talking - expressing or exchanging ideas by spoken words Hearing - perceive sound at normal speaking levels;receive information by oral communication Repetitive Motion - substantial movements of the wrists, hands, and/or fingers Close Visual Acuity - work includes data/figures; view a computer screen; extensive reading Visual Acuity - operate motor vehicles and/or heavy equipment Visual Acuity - determine work quality/make general observations of facilities/structures This job has been identified as physically demanding and will require a pre-employment physical.
