Loss Control Specialist

The County of Riverside's Human Resources Department has an exciting opportunity for a Loss Control Specialist in Riverside.

The Loss Control Specialist plays a key role in identifying, analyzing, and mitigating liability exposures across the County of Riverside. This position is responsible for intaking and reviewing incidents, accidents, tort claims, lawsuits, and other reported liability concerns involving property, bodily injury, employment practices, and operational risk. The Specialist evaluates these materials to determine root causes, prepares findings, initial defense strategy and provides recommendations to the Risk Management Steering Committee, Departments and Human Resources leadership.

In partnership with Risk Management, Safety Loss Control and Worker's Compensation, the position supports efforts to promote a safe working environment, reduce known hazards, and ensure compliance with federal, state, and local safety and life safety regulations. The role also assists departments in interpreting and mitigating risk in industrial and varied operational settings by recommending practical, cost-effective loss control solutions.

Additionally, the Loss Control Specialist manages and coordinates the County's response to subpoenas, California Public Records Act (CPRA) requests, and litigation-related document requests. This includes working closely with internal departments and external stakeholders to ensure timely, accurate, and legally compliant responses.

The ideal candidate will have experience in a multi-discipline environment, strong written and verbal communication skills, and a solid understanding of risk management principles, loss control practices, legal compliance, records management, and the processes related to subpoenas and CPRA requests.

Employees in a Confidential designated class are defined by Section 3.b. of the Employee Relations Resolution, as "any employee who may be privy to the decision-making process of County management affecting employee relations" and are only authorized for assignments within the departments of Executive Office, Clerk of the Board, County Counsel, and Human Resources.

• Analyze tort claims and lawsuits to identify effective defensive strategies and make recommendations to Risk Management Steering Committee, Departments and Human Resources leadership

• Interpret laws, rules, and regulations pertaining to loss control issues.

• Assist in the training, coaching, and evaluation of a County department's processes and procedures to help reduce and mitigate future liability claims.

• Assist in the development and coordination of loss trend analyses and loss projections, including the development and issuance of monthly, quarterly, and annual reports; work in conjunction with the Principal Loss Control Analyst, the Human Resources Safety Division, Human Resources Risk Management Division, and other County agencies to assess and prevent future risk exposure.

• Assist in the investigation and identification of risk and safety related issues through the performance of cost/benefit and root cause analyses.

• Prepare materials for presentations to the Board of Supervisors.

• Provide support in the monitoring of the administration, documentation, and implementation of corrective measures taken by County departments to reduce or mitigate future claims; coordinate training, policy and procedure updates, purchasing or repair of equipment, and other activities deemed appropriate upon approval of the Risk Management Steering Committee. Experience: Three years of performing para-professional work related to employee investigations or risk management. (Completion of college level courses from an accredited college or university in business or public administration, or a closely related field to the assignment may substitute for the required experience on the basis of 30 semester or 45 quarter units equaling one year of the required full-time experience.).

Knowledge of: Basic characteristics of County government operational exposures; Cal/OSHA regulations and standards; risk management principles, including trend and/or root cause analysis, and risk mitigation; loss financing mechanisms; tort and contract law; civil procedures and administrative regulations; employee relations investigations.

Ability to: Establish priorities; identify and analyze issues accurately and select effective action; plan, organize, and conduct research for analysis, and make recommendations based on findings prepare clear and concise reports and recommendations; establish and maintain cooperative effective interpersonal relationships; negotiate and resolve conflicts; prepare and present oral reports in a persuasive manner; manage time effectively; apply risk management principles; adapt to new situations, demands and objectives; interface effectively with staff, Board of Supervisors, management, and the public.
