Enterprise Data Steward

Job Summary: The Enterprise Data Steward supports VDOT's Data Program by collaborating with assigned data stewards to enhance data management practices, improve data quality, and prepare datasets for quality measurement. This role focuses on coaching, guiding, and coordinating stewardship activities across divisions, serving as the primary liaison between business units and the agency's Data Program. The position requires strong communication skills, client-facing experience, and expertise in data stewardship rather than technical development or IT engineering. Responsibilities: Serve as the primary client-facing representative for assigned divisions, managing relationships and ensuring delivery of stewardship activities. Build trust-based relationships with internal customers through clear communication and facilitation of discussions with technical and non-technical staff. Lead client interactions to set expectations, prioritize deliverables, and uphold governance standards. Coordinate and support data stewards by facilitating monthly meetings and guiding the creation of scoping documents, data dictionaries, and business rules. Assist stewards in preparing datasets for data quality measurement within the agency's data governance tool. Provide training, coaching, and support on data management, data quality concepts, and stewardship practices. Collaborate with system owners and subject matter experts to resolve complex data issues and promote consistent data management practices. Ensure stewardship activities comply with established standards, frameworks, and governance processes. Required Skills & Certifications: Strong understanding of data management principles, data quality concepts, and stewardship processes. Proven experience as a primary client contact responsible for relationship management and stakeholder engagement. Excellent verbal and written communication skills, with the ability to facilitate group discussions and guide non-technical staff. Experience creating or improving data dictionaries, business rules, or similar documentation. Ability to coordinate activities across divisions, manage priorities, and maintain organized documentation. Experience working in data governance, data stewardship, or similar business-facing data roles. Minimum of 8 years of relevant experience in the above areas. Preferred Skills & Certifications: Familiarity with Collibra or similar data governance tools (training can be provided). Proficiency with standard productivity tools such as Excel, SharePoint, and Teams. Special Considerations: Candidate must physically reside within the United States for the duration of the assignment in compliance with Commonwealth of Virginia security policies. This is not a technical developer, coding, architecture, or IT engineering position. Scheduling: Assignment period from July 13, 2026, to June 30, 2027. Work location in Richmond, VA.
