Transportation Specialist (Traffic Operations)

Job Summary
This Transportation Specialist position will work at the rapidly growing, dynamic team of professionals in District Department of Transportation's (DDOT) Multimodal Project Delivery Division (MDD) within the Traffic Safety Administration. As a member of the MDD team, the selected candidate(s) will be a key contributor in bringing transformative change to the Nation's Capital by advancing small to medium scale projects, enhancing safety for all pedestrians and roadway users. This will make an immediate impact on the safety and mobility of our transportation network and help make DC's Vision Zero and MoveDC goals a reality. Duties and Responsibilities
The incumbent of this position serves as advisor to the Deputy Associate Director and the Associate Director, Operations Administration and other high-ranking officials on comprehensive traffic planning processes. Plans may contain many variables and complex technical traffic planning questions. Develops, reviews, analyzes and provides recommendations on the impact and relationships of different physical, economic, social, and functional elements of traffic projects and probable/possible effects on the surrounding community. Prepares reports in graphic form. Participates in negotiations for and administration of contracted work efforts and develops Statements of Work (SOW). Conducts continuing survey and data monitoring to ensure all contracted work conforms to current DDOT/TOA acquisition policies. Performs expert transportation planning duties associated with investigating and analyzing street traffic conditions to determine the need for traffic control measures (including traffic engineering studies, warrant analysis, sign maintenance requests, traffic impact studies, traffic calming, parking signs, studies and regulations, residential permit parking, work zone safety, maintenance of traffic plan reviews, traffic control plans (TCP) approval inspection, and special event traffic control.
Qualifications and Education
Undergraduate and Graduate Education: Major study -- accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. or Specialized Experience: Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.
Work Experience (Preferred) : Ability to read and interpret construction plans, traffic control plans, maps, and technical documents. Strong organizational, communication, and problem-solving skills with the ability to manage multiple assignments and priorities with minimal supervision. Extensive experience monitoring project budgets, tracking expenditures, processing payments, or assisting with financial management activities. Knowledge of transportation, roadway, pedestrian, bicycle, traffic safety or public infrastructure projects and operations.
Four years of progressive experience as an engineer or a planner; 4-year degree can be substituted with 2-year post-secondary education leading to an associate degree or a certification plus 10 years of additional experience in the transportation engineering industry may be considered.
Licenses and Certifications
The incumbent must possess and maintain a valid driver's permit to operate motor vehicles.
Work Environment
Work is performed in a combination of the office and field environments. The position requires regular visits to construction sites to conduct inspections and monitor work activities. Field work may expose the incumbent to traffic, heavy equipment, uneven terrain, varying weather conditions, noise, and dust. The incumbent may have contact with construction materials (soils, concrete, asphalt, steel, etc.).
