Civil Construction Supervisor

JOB DESCRIPTION Manages the entire project lifecycle from project definition through implementation. Accountable for meeting agreed upon scope, cost, schedule and quality measures. Develops project plan and drives project milestones. Establishes effective communication plan with project team and key stakeholders. Provides day-to-day direction to project resources and ensures the project teams are provided the resources and support that enable the teams to reach their defined objectives. Ensures effective change management occursthroughout the course of the project. Responsible for preparation of documentation and status reports. The Civil Construction Supervisor serves as the Owner's on-site civil lead responsible for oversight, verification, and coordination of all civil and underground utility construction activities associated with a combustion turbine project. This role ensures work is executed in accordance with Issued for Construction drawings, specifications, and applicable codes, while maintaining alignment with quality, safety, schedule, and turnover requirements. The Supervisor does not direct contractor means and methods but verifies compliance, witnesses inspections, and escalates risks. Verify contractor work complies with drawings, specifications, and codes. Enforce inspection and test plan (ITP) requirements and hold points. Document and complete owners inspections through our defined inspection program. Escalate non-conformances, risks, and quality deficiencies. Provide oversight of mass concrete foundations, rebar, anchor bolts, and embedded items. Oversee underground utilities including electrical duct banks, piping, and gas lines. Coordinate and verify concrete and soils testing performed by third parties. Serve as interface between owner, contractors, engineering, and QA/QC. Ensure safety compliance and environmental controls such as SWPPP. Maintain inspection documentation and support turnover readiness. Concrete and Mass Concrete Oversight Plan review, implementation verification, quality of formwork, readiness of testing and ITP requirements, and overall setup Verify excavation, subgrade preparation, and bearing conditions. Confirm rebar placement, anchor bolt alignment, and embed installation. Witness pre-pour inspections and concrete placement activities. Ensure proper curing methods and protection measures. Underground Utilities Oversight Monitor trenching, bedding, and backfill operations. Verify utility routing and separation distances. Confirm testing of piping and gas systems. Ensure accurate as-built documentation. Testing Coordination Track soil compaction and laboratory results. Verify concrete test results meet specifications. Escalate failed tests and ensure corrective actions. Qualifications 7+ years of experience in heavy civil or industrial construction. Experience with mass concrete and underground utilities. Ability to interpret drawings, specifications, and geotechnical reports. Strong knowledge of QA/QC processes and construction sequencing. Role requires excellent oral and written communications, interpersonal, negotiation, project planning, judgment, leadership, decision-making, analysis and problem-solving skills. Knowledge of construction project best practices.
