Bilingual HR Specialist

HotFoot Recruiters is hiring a Bilingual HR Specialist to support human resources operations for a growing engineering, construction, and manufacturing services company supporting semiconductor projects in North Phoenix, AZ. This role works closely with the HR Manager and is ideal for someone looking to build a long-term career in Human Resources.

• Support the HR Manager with daily HR operations and employee support.
• Assist with full-cycle recruiting, including sourcing, scheduling interviews, candidate communication, and onboarding.
• Coordinate new hire onboarding, employee paperwork, personnel files, and HR documentation.
• Support payroll administration, timekeeping, attendance tracking, leave records, and employee data updates.
• Maintain accurate employee records and ensure confidentiality of HR information.
• Assist with HR compliance, government subsidy projects, and administrative reporting.
• Help interpret and communicate HR policies, procedures, and basic employment law requirements to employees and managers.
• Coordinate employee communications and follow up on HR action items.
• Perform other HR and administrative duties as assigned.

• Bachelor's degree in Human Resources or a related field preferred.
• Fluent in both Mandarin and English (spoken and written) is required.

• Knowledge of HR principles, employment policies, and labor law preferred.
• Previous recruiting or HR administrative experience is preferred.
• Strong organizational, multitasking, and follow-up skills.

• Proficient in Microsoft Office (Excel, Word, Outlook, PowerPoint).
• Self-motivated, proactive, and able to thrive in a fast-paced office environment.
• Recruiting or talent acquisition experience.
• Experience supporting payroll, onboarding, or employee records.
• Experience in manufacturing, construction, engineering, or semiconductor-related industries is a plus.
