Summary The Program Analyst position supports health system decision-making and management functions as a member of the Planning Section within SCRIPT Service in the Office of the Medical Center Director - VA Healthcare System in Ann Arbor - MI. Summary The Program Analyst position supports health system decision-making and management functions as a member of the Planning Section within SCRIPT Service in the Office of the Medical Center Director - VA Healthcare System in Ann Arbor - MI. Qualifications To qualify for this position at the GS-7 level - you must meet one of the following: SPECIALIZED EXPERIENCE GS-7: One (1) full year of specialized experience equivalent to at least the next lower grade level (GS-5) in the Federal Service - that is directly related to the work of the position and has equipped you with the particular knowledge - skills and abilities to successfully perform the duties as a Program Analyst. Specialized experience includes: applying data gathering methods and analysis techniques to collect and assess various types of factual information; establishing new data collection procedures for specific programmatic activities or for programmatic evaluation; determining data needs - establishing data collection procedures - designing report formats; and presenting findings within assigned deadlines utilizing software packages such as Excel - Word - Access - PowerPoint - and Pyramid Analytics in the form of written reports - graphs - charts - tables or other summaries. OR SUBSTITUTION OF EDUCATION FOR EXPERIENCE GS-7 (TRANSCRIPT REQUIRED): One (1) full year of successfully completed graduate level education or superior academic achievement - that demonstrates the knowledge - skills - and abilities necessary to do the work of this position. OR SUPERIOR ACADEMIC ACHIEVEMENT (SAA): SAA at the baccalaureate level in the coursework detailed above is fully qualifying. Applicants who wish to apply under this provision must submit proof from their educational institution that they meet one of the criteria listed below. To qualify for SAA - applicants must have completed all the requirements for a bachelor's degree in a curriculum that is qualifying for the position to be filled and meet one of the following: Rank in the upper one-third of your class in the college - university or major subdivision. Class is defined as the college - university - or major subdivision - such as the College of Liberal Arts or the School of Business Administration. A grade-point average of "B" (a GPA of 3.0 or higher out of a possible 4.0). This grade point average could have been determined based on 4 years of education or based on courses completed during the final 2 years of the curriculum. A grade point average of "B+" (a GPA of 3.5 or higher out of a possible 4.0) based on courses required for my major field or courses in the major field completed during the final 2 years of the curriculum. Membership in a national honor society (other than freshman honor societies) recognized by the Association of College Honor Societies. Only education beyond a bachelor's degree may be used to qualify applicants for the GS-07 level. To qualify for this position at the GS-9 level - you must meet one of the following: SPECIALIZED EXPERIENCE GS-9: One (1) full year of specialized experience equivalent to at least the next lower grade level (GS-7) in the Federal Service - that is directly related to the work of the position and has equipped you with the particular knowledge - skills and abilities to successfully perform the duties as a Program Analyst. Specialized experience includes: applying data gathering methods and analysis techniques to collect and assess various types of factual information; establishing new data collection procedures for specific programmatic activities or for programmatic evaluation; determining data needs - establishing data collection procedures - designing report formats; presenting findings within assigned deadlines utilizing software packages such as Excel - Word - Access - PowerPoint - and Pyramid Analytics in the form of written reports - graphs - charts - tables or other summaries; contributing to the design and implementation of innovative approaches to health services delivery and organization based on finding. OR SUBSTITUTION OF EDUCATION FOR EXPERIENCE GS-9 (TRANSCRIPT REQUIRED): Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D. - if related. OR COMBINATION OF EXPERIENCE AND EDUCATION GS-9 (TRANSCRIPT REQUIRED): Equivalent combination of education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Only education in excess of the first year (18 semester hours) may be used to qualify applicants for the GS-09 level. To qualify for this position at the GS-11 level - you must meet one of the following: SPECIALIZED EXPERIENCE GS-11: One (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service - that is directly related to the work of the position and has equipped you with the particular knowledge - skills and abilities to successfully perform the duties as a Program Analyst. Specialized experience includes: applying data gathering methods and analysis techniques to collect and assess various types of factual information; establishing new data collection procedures for specific programmatic activities or for programmatic evaluation; determining data needs - establishing data collection procedures - designing report formats; presenting findings within assigned deadlines utilizing software packages such as Excel - Word - Access - PowerPoint - and Pyramid Analytics in the form of written reports - graphs - charts - tables or other summaries; contributing to the design and implementation of innovative approaches to health services delivery and organization based on finding; conducting detailed analyses of complex functions and work processes. OR SUBSTITUTION OF EDUCATION FOR EXPERIENCE GS-11 (TRANSCRIPT REQUIRED): Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. - if related. OR COMBINATION OF EXPERIENCE AND EDUCATION GS-11 (TRANSCRIPT REQUIRED): Equivalent combination of successfully completed graduate level education (beyond the second year) and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. A Quality Ranking Factor* has also been requested by the facility to help determine which of the basically qualified applicants are likely to be better qualified for a position. The quality ranking factor for this position is: Experience leading teams/projects/initiates and coordinating cross-functional projects to improve patient safety or enhance care processes. *Quality Ranking Factors are skills - knowledge - abilities - or other worker characteristics which could be expected to result in superior performance on the job. Quality ranking factors will not be used for screening but may be used as ranking criteria. Applicants with higher proficiency levels may rank above those with lower proficiency levels on a quality ranking factor. Duties ***THIS IS NOT A VIRTUAL POSITION - YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** This announcement will close on July 29 - 2026 or once 50 applications are received - whichever comes first This position involves a multi-grade career ladder The major duties listed below represent the full performance level of GS-11 At the lower grade levels - you will perform assignments of a more limited scope and with less independence You will progressively acquire the background necessary to perform at the full performance level of GS-11 Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance - availability of higher level work - and availability of funds Duties include but may not be limited to: Gathers - develops - and displays data from available information systems Establishes new data collection procedures for specific programmatic activities or for programmatic evaluation Researches and obtains data from external sources for benchmarking and performance improvement activities - including salary and productivity measures Utilizes software packages such as Excel - Word - Access - PowerPoint - and Pyramid Analytics to manipulate and display data Contributes to the design and implementation of innovative approaches to health services delivery and organization based on findings Evaluates achievement of objectives and performance measures based on planned targets and actual performance - assessing status and developing improvement plans Participates in medical center-wide performance improvement activities - including committee and performance improvement team membership Provides staff support to committees and teams as assigned Serves as a data resource for other areas of the healthcare system Communicates effectively with a broad customer base in order to recommend ways of eliminating - combining - simplifying - or improving procedures and processes Measures progress and effectiveness of operations against objectives from reports submitted by organizational units Determines data needs - establishes data collection procedures - designs report formats - and presents findings within assigned deadlines Prepares findings for presentation in the form of written reports - graphs - charts - tables or other summaries Works closely with program officials at all levels of Veterans Health Administration (VHA) and the facility to gather information and presents options to supervisor Manages ongoing production and distribution of reports Applies analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations Adapts analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity Conducts detailed analyses of complex functions and work processes Performs other duties as assigned Work Schedule: Full time - Monday-Friday - 8:00am - 4:30pm Telework: This position may be authorized for Ad Hoc telework Telework eligibility will be discussed during the interview process Recruitment & Relocation Incentives: Not authorized Critical Skills Incentive (CSI): Not approved #J-18808-Ljbffr U.S. Department of Veterans Affairs
