Program Analyst

The mission of the U.S. Department of Housing and Urban Development is to foster strong communities by supporting access to quality, affordable housing, expanding the housing supply, and unlocking homeownership opportunities for the American people. The Department is committed to furthering the promise of self-sufficiency in every American while promoting economic development to revitalize rural, tribal, and urban communities across the country. This position is located in the Office of Public and Indian Housing (PIH), Office of Public Housing and Voucher Program (OPHVP), Office of Housing Voucher Programs (OHVP), Program Support Division (PSD). PIH's mission is to provide low-income families affordable housing opportunities as they transition to self-sufficiency and homeownership. PIH oversees the administration of HUD's Public Housing, Housing Choice Voucher, Section 8 Rental Assistance, and Native American Programs through a staff of Headquarters and Field employees. The field structure for PIH consists of 29 Hub Offices and 16 Program Centers that provide oversight, direct monitoring, and coordination for approximately 4,200 public housing authorities.

As a Program Analyst, you will:

  • Acts as a super-user and assists HUD staff and external partners in designing, developing, programming, maintaining and/or testing complex, multifaceted end user applications and processes.
  • Utilizes analytical software (e.g., SAS, Stata, SQL Developer, MicroStrategy, Microsoft Power Apps, Microsoft Power BI), Excel, VBA, Access, as well as other HUD-based database management systems, Geographic Information Systems (GIS) or geospatial technology (e.g., ArcGIS Desktop, ArcGIS Online, ArcGIS Pro), and analytical platforms.
  • Designs, develops, and runs complex queries using complex data analysis tools such as Oracle, SQL, SAS/Stata, ETL, Excel, VBA, Access, Microsoft Power Apps, Microsoft and Geographic Information Systems (GIS), Power of BI, and using standards of database management and relational databases.
