Director of Risk Management

Director of Risk Management Salary: $131,808 – $160,596 per year, depending on experience and step placement. Position Definition: Under administrative direction, plans, organizes, directs and evaluates a comprehensive health and safety, risk and emergency management program to protect staff, students, public, and District assets. Distinguishing Characteristics: The Director of Risk Management directs and organizes risk management operations and activities including health and safety compliance, workers’ compensation, loss prevention and control, and ensures compliance with related laws, codes, regulations, policies, and procedures. The Director analyzes liability claims, coordinates with insurance and legal representation, performs safety inspections, investigates injury and accident cases, and administers the Workplace Violence Prevention Program. The Director administers the District’s insurance programs, ensures compliance with CalOSHA, ADA, and other regulations, coordinates with HR and the Chief of Police on safety initiatives, and manages the annual budget for health and safety programs. Examples of Duties / Essential Functions Designs, organizes, administers and evaluates the District’s comprehensive health and safety program, liability, workers’ compensation, and specialty insurance programs; conducts exposure analyses; coordinates renewals with supervisor; coordinates and manages claims reporting. Collaborates with the Executive Vice Chancellor of Administrative Services to administer the District’s insurance programs including workers’ compensation, property, liability, travel, student accident insurance and all other coverage as needed. Coordinates, monitors and evaluates environmental and occupational health, safety and emergency management programs to ensure compliance with CalOSHA, ADA and related regulations; communicates hazardous materials findings and assessment reports per California Health and Safety Code requirements. Facilitates workers’ compensation claims; administers and coordinates the interactive process; assists campuses in reasonable accommodations of injured workers; oversees ergonomic requests and studies; facilitates return to work; reviews and recommends settlements. Manages the District’s property liability claims administration; collaborates on the disposition of liability claims; assists with hold harmless agreements and compliance. Chairs the District Office Safety Committee; coordinates safety training and mandated training programs in compliance with local, state and federal laws. Coordinates and investigates employee and student injuries, accidents and incidents in coordination with CalOSHA and other agencies. Coordinates inspections of District facilities; enforces adherence to regulations governing the health and safety of individuals and protection of the environment. Directs and coordinates disposal of hazardous waste and surplus chemicals in compliance with local and state regulations; assists in preparation of required waste regulatory reports. Ensures training on handling hazardous substances; coordinates with HR and chief of police on injury & illness prevention program. Prepares financial analysis related to insurance coverage and recommends coverage options. Provides support to Purchasing Department in review of insurance limits in contracts. Serves as the Workplace Violence Administrator; maintains training plans and incident response protocols. Administers workers’ compensation-related leave programs; coordinates with departments regarding illness/injury leave. Participates in development and implementation of District policies related to risk management, liability, workers’ compensation, occupational health and safety. Prepares and manages annual budgets for health and safety, risk management and emergency preparedness programs; authorizes expenditures per policy. Supervises assigned employees; appraises performance and provides technical direction. Serves as liaison with governmental and regulatory agencies. Serves as ADA Coordinator ensuring digital accessibility; warranties compliance with WCAG. Performs related duties as assigned; additional duties may be requested. Minimum Qualifications – Skills and Abilities Earned bachelor’s degree in business, public administration, or a related field and three (3) years of progressively responsible experience in the administration of risk management programs for large public or private organizations. Valid Class C California Driver’s License. Principles and practices of environmental, occupational health, safety, risk and emergency management. Methods and techniques of accident reporting and investigations. Knowledge of applicable building codes, state laws, rules and regulations (California Education Code, California Government Code, California Vehicle Code, etc.). Proficiency with spreadsheets and software applications; understanding of insurance policies, claims, and settlement procedures. Knowledge of CalOSHA regulations, workers’ compensation laws, health, safety and fire laws; familiarity with federal, state and local laws including CPRA, FMLA, CFRA, FEHA, ADA. Program development and administration skills. Ability to analyze situations, determine effective course of action; communicate effectively orally and in writing. Ability to conduct risk management analysis, evaluate data, determine severity of exposure, and present recommendations. Ability to implement shared governance and apply regulations and regulations-based policies. Ability to demonstrate management and leadership skills; maintain cooperative working relationships. Organizational and supervisory skills; ability to serve as resource to staff. Ability to prepare statistical and narrative reports clearly and concisely. Negotiation skills for contracts and settlements. Demonstrates sensitivity and respect for diverse student, faculty and staff populations. Desirable Qualifications Experience overseeing risk management in public education. Experience interpreting and applying CalOSHA and ADA standards in a public educational environment.
