Department : Police Salary :Commensurate with Experience/Education Description : Assists the Chief of Police with the direction and management ofpersonnel and resources for the University of Houston PoliceDepartment. Responsible for the overall management of policeadministration, police field operations, and campus securityservices. Implements the objectives of the Police Department andthe law enforcement and security efforts within the areas under thecontrol and jurisdiction of the University of Houston, includingproviding direction and management to all sworn and non-swornemployees of the department at the Main, Sugarland, Katy, andVictoria campus'. Pursuant to the State of Texas Executive OrderNo. GA-48, this position researches, works on, or has access tocritical infrastructure and requires the ability to maintain thesecurity or integrity of the University infrastructure. Thisposition requires personnel be routinely reviewed to determinewhether or not criminal history or continuous connections for thegovernment or political apparatus of a foreign adversary mightprevent the employee from being able to maintain the security orintegrity of the infrastructure. 1. Provides leadership and staff development in areas of policeoperations and campus security. These areas encompass policepatrols; security post assignments; dispatch communications; policeadministration; crime investigations; information technology,special events. Ensures all units are working collectively towardthe departments goals and objectives that includes identifying bestpractices security standards for the campus to ensure studentsuccess. 2. Identified as a Campus Security Authority as defined by theJeanne Clery Disclosure of Campus Security Police and Campus CrimeStatistics Act (Clery Act). 3. Designs and implements operational, technical andadministrative programs for community policing, crime prevention,law enforcement and related functions, including but not limitedto, criminal and administrative investigations, patrol operations,traffic control, public safety, incident command, risk mitigation,threat abatement and tactical response to critical events.Coordinates and collaborates with other law enforcement agencies oruniversity departments to resolve security related issues. 4. Participates in the department's procurement process forgoods and services. 5. Ensures all responsible areas are compliant with CriminalJustice Information Security (CJIS), CLERY, and InternationalAssociation of Campus Law Enforcement Administrators (IACLEA)guidelines for accreditation. Provide management report for unitassigned. 6. Functions as Event commander at special events occurring oncampus. 7. Develops and implements goals, objectives, policies andprocedures for the department and work units assigned. Regularlyreview and modify security post orders as needed. 8. Evaluates and modifies programs, activities, policies,procedures, rules, orders and regulations to ensure compliance withthe University's and Department's mission, goals, objectives, corevalues, System policies, university operating procedures,department policies and general law. 9. Participates on various committees, councils, and processimprovement teams. Attend departmental command staff meetings aswell. 10. Designs, establishes, and maintains organizational structureand staffing to efficiently accomplish the university's goals andobjectives; participate in hiring panels; supervises and evaluatesstaff. 11. Manages, counsels and advises subordinate personnel andreviews evaluations, reports and case files; approves leaverequests, schedules overtime as needed and addressescomplaints. 12. Performs special assignments or projects aimed to increasedepartment effectiveness and efficiency. 13. Performs other duties as required. MQ: Education: Requires a thorough understanding of boththeoretical and practical aspects of an analytical, technical orprofessional discipline; or the basic knowledge of more than oneprofessional discipline. Knowledge of the discipline is normallyobtained through a formal, directly job-related 4 year degree froma college or university or an equivalent in-depth specializedtraining program that is directly related to the type of work beingperformed. Experience: Requires a minimum of seven (7) years of directlyjob-related experience. Certification/Licensing: Requires technicalcertification or licensing directly related to the job, asspecified on a job description addendum. Additional Posting Information: Requires a Bachelor’s degree from a college or university. Requires a minimum of seven (7) years of directly job-relatedexperience with five (5) years supervisory. A valid, active TCOLE (formerly TCLEOSE) license with up-to-dateannual TCOLE training. Must be at least 21 years of age. Must have a valid Texas Driver’s License before receiving joboffer. Must be able to work nights, weekends and additionalassignments. Must pass a Criminal History and valid Driver’s License check priorto an interview. Must pass Background Investigation prior to employment. Must pass a pre-employment drug screening. UHPD requires all applicants to complete the criminal historyfields on their application. Applicants with incomplete criminalhistory fields will not be considered for a position.
