Job Summary Under specified supervision, performs routine, semi‑skilled and skilled work in installation, inspection, repairs, maintains water meters and the maintenance and repair of water distribution system. Positions in this class are flexibly staffed and are normally filled internally by advancement from level I to level II, and when filled from the outside, require previous and directly related experience. Meter Technician I Under immediate supervision, this is the entry‑level class in the Meter Technician series. Incumbents are not required to have directly related work experience. Work is observed and reviewed both during performance and upon completion. Instruction or changes in procedures or exceptions to rules are explained in detail as required. Meter Technician II Under general supervision, this is the journey‑level class in the Meter Technician series. Incumbents assigned to this class are expected to perform the full range of duties to work with considerable independence and initiative. Essential Functions Operate and control the processing of meter reading data to the Customer Information System for billing and revenue generation. Monitor reports for meter reading and service request functions. Develop and retrieve database information for use in customer service activities. Inspect, install, maintain, repair, or replace water meters, meter setters, meter pit domes and automated meter reading (AMR) components. Perform field service duties such as turn‑on/off, pressure inspections, leak checks or high consumption checks. Test water meters and AMR components for accuracy and performance. Assemble, install, calibrate, maintain, repair, replace and or remove water meters for commercial and residential accounts. Respond to customer service requests by answering questions, providing information, and resolving complaints. Maintain records of water meters, meter pit locations, confined spaces, etc. Direct traffic at work sites, perform flagging, control traffic and related safety functions, and interpret basic street maps and blueprints. During on‑call duty, perform water and wastewater pipeline maintenance, preventive maintenance at lift stations, water tanks, and pump stations. Operate construction and maintenance vehicles such as dump truck and snowplow. Operate air compressor and pneumatic tools, bush cutters, jackhammers, and pressure washers; perform routine maintenance and inspections on equipment, and may perform scheduled and unscheduled maintenance on equipment. Paint and inspect valve caps, fire hydrants, meter pits, and other water appurtenances. Provide customer service as needed and report problems to supervisor. May be required to be on 24‑hour on‑call status for snow removal and other emergencies. May be required to operate front‑end loader for loading materials into a dump truck. May be required to operate a forklift for unloading of transport trailer loads of water meters and other equipment. May be required to work overtime. Perform other duties as assigned. Qualifications Education/Experience Meter Technician I: High School diploma or GED. Meter Technician II: High School diploma or GED; one year of progressively responsible experience performing meter reading and maintenance duties. Equivalent combinations of education and experience may be considered. Licensing/Certification Requirements A valid Colorado Class B Commercial Driver’s License or ability to obtain within 6 months of hire, with a safe driving record. Meter Technician II: Water Distribution Certificate level I is required. Knowledge, Skills, and Abilities Meter Technician I Knowledge of laws and safety as it relates to vehicle operations, general construction tools and equipment. Skill in operating all assigned equipment, machinery, tools or equipment in a safe and appropriate manner. Ability to successfully complete all medical and fit testing as required for the use of personal protective respiratory equipment. Follow instructions given verbally or in writing. Consistently follow safety instructions. Listen well and communicate effectively orally and in writing with various audiences. Establish and maintain effective working relationships with City employees, other agencies, and the general public. Meter Technician II Knowledge of the policies, procedures, and goals of the City of Thornton and the department. Knowledge of the uses and purposes of general construction tools and equipment. Knowledge of the techniques and materials used in the maintenance and repair of objects and facilities, including water and wastewater lines and water system meters. Knowledge of the purpose, projects, organization, and employee responsibilities of the department. Knowledge of the functions of water system meters and related fixtures. Skill in safe work methods and applying safety regulations pertaining to work. Skill in the proper placement of cones, barricades, and warning devices. Skill in the proper methods of directing traffic flow at job sites. Ability to use standard office equipment, personal computer and job‑related computer applications including electronic mail. Ability to read and interpret basic blueprints and maps. Ability to read and interpret City street signs and maps. Ability to operate in a safe and proper manner all assigned equipment, machinery, tools and vehicles, including dump truck, forklift, snow plow, cutting torch, drill press, and jackhammer. Physical And Mental Requirements While performing the essential duties of this job, the employee is required to climb, balance, stoop, kneel, crouch, crawl, reach, stand, walk, push, pull, lift, finger, grasp, feel, talk, hear and make repetitive motions. This position is mostly medium work; exerting up to 50 pounds of force occasionally, up to 30 pounds of force frequently, and up to 10 pounds of force constantly to move objects. The employee is required to have close visual acuity. The employee is subject to both inside and outside conditions, extreme cold, extreme heat, noise, vibration, hazards, atmospheric conditions that affect the respiratory system of the skin, close quarters, and narrow aisles or passageways. Testing Procedures Examinations may include but are not limited to application screening beyond minimum qualifications; written, oral, practical exercise or any combination thereof or other job related assessment deemed appropriate by Human Resources.
