Job Summary The Manager of Environmental Health & Safety owns the design and execution of BPP's EHS programs at assigned sites. This is a program-ownership role, not an administrative one. The person in it decides how a program works, builds it, trains people on it, audits it, and answers for whether it is actually functioning on the floor. BPP manufactures switchgear and low-voltage electrical distribution equipment. Employees fabricate steel enclosures, wire assemblies, and test finished gear at high current. Electrical safety and arc flash risk are the defining hazards of the business, and every person in this function is expected to be fluent in them. BPP operates two of these Manager positions, distinguished by site assignment rather than by scope or level. Both report to the Director of Safety, and both are graded identically. Neither Manager has direct reports. The two Managers share functional leadership of one EHS Field Safety Specialist, who reports to the Director; the Managers task and prioritize the Specialist's work at their assigned sites while the Director handles performance management and arbitrates conflicting demands. Site assignment is set by the Director based on operational need and is subject to change. The function is being built now, ahead of growth from 175 employees toward 600 or more. Programs that do not exist yet will be built by the people in these roles. Operating Context BPP operates four facilities within a ten-mile radius in Rancho Cordova and the surrounding Sacramento metro area, totaling approximately 192,500 square feet once the new building opens. Three are manufacturing sites and one is the corporate office. The four sites Trade Center Fabrication Shop (50,000 sq ft): sheet metal fabrication, welding, dust, cranes, and material handling. Oates Drive Assembly and Test (30,000 sq ft): assembly, wiring, and electrical test. New Assembly and Test Facility (82,500 sq ft, opening this year): first-year safety stand-up priority. Headquarters Office Building. Job Duties Program Design and Ownership Own EHS programs at assigned sites. Develop, implement, and maintain the policies, programs, and procedures that govern safety, industrial hygiene, and environmental compliance. Own the program, not just its paperwork. Own the California program set: Injury and Illness Prevention Program under Title 8 section 3203, the Workplace Violence Prevention Plan required under Labor Code section 6401.9, heat illness prevention under section 3395, hazard communication and GHS, respiratory protection, hearing conservation, confined space, fall protection, machine guarding, hot work, and powered industrial truck and overhead crane operator qualification. Execute the electrical safety program. Implement BPP's written electrical safety program and NFPA 70E requirements at assigned sites: qualified person designation and records, energized work permits, arc-rated PPE specification and use, approach boundary compliance, and equipment labeling verification. Support the arc flash risk assessment and re-evaluation after system changes. Own hazardous energy control. Develop and maintain equipment-specific lockout and tagout procedures, train authorized employees, and complete the periodic inspections required under Title 8 section 3314. Functional Leadership and Team Coordination Functionally lead the shared Field Safety Specialist. Assign and prioritize field observations, JHAs, training delivery, and hazard follow-up at assigned sites. Support the Specialist's use of stop-work authority and their credibility with production supervisors. Coordinate with the peer Manager. Coordinate with the second EHS Manager on Specialist workload, cross-site coverage, incident support, and program consistency. Escalate conflicting demands on shared capacity to the Director rather than accumulating them. Model daily site presence. Maintain substantive daily floor presence at assigned sites in addition to program ownership. Conduct daily walks and inspections, engage employees directly, and be known to the workforce at every assigned site. Risk Assessment and Incident Management Assess and mitigate risk. Conduct job hazard analyses, ergonomic assessments, machine guarding reviews, and process safety reviews across fabrication, assembly, and test. Prioritize and drive mitigation to closure. Lead incident investigation. Investigate injuries, illnesses, near misses, property damage, and environmental releases. Apply formal root cause methodology, drive corrective actions to closure, and verify effectiveness. Ensure serious injury and illness reporting to Cal/OSHA occurs within statutory timeframes and that internal escalation reaches the Director immediately. Review change for EHS impact. Evaluate new equipment, processes, chemicals, and layouts before implementation, including formal EHS review of the new facility build-out and the production equipment relocation. Manage exposure monitoring. Scope and manage industrial hygiene sampling for welding fume, metal dust, noise, and solvents. Interpret results, maintain records, and drive controls. Regulatory Compliance, Records, and Reporting Own regulatory compliance at assigned sites. Maintain compliance with Cal/OSHA, EPA, DOT, NFPA, and applicable local requirements. Track regulatory changes and update BPP's written programs, procedures, and permits before they lapse. Own records and reporting for assigned sites. Maintain Cal/OSHA 300 and 300A logs including recordability determinations, training records, inspection records, exposure monitoring records, permit files, and safety committee minutes. Meet annual 300A posting and electronic submission requirements, and produce records to a standard that survives an inspection without preparation. Own EHS data for assigned sites. Compile, validate, and report leading and lagging indicators, including TRIR, DART, near-miss and hazard reporting, corrective action closure, training completion, and inspection and observation cadence. Bring the Director analysis and recommended action rather than a data summary. Support inspections and abatement. Serve as the site-level lead for Cal/OSHA and environmental agency inspections at assigned sites, produce documentation on request, and drive citation abatement to closure. Own environmental compliance at assigned sites. Hazardous waste accumulation and manifesting, stormwater and SWPPP obligations, air permit recordkeeping, and chemical inventory. Own the training program at assigned sites. Build and deliver required training including new hire orientation, job and equipment-specific training, refresher cycles, and supervisor safety leadership. Deliver in a language and manner employees understand, as Cal/OSHA requires. Govern contractor safety. Administer prequalification, site orientation, and oversight. This carries particular weight during the new facility build-out and equipment relocation, when contractor density peaks. Culture, Emergency Preparedness, and Reporting Build safety culture. Drive employee participation, near-miss and hazard reporting, safety committee function, and supervisor engagement. Support the behavior-based safety approach the Director establishes. Own emergency preparedness at assigned sites. Emergency response and evacuation plans, drills, first aid capability, spill response, and incident command structure. Report performance. Track and report leading and lagging indicators for assigned sites to the Director, and translate findings into recommended action rather than a data summary. Perform other duties as assigned. Performance Expectations Performance in this role is evaluated against established annual goals and objectives that include: TRIR and DART rate at assigned sites below industry benchmark, improving year over year. Zero serious injuries and fatalities. Zero repeat and zero willful Cal/OSHA citations; all abatement completed on time. Increasing near-miss and hazard reports, treated as a leading indicator of a healthy culture. Corrective action closure within committed timeframe at 95% or greater. Leading indicator completion (inspections, audits, JHAs, observations) meets published cadence. Required training completion at 100% current at assigned sites. Electrical safety program execution and qualified person records complete and current. Records and reporting currency at assigned sites: Cal/OSHA 300 logs, training records, permit files, and reports current and inspection-ready without preparation. Specialist coordination: field work at assigned sites delivered on time; conflicts arbitrated by the Director rather than absorbed silently. Daily floor presence: substantive presence at every assigned site on a published cadence. Required Qualifications Bachelor's degree in Occupational Health and Safety, Industrial Hygiene, Environmental Science, Engineering, or a related field; or eight or more years of progressively responsible EHS experience in lieu of a degree. Seven or more years of progressively responsible EHS experience in a manufacturing, industrial, or fabrication environment. Demonstrated experience owning EHS programs, including program design rather than program administration alone. Direct experience operating under Cal/OSHA, including IIPP ownership, inspection response, and citation abatement. California enforces an approved state plan with standards more stringent than federal OSHA, and federal-only experience is not equivalent. Working knowledge of NFPA 70E, arc flash risk, and hazardous energy control in an industrial setting. Experience leading incident investigations and applying formal root cause methodology. Experience building and delivering EHS training to production employees and supervisors. Experience with environmental compliance including hazardous waste, stormwater, and air permitting. Direct experience owning Cal/OSHA recordkeeping, including OSHA 300 log maintenance, recordability determinations, and annual posting and electronic submission. This is a hands-on requirement, not a delegable one. Experience compiling and reporting EHS metrics and building the underlying records to the accuracy standard executive reporting requires. Experience leading or developing others, whether through direct supervision or as the accountable owner of a program with cross-functional influence. Ability to raise a safety concern to a senior leader and hold the position under schedule and cost pressure. Valid California driver's license and a driving record acceptable to BPP's insurance carrier. Desired Qualifications Certified Safety Professional (CSP), Associate Safety Professional (ASP), Certified Industrial Hygienist (CIH), Certified Hazardous Materials Manager (CHMM), or equivalent. OSHA 30, 500, 510, or 511 completion. Experience in electrical equipment, switchgear, switchboard, or panel manufacturing. Experience supporting an arc flash and incident energy study. Experience standing up an EHS program in a new facility or supporting a production relocation. Experience with a behavior-based safety or human-performance program. Experience with an EHS management software platform. Conversational Spanish, or experience delivering training to a multilingual production workforce. Core Competencies Program Ownership – designs, builds, and maintains EHS programs and answers for whether they function on the floor. Regulatory Judgment – applies Cal/OSHA, environmental, and NFPA requirements to real operations and drives compliance without paperwork drift. Electrical Safety Fluency – executes NFPA 70E, arc flash, and hazardous energy control programs in an industrial and electrical manufacturing environment. Floor Presence – spends substantive time on the floor, engage employees directly, and is known and trusted by production supervisors and workers. Records and Data Discipline – maintains Cal/OSHA logs, permits, and training records to inspection-ready standard, and reports metrics accurately. Team Coordination – shares Specialist capacity with a peer Manager, coordinates cross-site coverage, and escalates conflicts rather than absorbing them. Investigation and Analysis – applies formal root cause methodology and drives corrective actions to closure. Communication and Influence – raises safety concerns to senior leaders and holds a safety position under schedule and cost pressure. Physical Requirements and Working Conditions This position works on-site across fabrication, assembly, test, and office environments. Regular presence in active manufacturing areas with overhead cranes, powered industrial trucks, welding and metal fabrication processes, and high-current electrical test apparatus. Work in proximity to energized electrical equipment. Required PPE includes safety glasses, hearing protection, safety-toe footwear, and high-visibility apparel as posted, with arc-rated PPE as required by task and applicable NFPA 70E boundaries. Exposure to elevated noise, welding fume, metal dust, and solvents during assessment and monitoring activities. Occasional work at height, in mechanical and electrical rooms, and in confined spaces with appropriate permit and training. Occasional outdoor work including heat exposure during site inspections and heat illness prevention assessments. Ability to walk and stand for extended periods, ascend and descend ladders and stairs, lift and carry up to 30 pounds including monitoring equipment, and bend, kneel, crouch, and reach to inspect equipment and work areas. Ability to wear required PPE, including respiratory protection where fit testing applies. Available for incident response outside business hours, and occasional off‑shift work to observe operations and deliver training. Daily local travel between BPP sites. A company vehicle is provided.
