Special Projects ManagerPacArctic, LLC (PAC), a Koniag Government Services company, is seeking a Special Projects Manager to support PAC and our government customer. This position requires the candidate to be able to obtain Public Trust clearance and is a combination of remote support and on-site support as needed at any of the following locations in the State of North Dakota:Land Ports of Entry (LPOE): Ambrose, Dunseith, Pembina, Portal, and St. John Entry; andInner City Buildings: Bismarck, Fargo, Grand Forks, and Minot.We offer competitive compensation and Planning & ExecutionManage comprehensive Firm Fixed Price (FFP) and Indefinite Delivery Indefinite Quantity (IDIQ) projects, schedules, and budgets for a variety of facility services projects such as maintenance, logistics, building infrastructure, or other government support services, from initiation through closeoutUnderstand and define (as applicable) project scope, goals, and deliverables in alignment with federal contract requirements and client expectations, including site preparation, renovation, new construction, and facility improvement projects on federal propertiesPrepare formal, accurate pricing proposals for special projects and submit to the government customerCoordinate and oversee multiple and simultaneous special projects of varying size, complexity, and duration at multiple locationsConduct or coordinate site visits and inspections to monitor project progress and ensure qualityReview and approve submittals, requests for information (RFIs), and change orders in coordination with the government customerEnsure all projects are delivered on time, within scope, and within budgetOther tasks as assigned by executive management teamProposal Development & Cost EstimatingPrepare task order proposals, scopes of work, and bid packagesDevelop comprehensive cost estimates including labor, materials, and subcontractor pricingRequest, evaluate, and verify vendor and subcontractor quotes for alignment with project requirements prior to proposal submissionSubmit pricing aligned with Government scope, funding limits, and timelinesEnsure proposals meet all technical and administrative requirementsWork Order & Service Call ManagementTrack status of work orders, service calls, and minor projects under Firm Fixed Price (FFP) scopeIdentify and resolve delays, access issues, or scope gapsCoordinate special projects work execution across maintenance teams, subcontractors, and site staffMonitor completion rates and service delivery timelinesContract & Compliance ManagementReview and interpret government-issued task orders, Requests for Proposals, and Statements of Work (SOW) to ensure project execution aligns with contractual obligationsEnsure compliance with all applicable federal regulations, including FAR/DFARS requirements, safety standards, OSHA, NFPA codes, and environmental regulations, and ensure all safety plans and protocols are in place and adhered to on all project sitesCoordinate with the contracts and procurement teams to manage subcontractor agreements, modifications, and task order executionEnsure compliance with all security requirements of the customer for access/entry onto federal facilities/grounds, including but not limited to the initiation of requests for background investigations to secure badgingIf approved by the government customer, escort non-badged vendors, subcontractors, and any other individuals or skill set required to access/enter federal facilities/groundsStakeholder & Client EngagementServe as the primary point of contact between the company, government clients, and project stakeholders for special project Task OrdersConduct regular project status meetings and briefings with government Contracting Officer Representatives (CORs), Project Managers, and other key stakeholdersBuild and maintain strong relationships with government customers and counterparts to ensure customer satisfaction and identify opportunities for follow-on workBudget & Financial ManagementDevelop and manage project budgets approved by the government customer, track expenditures, and provide regular financial reporting to leadership as requiredMonitor project costs and implement corrective actions to address budget variancesCoordinate with finance and accounting teams to ensure accurate invoices, cost tracking, project closeout, and financial forecastingIdentify and assess potential cost risks and develop mitigation strategiesData Management & ReportingMaintain centralized tracking spreadsheets for work orders, service tickets, and projectsValidate data used for reporting, invoicing, and compliance trackingProvide data inputs for dashboards showing performance metrics and trendsMaintain accurate and complete project files, records, and documentation in accordance with company and federal requirements, ensuring all documentation is current, accurate, and audit-readyPrepare and deliver written and oral project status reports, briefings, presentations, and required deliverables to leadership and government customers within established deadlines and at the required frequencyEnsure proper project closeout procedures are followed, including final inspections, punch lists, and documentation turnoverTeam Leadership & CoordinationLead and coordinate cross-functional project teams including subcontractors, engineers, vendors, construction/project managers, and other service providersWork with site leads to coordinate project pricing, site visits, project execution, and closeoutCoordinate with internal departments including contracts, procurement, finance, and program management to support project needsRisk ManagementIdentify, assess, and document project risks and develop mitigation and contingency plansProactively resolve project issues and escalate critical problems to senior leadership as appropriateConduct lessons-learned reviews upon project completion and implement process improvements for future projectsEducation and ExperienceRequired:Bachelor's degree in Construction Management, Business Administration, Project Management, or related field from an accredited college or universityIn lieu of a degree, minimum of 7 years of directly related experience in project management within a federal contracting environment or the equivalent may be consideredAbility to obtain Public Trust Security Clearance (required at time of hire)Valid driver's license and ability to travel to project sites as neededDemonstrated experience managing multiple simultaneous projects of varying size and complexityPreferred:Project Management Professional (PMP) certification, or ability to obtain within time frame established by employerExperience working in secure government facilities or classified environmentsMinimum of 10 years of project management experience managing construction and/or services projects in a federal contracting environmentExperience working directly with government clients, Contracting Officers (COs), and Contracting Officer Representatives (CORs)Experience managing subcontractors and vendors in a federal contracting environmentDemonstrated experience managing project budgets of varying size and complexityExperience with federal procurement and contracting processes, including familiarity with FAR/DFARS regulationsExperience preparing and presenting project status reports and briefings to senior leadership and/or government clientsSkills and
