Spry Methods is seeking a Enterprise Architecture Program Manager to provide leadership and oversight for personnel supporting enterprise IT operations, enterprise architecture, and data-focused initiatives. This key personnel position will serve as the primary contractor point of contact for the directorate and ensure technical activities are coordinated, documented, and completed in accordance with program requirements. The Task Lead will oversee contractor and subcontractor personnel, facilitate communication with Government stakeholders, monitor performance, and ensure the quality and efficiency of contract execution. The position must have the authority to make binding decisions for the contractor organization and proactively identify technical, contractual, programmatic, and resource limitations.

What Your Day-To-Day Looks Like (Position Responsibilities):

• Provide overall management and oversight of assigned contractor and subcontractor personnel.

• Serve as the primary contractor point of contact for the directorate.

• Coordinate enterprise architecture, data, infrastructure, operational support, and related technical activities.

• Facilitate communication between Government stakeholders and contractor teams.

• Assign and coordinate work across technical teams and monitor progress against requirements.

• Track and document requirements, activities, risks, decisions, and performance using industry-standard practices.

• Ensure services and deliverables meet PWS requirements, quality standards, schedules, and performance expectations.

• Provide visibility into technical, staffing, contractual, programmatic, and resource risks.

• Support the Government’s financial and business processes without performing inherently governmental functions.

• Maintain the authority to make binding decisions for the contractor organization in response to Government issues, concerns, and comments.

• Support enterprise architecture and data initiatives involving cloud and on-premises environments, data governance, business intelligence, interoperability, and system integration.

• Promote coordination among enterprise architecture, data, cybersecurity, DevSecOps, and operational support teams.

• Support documentation, reporting, quality control, stakeholder communication, and continuous Government monitoring and evaluation.

 

What You Need to Succeed (Minimum Requirements):

• TS/SCI clearance eligibility.

• Active Project Management Professional certification.

• Experience leading enterprise IT, enterprise architecture, data management, cloud, cybersecurity, or operational support teams.

• Experience managing contractor and subcontractor personnel in a complex technical environment.

• Experience supporting DoD, Intelligence Community, or other Federal IT programs.

• Knowledge of enterprise architecture, hybrid-cloud environments, data governance, business intelligence, data lakes, APIs, and system interoperability.

• Familiarity with DevSecOps, CI/CD pipelines, Infrastructure as Code, Configuration as Code, and configuration management.

• Familiarity with the DoD Architecture Framework, Risk Management Framework, ATO or continuous ATO processes, and DoD 8140 workforce requirements.

• Experience managing technical requirements, schedules, risks, performance metrics, and customer deliverables.

• Strong written and verbal communication skills, including experience briefing Government and executive stakeholders.

Final compensation will be based on experience, qualifications, certifications, clearance level, and contract requirements. This position is contingent upon contract award.
