Summary: The Outreach Specialist supports families of children with emotional or behavioral challenges by providing information, referrals, advocacy, and guidance. The role requires lived experience as a caregiver of a child with mental health needs and familiarity with systems like education, juvenile justice, and child welfare. Responsibilities include attending meetings to support families, coordinating services, documenting interactions in the electronic record, conducting community outreach, and delivering trainings both in-person and virtually. The position requires strong communication, public speaking, organizational skills, and adherence to HIPAA. Reliable transportation is required, and CFSS certification must be obtained within one year of hire. This position requires reliable internet. Responsible for fulfilling all duties related to emergency preparedness, evacuation, and client safety, including support of individuals who may not be capable of self-preservation, in accordance with TN Voices Employee Policies and TN State Department regulations and CARF Standards. Provide information, referrals, advocacy, and support to families of children with emotional/behavioral problems. Attend family team meetings and other system-related meetings (education, juvenile justice, child welfare) to support parents and promote cooperation. Support coordination of services for children with SED and their families through role modeling and system-of-care principles. Maintain parent and professional documentation in the Electronic Client Record (ECR). Comply with HIPAA. Provide community trainings and presentations related to mental health, agency programs, advocacy, education, and parenting curricula. Develop, recruit for, and provide ongoing assistance, consultation, training, and outreach for groups of parents, professionals, and community members. Maintain a strong community presence as an agency representative. Conduct outreach to community partners for referrals and needed services. Complete monthly reporting and documentation in a timely manner. Attend assigned meetings, including mental health planning councils, Community Advisory Boards, and collaborative agency meetings. Perform other duties as assigned. Qualifications: Minimum of high school diploma or equivalent. Certified Family Support Specialist preferred. Must self-identify as being or having been the biological parent, adoptive parent, foster parent, or relative caregiver with legal or authorized custody of a child or youth with a mental, emotional, behavioral, or co-occurring disorder. Personal experience with children's mental health issues and navigating child-serving systems within the last 10 years. Nonprofit experience and work history within child-serving systems preferred. Certificates, Licenses, Registrations: Valid driver’s license, proof of automobile insurance Other Skills and Abilities: Knowledge of the service area and resources for children with mental health issues. Knowledge/experience with juvenile justice, educational, child welfare, and other child-serving systems. Desire to help and support parents of children with a Serious Emotional Disturbance; strong customer service skills. Ability to network with community agencies and respond to broader needs. Ability to train on subject matter, organize training events, conduct outreach, and recruit. Public speaking required. Commitment to system-of-care principles, cultural competency, and teamwork. Strong communication, organizational, problem-solving, and creative-thinking skills. Basic computer skills (Outlook, Excel, Word, Teams, PowerPoint, Zoom). Must comply with HIPAA. Ability to travel; reliable transportation and auto insurance required. Ability to obtain CFSS Certification within 1 year of hire. Core Competencies: Hands on community interaction to engage individuals in TNV mission and programs. Develop and implement outreach and engagement strategies that increase the number of individuals enrolled in service delivery and outreach efforts. Manage logistics associated with outreach and engagement events as necessary and requested. Actively represent TNV services at identified community events. Complete outreach and engagement reports as required. Provide Mental Health Training and Education as requested to communities. Performance Reviews are completed electronically by the employee’s direct supervisor then reviewed and approved by regional or program leadership.
