SUMMARY To supervise, plan, and assign projects and construction activities to field personnel associated with building, repairing, and reconstructing state-owned facilities and roadways. Coordinate crews of maintenance or construction workers or contractors engaged in constructing, repairing, and maintaining dams, buildings, and/or general construction, repair and maintenance projects. Ensure concurrent construction projects are properly coordinated and completed on time. YOUR EXPERIENCE COUNTS Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education. MINIMUM QUALIFICATIONS Education/Experience: Equivalent combination of 4 years of education and experience after completion of high school. Education and experience in all phases of maintenance and general construction which involves directing or supervision groups or crews in maintenance and construction procedures. License/Certification: Valid Commercial Driver’s License Class A (CDL-A) with appropriate endorsements. Other Requirements: Motor Vehicle Record (MVR) must meet the minimum standards as established by the hiring agency. Must receive a negative result on a pre-employment urine analysis drug screen in accordance with the Code of Federal Regulations and USDOT requirements. Must have a telephone or acceptable means of communication and be available 24 hours per day. PREFERRED QUALIFICATIONS Knowledge of principles, practices, construction procedures, repair and maintenance, and basic engineering principles. Ability to document and maintain records, generate reports, and interpret plans and specifications. Ability to use resourcefulness, initiative, and appropriate judgment in performing duties. Ability to establish and maintain harmonious relationships with the public, landowners, and employees. AFTER-HIRE REQUIREMENTS Offers of employment are conditional upon the individual obtaining a Commercial Driver’s License medical card unless the candidate is currently employed by the State of New Hampshire. RESPONSIBILITIES Supervises assigned crews and coordinates the work of skilled contractors and construction personnel dedicated to building, repairing, and reconstructing state-owned facilities and roadways. Trains subordinates on appropriate construction practices to ensure assignments are conducted safely and efficiently. Interprets, implements, and enforces regulatory requirements related to safety, environmental, and industry standards. Maintains and updates time/attendance, work performance data, and documentation concerning personnel matters in accordance with the Department's best management practices. Develops and maintains respectful and harmonious working relations between employees within the patrol crews and contractors. Works independently during winter months to observe and report road conditions to determine if actions are warranted from the patrol sections based on varying weather, traffic, and geographic conditions based on Department policies and standards, including treating roads, monitoring, and analyzing road conditions, and reporting those to a District Dispatcher every hour. Ensures personnel performs duties as required under applicable technical and/or professional certification requirements. Inspects project and work quality of tasks, including those of private contractors, to ensure cost-effectiveness, timely completion, appropriate use of resources, and adherence to safety, environmental, and department guidelines and standards. Procures materials or equipment needed for projects and coordinates contract agreements for construction equipment, vendors, and sub-contractors required to perform work beyond the construction crews' capabilities. Prepares reports on project timelines, equipment utilization, materials and project progress including project cost expenditures and balances. Implements traffic control devices for the motoring public while coordinating with state and local officials for site access and public safety related to construction projects. Reviews detailed civil and mechanical engineering design drawings and coordinates trades, including concrete, carpentry, steelwork, masonry, electrical, excavating, cofferdam installations, demolition work, and all other aspects of facility maintenance and roadway construction. Inspects completed construction projects for compliance with design plans and specifications and coordinates the keeping of accurate records with project costs, materials, materials testing and equipment.
