Director of Operations

Ruth Meiers Adolescent Center (RMAC) is seeking a strategic and organized leader to serve as our Director of Operations in Grand Forks, ND.

While our clinical team provides the "care," this position provides the "infrastructure" that makes that care possible. You will serve as the bridge between leadership, clinical services, and floor staff, managing the critical non clinical logistics of the facility from workforce planning and budgeting to environmental safety and regulatory compliance.

Key Responsibilities as the leader of our operational functions, you will ensure the facility operates safely, efficiently, and within budget.

Daily Operations & Logistics

• Workflow Management: Oversee day-to-day non-clinical functions to maintain a safe, therapeutic environment.
• Staffing & Scheduling: oversee master staffing schedules to ensure 24/7 coverage that meets mandated ratios; review schedules to ensure standards are met and make strategic hiring recommendations (filling vs. holding FTEs).
• Budgeting & Finance: Implement and monitor the operational budget as directed by the Executive Director. Review and approve departmental expenses, ensure cost-effective purchasing, manage vendor relationships, and oversee facility inventory control.
• Facilities Management: In collaboration with the Facilities Manager, ensure the building is safe, clean, and compliant with fire, health, and safety codes, and ensure the nutrition program exceeds quality standards.
• Regulatory Compliance & Quality Assurance
• Accreditation Readiness: Maintain "continuous survey readiness" for PRTF (Psychiatric Residential Treatment Facility), CMS, and CARF accreditation.
• Compliance Auditing: Ensure that "we do what we say we do" by tracking operational activities, conducting internal audits, and maintaining data collection systems.
• Reporting: Assist in the preparation and submission of operational reports for licensing and accrediting bodies.
• Data-Driven Quality: Collaborate with the Quality Management Coordinator to track operational data (e.g., census, staffing ratios, non-clinical incident trends, KPIs) to drive improvement.
• Grievance Management: Review complaints and grievances and ensure timely, professional responses.
• Human Resources, Culture & Workforce Development
• Team Leadership: Lead and mentor the Direct Care Supervisors, Direct Care Specialists, Administrative Assistant, and Facilities Coordinator.
• Talent Acquisition: Direct hiring, interviewing, and onboarding process for new employees.
• Training Compliance: Work with Direct Care Specialists to ensure 100% of staff meet mandatory training hours and certifications (e.g., De-escalation, CPR, HIPAA).
• Culture & Retention: Act as a mediator for employee relationships to maintain high morale and staff retention. You will be the key driver of RMAC culture, streamlining communication between administration and floor staff.

Minimum Qualifications

Option A: Director of Operations (Preferred Level)

• Education: Bachelor's degree in Business Administration, Healthcare Administration, Human Resources, or a related field. A master's degree in a field related to the position may substitute for two years of work experience requirement.
• Experience: Minimum of four (4) years of related work experience in a health/human service program area. This experience must include lead or supervisory work experience.
• Requirements: Must be 21 years of age or older and possess a valid driver's license.

We will consider filling this position as an Operations Manager at a reduced rate.

Option B: Operations Manager

• Education: Bachelor's degree (any field).
• Experience: Minimum of one (1) year of experience in administration or supervision.
• Requirements: Must be 21 years of age or older and possess a valid driver's license.
