Research and Evaluation Manager

Job Title: Research and Evaluation Manager – Health Services Department & Employment & Human Services Department (Contra Costa County). Overview This position is a full‑time role that leads a team of planners, evaluators, and analysts to design, conduct, and report on complex research and evaluation projects. The selected candidates will oversee program logic models, data collection and analysis, and evidence‑based decision‑making to monitor and improve departmental programs. Responsibilities Supervise and train a team of Planner/Evaluators and analysts, including drafting and conducting team evaluations and tracking key data and learning objectives. Develop program logic models and reporting templates that measure key evidence‑based processes and outcomes. Determine and design data‑collection procedures, perform data‑quality assessments, and conduct appropriate statistical analyses for projects. Ensure compliance with ethical standards, regulations, laws, and grant specifications related to research projects. Collaborate with other departments to integrate data from multiple sources for efficient analysis and reporting. Qualifications Extensive leadership and management experience supervising research and evaluation teams, preferably in juvenile and criminal‑justice settings. Advanced expertise in data gathering, statistical analyses, research design, procedures, and program evaluation. Strong critical‑thinking skills with the ability to analyze data, identify trends, present findings, and recommend actions while recognizing data limitations. Experience managing relationships with internal and external stakeholders, including IT/data‑system administrators, university researchers, and third‑party evaluators. Excellent written and oral communication, including presentations, trainings, facilitation, and report writing; grant‑writing experience is highly desirable. Ability to synthesize quantitative and qualitative data and literature to inform evidence‑based policy and program recommendations. Knowledge of data‑driven decision‑making, logic‑model development, performance metrics, and interventions tailored for youth, young adults, and justice/reentry populations. Experience with electronic health records (EHR) and healthcare data. Desired Qualifications Proficiency with data‑analysis software such as SPSS, STATA, PowerBI, and GIS. Experience with fiscal and policy analysis of public‑safety and community‑corrections legislation. Collaboration with university researchers. Research proposal development and grant‑writing experience. Familiarity with grant and contract administration and complex state, federal, and county funding streams. Legal Requirements The successful candidate must possess a valid California motor‑vehicle driver’s license (out‑of‑state licenses will be accepted during the application process). The county may require additional background checks and meeting of civil‑service hiring regulations.
