Business Analyst

Location: Richmond, VA Interview Type: Both Web Cam and In Person Interview Work Arrangement: Hybrid (3 days per week required at 1401 East Broad Street) Contract Length: 12-to-18-month contract In‑Person Interview required Short Description VDOT - Asset Management Team is looking to fill a Business Analyst position. Responsibilities Review, analyze complex processes and systems, breaking them down into manageable parts. Conduct stakeholder interviews and workshops to gather requirements. Write clear, testable functional and non‑functional requirements. Create and manage Agile items (product backlog, epics, features, user stories, tasks, test plans, test cases) using Azure DevOps (TFS). Prepare diagrams (data flow, wireframes, Visio) to explain modifications for technical staff and executive management. Experience with Business Process Modeling using swim‑lane and flow‑chart diagrams. Assist in system integration testing and user acceptance testing. Skills & Qualifications 5+ years of business analyst experience in IT projects, with strong oral and written communication skills. IT software/application project experience required. Strong analytical thinking and problem‑solving skills. Technical proficiency: familiarity with enterprise software (Oracle, SQL Server), databases (SQL), APIs, and data flow diagrams. Strong understanding of how IT systems work; not necessarily a developer. Experience with Agile/Scrum (including SAFe), Kanban, and Waterfall methodologies. Proficiency using Azure DevOps (TFS), backlog management, and test planning. Experience translating technical terminology to business users and vice versa. Ability to negotiate priorities, handle pushback, and resolve conflict diplomatically. Experience rolling out new systems or processes and managing user adoption. Preferred: Prior State of VA IT Business Analyst experience. Strong understanding of multi‑tiered applications. #J-18808-Ljbffr
