INTERNAL UNION APPLICANTS WILL BE GIVEN FIRST CONSIDERATION FOR UNION POSITIONS Under the guidance of a higher classified employee, assists in the management of a major parks and recreation facility. Uses a variety of tools, equipment, and resources (including site specific or specialty equipment) to coordinate events, facility maintenance, and staffing. Coordinates aspects of staff management. Manages and monitors financial and budgetary functions relating to park and special event programming, and other duties assigned.
EXAMPLES OF DUTIES
Plans and operates a wide variety of County-wide recreation programs, athletic activities, day camp, and special events involving instruction and participation for residents of all ages. Responsible for the development and administration for the budget for said events and programs. Coordinates the use of facilities within the parks and recreation facility for programs scheduling equipment and making sure it is set up and ready to use. Organizes league games, tournaments, day camps, programs, and special events making sure the appropriate facilities are arranged, prepared, and the appropriate personnel scheduled. Recruit, selects, trains, supervises, coaches, and evaluates seasonal and temporary staff. Develops and implements goals, objectives, policies, procedures, and work standards for seasonal staff and facility operation. Ensures that all facility buildings, equipment, and grounds are properly maintained and safe for the use by the public. Maintains excellent communication and strong relationships interdepartmentally as well as with other various county departments, vendors, suppliers, and community organizations. Responsible for balancing daily receipts, records, banking deposits, master finance logs, paperwork, financial dialog, and correspondence with administration banking institution. Design, develop, and market programs, events, facilities, using flyers, websites, social media platforms, digital media, and newsletters. Responsible for county website development, editing, and maintenance. Responsible for the development and implementation of day-to-day operating policies and procedures and the interpretation and execution of broader policies. Responsible for operational supplies inventory, pricing, purchasing, and organization. Performs other related duties as assigned. Knowledge, Skills, and Abilities: Work a flexible schedule including weekends, evenings, holidays, and special events. Fill in for recreation programmers and seasonal employees as needed, and can be on call for emergencies and all other related duties as assigned. Excellent communication and customer service skills. Setting priorities, multi-tasking, detail-oriented, meeting critical deadlines, and problem resolution. Using sound, independent judgment with established policy and procedural guidelines in problem solving, trouble shooting, and critical thinking. Using community resources for support of recreation programs and facilities. Interpreting, applying, and explaining laws, policies and regulations to staff and the public. Maintaining accurate records and files. Skills with all Microsoft Office programs. Operation and maintenance of a variety of parks and recreation facilities. Principles and practices of purchasing operational equipment, event/activity budget development, administration, and financial record keeping.LICENSES/CERTIFICATIONS
The following licenses/certifications are required for each facility and shall be maintained through duration of employment in this position. New hires or in the event of transfer or relocation, employee must possess level one certifications or can obtain them within six months of hire: Level I: Valid Vehicle Operator's License CPR, AED, First Aid Certification American Red Cross CPR, First Aid, AED Instructor American Red Cross Certified Lifeguard Aquatic Facility Operator (AFO) Certification OR Certified Pool Operator (CPO) Certification SERV Safe Manager and SERV Safe Allergens Certifications Level 2: American Red Cross Lifeguard Instructor Certificate Certified Park & Recreation Professional through the National Recreation and Parks Association Completion of 20 hours of departmental approved certification courses in staff management, recruitment & retention, leadership, operations, marketing & events, and camp training. Lead role in executing two (2) successful departmental events as approved by department supervisionPHYSICAL DEMANDS
Duties require sufficient mobility to work in a normal office setting and use standard office equipment, vision to read printed materials and a computer screen and a hearing and speech sufficient to communicate in person or over the telephone. Duties also require sufficient physical agility to inspect various parks and recreation facilities and grounds. Must be able to lift 10-20 lbs frequently. Occasional driving, both County-owned vehicles and personal vehicle. Sufficient physical agility to inspect various parks and recreation facilities and grounds. Sufficient physical agility to set up recreation and event/program equipment and perform necessary inspections of said equipment to ensure it is ready for sue by the public and employees. Pre-employment physical exam required. These requirements may be accommodated for otherwise qualified individuals requiring and requesting such accommodations.EDUCATION
Equivalent to possession of a bachelor's degree in recreation management, park administration, business or public administration, social science, or related field required.EXPERIENCE
LEVEL I - GRADE 74: Two years of supervisory experience in recreational field. LEVEL II - GRADE 75: All the following licenses/certifications must be obtained prior to entering level two and must be maintained for duration of employment in this position: Possession of American Red Cross Lifeguard Instructor certificate. Possession of certificate as Certified Park & Recreation Professional from the National Recreation & Park Association. Minimum of three years of progressively responsible supervisory experience. Completion of departmental approved certification course in staff management, recruitment & retention, leadership, operations, marketing & events, and camp training. Metrics for completion will be a passed course test to confirm skill obtained. A minimum of 20 hours of continuing education units (CEUs) required for tier progression. All courses must be approved and assigned by management in alignment with employee's background and current skill. Equivalent CEUs in similar or like program area will be considered if applicable to recreational field. New hires may be hired into a higher grade if course credits are obtained prior to hire. Lead role in executing two (2) successful departmental events as approved by department supervision (e.g. Trek or Treat or Independence Lake Craft Show). Employee must develop project plan, timeline, and execution strategy for identified resources. Event must have a marketing strategy to gain target demographic participation. Employee must be responsible for staff & volunteer coordination, logistics, contracts, and collaboration on communications and marketing. Event must be fully executed as approved to be eligible for meeting these criteria for tier progression. Previous record of successful event execution may be considered upon hire. The qualifications listed above are guidelines.
