Job Summary

The Employee Benefits Operations Claims Training Manager provides strategic leadership for learning, capability development, and workforce readiness across Business Operations and Claims. This role establishes and executes learning strategies that align capability-building initiatives with organizational priorities and support business performance, quality outcomes, operational excellence, and future workforce needs. Through partnership with leaders, SMEs, Quality, Compliance, and Operations, the role develops and sustains a comprehensive learning ecosystem that accelerates proficiency, strengthens organizational capability, and enables successful business transformation. Leveraging expertise in instructional design, adult learning, learning technologies, and performance enablement, this role identifies capability gaps, designs scalable learning solutions, reinforces skill application, and evaluates learning effectiveness through performance data, quality insights, learner feedback, and business outcomes.

Primary Responsibilities:

• Develop and maintain a multi-year learning and capability strategy aligned to business objectives, workforce plans, operational priorities, and organizational transformation initiatives.
• Establish learning standards, governance, and prioritization processes to ensure resources are focused on the highest-impact business opportunities.
• Analyze organizational capability trends, quality outcomes, performance data, workforce readiness indicators, and future skill requirements to identify strategic learning priorities.
• Partner with senior leaders to develop capability road maps supporting succession planning, career development, leadership readiness, and organizational effectiveness.
• Define and monitor learning KPIs, capability metrics, and business impact measures to evaluate learning effectiveness and return on investment.
• Evaluate emerging learning technologies, methodologies, and industry best practices to improve learning effectiveness, scalability, and learner engagement.
• Provide leadership and oversight for the design, development, delivery, evaluation, and maintenance of learning solutions supporting onboarding, upskilling, cross-training, systems training, process changes, and targeted performance improvement initiatives.
• Consult on and review learning content, curricula, assessments, job aids, and performance support tools to ensure alignment with instructional design standards, business objectives, and learner needs.
• Partner with Subject Matter Experts, Quality Assurance, Compliance, Operations, and business process teams to ensure learning solutions align with current policies, procedures, regulatory requirements, and operational practices.
• Use quality insights, operational performance data, learner outcomes, and stakeholder feedback to identify capability gaps and recommend learning and performance improvement strategies.
• Lead learning-related projects, curriculum modernization efforts, and content governance activities to ensure training resources remain accurate, accessible, and aligned with business changes.
• Provide mentoring, coaching, and guidance on instructional design practices, adult learning principles, learning technologies, and performance enablement strategies.

Required Education and/or Certifications

• Bachelor's degree or equivalent combination of education and relevant experience.
  • High School Diploma required, or any combination of education and experience which would provide an equivalent background.
• Training in instructional design, adult learning, learning technology, or multimedia development.
• Authoring software certification or equivalent experience preferred.

Required Work Experience

• Working knowledge of instructional design methodologies such as ADDIE, SAM, or similar approaches.
• Experience using learning technologies or e-learning authoring tools such as Articulate 360, Rise, Storyline, Adobe Captivate, or similar platforms.
• Ability to translate complex claims, operations, system, compliance, regulatory, and procedural information into clear learning content and practical training solutions.
• Experience supporting associate development, onboarding, upskilling, coaching, readiness assessment, or performance improvement initiatives.
• Ability to organize and manage multiple assignments while meeting quality and timeline expectations.
• Strong written communication, facilitation, project coordination, and stakeholder partnership skills.

Recommended Education and/or Certifications

• Learning, Talent, or HR-related certifications (e.g., CPTD, PHR, SHRM-CP)
• Project Management certifications (CAPM, PMP)
• Professional certification in learning and development, insurance, project management, or a related field, such as CPTD, ATD, LOMA, ALHC, FLHC, CAPM, or PMP.

Salary Band: 06B

This selected candidate will be expected to work hybrid in Portland, ME. The candidate will also be expected to physically return to the office in CA, IN or ME as business needs dictate or for team building and collaboration.

Consistent with applicable pay transparency laws, we disclose the compensation range for this position: $79,500 - 132,500 annually. Actual compensation will be determined by factors such as education, experience, geographical location, and other job-related factors permitted by law. In addition to base pay, this role is eligible for an annual incentive program.
