Executive Director of Operations Wichita Falls Independent School District Education Center – Wichita Falls, Texas Job Description Administrative responsibility for the business affairs of the Wichita Falls ISD includes contracted services and operational responsibilities across the district. Contracted Services: Custodial, Grounds, Student Transportation, Food Service, and any future services contracted by the district. Operational responsibilities: Nursing, Fine Arts, Athletics, and Student Assignment. Major Responsibilities and Duties District Climate Use effective communication in dealing with staff, service contract managers, community, media and the Board. Ensure that sound communication techniques are understood and used by operations employees and contracted services. Cooperatively develop long‑ and short‑range objectives and goals for the operations of the school district. Support the district’s instructional objectives. District Improvement Focus division operations toward accomplishing the district’s mission and attaining stated goals and objectives. Assist with the planning and conducting of needs assessments related to district operations and contracted services. Promote a positive image that supports the mission of the school district. Maintain high standards for staff supervision and communicate expectations to service contract managers and subordinates. Maintain appropriate records for areas of operations and contracted services. Instructional Management Ensure that business operations support the instructional goals and objectives of the district and the attainment of campus performance objectives (academic excellence indicators). Personnel Management Recommend to the Superintendent all personnel positions needed to perform the functions of the divisions under the supervision of the Executive Director of Operations. Evaluate job performance of personnel, conduct conferences, and develop training options and/or improvement plans. Administration of Fiscal and Facilities Management Manage a broad range of district operations, as required (Transportation, Custodial, Grounds, and Food Service). Oversee the administration of policies governing the use of school facilities and recommend policy changes to comply with federal, state, and local laws and regulations. Develop and implement cost‑effective practices throughout the district. Professional Growth and Development Use information from assessment instruments, district appraisal processes, feedback, and professional development programs to improve performance. Provide leadership in addressing challenges facing the profession and disseminate ideas and information to other professionals. Observe professional and ethical standards in accordance with the Texas Education Agency code of ethic. Formulate a professional development plan that supports role expectations. District Community Relations Investigate and act on complaints from administrators and personnel as submitted; provide the Superintendent with correspondence concerning policy, complaints, and serious office employee concerns. Articulate the district’s mission to the community and solicit its support in realizing the mission. Demonstrate awareness of district/community needs and initiate activities to meet those needs. Maintain regular attendance at work and school‑related community events. Other Responsibilities Perform other duties as assigned by the Superintendent. Maintain regular attendance. Supervisory Responsibilities Manage and evaluate performance of all current and future contracted services such as Transportation, Food Service, Custodial, and Grounds; annually evaluate Directors of Nursing, Fine Arts, Athletics, and Student Assignment. Keep the Superintendent informed of any potential problems, recommended resolutions, and notifications when resolved. Present to the board of trustees as needed. Working Conditions Mental and physical demands include maintaining emotional control under stress. Occasional district and statewide travel; occasional prolonged and irregular hours. Position Type Full‑Time Salary $115,858 to $156,221 Per Year Job Requirements Citizenship, residency, or work visa required. Qualifications Undergraduate degree in a business‑related field. Master’s degree in a business‑related field is preferred. TASBO Certification desired; willingness to work toward TASBO certification. Extensive knowledge of school operations management. Effective communication, public relations, and interpersonal skills. Ability to use a personal computer and software to develop spreadsheets, perform data analysis, and do word processing. Ability to interpret policy, procedures, and data. Ability to manage budget and personnel. Ability to coordinate district‑wide functions. Demonstrated leadership skills working with other administrators, teachers, and the general public.
