Contracts Administrator
The Contracts Administrator is responsible for the administration, interpretation, and compliance oversight of federal government contracts, subcontracts, task orders, and related agreements. This position manages contractual activities throughout the full contract lifecycle—from proposal development and contract award through performance, modification, closeout, and records retention.
The Contracts Administrator serves as a trusted advisor to program managers and company leadership, providing guidance on contractual requirements, federal acquisition regulations, business risk, and customer communications. The position requires sound judgment, strong analytical skills, attention to detail, and the ability to work effectively with government customers, contracting officers, subcontractors, and internal functional teams.
Essential Duties and Responsibilities
- Administer federal prime contracts, task orders, delivery orders, subcontracts, purchase orders, teaming agreements, nondisclosure agreements, and other contractual instruments.
- Review and interpret contract terms, conditions, clauses, statements of work, deliverables, funding requirements, and performance obligations.
- Maintain contract files and ensure documentation is complete, accurate, current, and audit-ready.
- Monitor contract funding, periods of performance, option dates, deliverable schedules, ceiling values, and contractual limitations.
- Prepare and process contract modifications, funding actions, option exercises, administrative changes, and other contractual documents.
- Coordinate contract start-up, transition, performance, and closeout activities.
- Ensure invoices, deliverables, personnel qualifications, and other submissions comply with contractual requirements.
- Perform other assigned duties, as required.
- Ensure compliance with the Federal Acquisition Regulation, applicable agency supplements, including the DFARS, and other contractual or regulatory requirements.
- Identify contractual, financial, operational, and compliance risks and recommend appropriate mitigation strategies.
- Provide guidance concerning limitation of funds, limitation of cost, allowable costs, changes, disputes, intellectual property, data rights, organizational conflicts of interest, and government property requirements.
- Support compliance with Cost Accounting Standards, Truthful Cost or Pricing Data requirements, Service Contract Labor Standards, and other applicable requirements.
- Review and communicate new or revised contract clauses, acquisition policies, and regulatory requirements that may affect company operations.
- Support internal reviews, government audits, incurred-cost activities, and contractor purchasing system or other compliance assessments, as applicable.
- Review solicitations, requests for proposals, requests for quotations, and other acquisition documents to identify contractual requirements, risks, and areas requiring clarification.
- Prepare solicitation compliance matrices and provide input to proposal schedules and reviews.
- Support the development of representations and certifications, contractual volumes, assumptions, exceptions, and proposal terms.
- Participate in proposal reviews, negotiations, and contract-award activities.
- Review teaming agreements, nondisclosure agreements, consultant agreements, and subcontractor proposal documentation.
- Assist leadership in evaluating contract type, acquisition strategy, terms and conditions, and potential business risk.
- Support the solicitation, evaluation, negotiation, award, and administration of subcontracts and consulting agreements.
- Perform or coordinate subcontractor responsibility assessments, representations and certifications, exclusion checks, and required compliance reviews.
- Ensure appropriate federal clauses and customer requirements are incorporated into subcontract agreements.
- Monitor subcontract funding, deliverables, periods of performance, invoicing, and compliance.
- Coordinate with program management, finance, procurement, security, human resources, and technical personnel to resolve subcontractor performance or compliance matters.
- Support subcontract modifications, consent packages, terminations, and closeout activities.
- Serve as a primary contractual point of contact for assigned programs and customers.
- Develop and maintain professional working relationships with contracting officers, contract specialists, contracting officer representatives, prime contractors, subcontractors, and business partners.
- Advise program managers and functional leaders regarding contract requirements, changes, funding limitations, deliverables, and customer direction.
- Ensure that only properly authorized government direction is accepted and incorporated into contract performance.
- Coordinate with accounting and finance personnel regarding billing requirements, funding status, indirect rates, and contract financial reporting.
- Prepare contractual correspondence, notices, memoranda, negotiation documentation, and management briefings.
- Provide contract-compliance training to program and operational staff.
- Support team collaboration and relationship management.
- Membership and participation in professional organizations such as NCMA
Required Qualifications
- Bachelor's degree in business administration, contract management, finance, accounting, law, or equivalent years of experience.
- Minimum of four years of progressive experience working with and or administering federal government contracts.
- Demonstrated experience with multiple federal contract types, including firm-fixed-price, cost-reimbursement, time-and-materials, labor-hour, and indefinite-delivery/indefinite-quantity contracts.
- Working knowledge of the FAR and DFARS and familiarity with other agency acquisition supplements.
- Experience supporting competitive proposals, contract negotiations, modifications, funding actions, and contract closeouts.
- Experience administering subcontracts and flowing down applicable federal requirements.
- Strong analytical, organizational, negotiation, and problem-solving skills.
- Excellent written and verbal communication skills.
- Exercises discretion and independent judgement in representing and/or resolving matters of significance on behalf of the customer.
- Ability to manage multiple contracts, priorities, and deadlines with limited supervision.
- Proficiency with Microsoft Office applications and electronic contract-management or enterprise resource planning systems.
- Ability to work effectively with executive leadership, government customers, program personnel, auditors, and business partners.
- There is occasional lifting (up to 30 pounds), constant sitting and use of a computer terminal as well constant use of sight abilities while writing, reviewing, and editing documents, constant use of speech/hearing abilities for communication, and constant mental alertness.

- Ability to obtain and maintain government security clearance as required.
- Must be able to successfully pass the required pre-employment screenings.
Desired Qualifications
- Seven years of federal contracts administration experience.
- Familiarity with General Services Administration schedules, governmentwide acquisition contracts, multiple-award contracts, and task-order competitions.
- Experience with DCAA, DCMA, CPSR, incurred-cost, or other government audit and oversight activities.
- Experience with SAM.gov, PIEE/WAWF, and DoD agency portals.
- Knowledge of government property, cybersecurity, data rights, export controls, ethics, and organizational conflict-of-interest requirements.
- Experience using Unanet or a comparable government-contracting enterprise resource planning system.
- Active government security clearance.
