Medical Director - Correctional Health
Parkland Health and Hospital System (PHHS)
Location: Jail Main Clinic Primary Purpose Responsible for supporting, facilitating and participating in clinical and administrative activities, which will enhance the attainment of Correctional Health clinical goals and objectives. Provides medical expertise, administrative, medical and nursing support as well as professional liaison functions which enhance high quality, timely and safe patient centered, patient valued services, best practice and compliance. Minimum Specifications Education Must have successfully completed an Accreditation Council for Graduate Medical Education (ACGME) or American Medical Association (AMA) approved residency for appropriate specialty. Experience Must have five years management experience in clinical medicine programs. Prefer experience in a correctional health environment. Certification/Registration/Licensure Must meet and maintain licensing and registration requirements as delineated by the Medical Staff Bylaws, Medical Staff Rules and Regulations, and Credentialing Policies/Procedures, if any. Must be licensed for the practice of medicine in the State of Texas within 180 days of hire. Skills or Special Abilities Must be board certified. Must have proven written and verbal communication skills with demonstrated leadership ability. Must have proven capability to communicate and to develop positive productive working relationships with physician colleagues and management. Must be recognized by peers as an outstanding clinician. Addresses social determinants in patient care plans. Must be capable of recruiting, developing and motivating people. Must be objective, flexible, and tactful in dealing with sensitive medical staff issues, practice patterns, clinical resource utilization and sensitive patient issues. Utilizes creativity and innovation in attaining desired outcomes. Uses a holistic approach and persists when solving problems. Works in a highly organized manner, capturing and attending to details as well as the bigger picture. Acts with a sense of urgency. Synthesizes information and shares it with a larger group. Works effectively in an ambiguous environment. Demonstrates a working knowledge of PC operations and the ability to use word processing and spreadsheet software in a Windows environment. Preferred Spanish proficiency is preferred Responsibilities Responsible for the direction and coordination of all medical services for Correctional Health Services. Collaborates with Medical Director of Behavioral Health Services ' Correctional Health to deliver effective and integrated care for the population. As assigned, provides quality management of patients accessing women's health and adult health. Uses written medical protocols efficiently, identifies quality care issues, and initiates problem solving and innovation. Modifies approach, communication and interaction to take account of sensory impairments and specific needs of all customers, in particular older adults. Maintains a positive working relationship with Sherriff's Department, Parkland management, vendors, other hospitals, employees, patients, and patient's families ensuring effective departmental operations and patient centered/patient valued health care services. Provides input into developing, monitoring and revising annual goals and objectives for Correctional Services that support the mission and objectives of Parkland. Selects, trains, motivates, supervises, and evaluates provider/physician staff to ensure maximum utilization of individual and group capabilities, while providing optimal service to both internal and external customers. Serves as supervising physician/delegating prescriptive authority for advanced practice providers. Acts as a consultant for nursing leadership. Provides and evaluates medical education and training for residents, students, and advanced practice providers, ensuring optimal level of training which meets the teaching resident guidelines for treating, diagnosing, and providing medical services. Ensures that assigned employees receive opportunities to further their knowledge. Serves as a liaison between the jail physicians and medical directors of Parkland's Community Oriented Primary Care (COPC) system, Homeless Outreach Medical Services (HOMES) program, specialty clinics, emergency room and inpatient services. Maintains knowledge of applicable rules, regulations, policies, laws, and guidelines that impact Correctional Health. Develops effective internal controls that promote adherence to applicable state/federal laws, and the program requirements of accreditation agencies and federal, state, and private health plans. Assists in the development and implementation of all medical related procedures for clinical staff. Seeks advice and guidance as necessary to ensure proper understanding. Assists with the development and implementation of the Correctional Health orientation program, health education program, and health promotion program. Oversees the work of the Associate Director of Performance Improvement, who coordinates the Correctional Health quality management program. Identifies and analyzes the design of jobs, work processes, work flows, etc., for Correctional Health and implements appropriate changes to improve effectiveness, productivity, and efficiency that support the overall goals of the department and Parkland. Assists with the coordination of physician recruitment and leads retention activities for Correctional Health providers. Stays abreast of the latest developments, advancements, and trends in the field of medicine by attending seminars/workshops, reading professional journals, actively participating in professional organizations, and maintaining physician licensure. Integrates knowledge gained into current work practices. Models collaborative, respectful, excellent physician practice including providing an exceptional patient experience and making human connections including being mindful of patients, creating an atmosphere of respect and courtesy, listening and responding to patient concerns and providing clear explanations of care delivery and care planning, all reinforced through standardized approaches. Works across disciplines to form cohesive teams, and acts as a prominent, engaged team member to achieve goals set by Parkland senior leadership. Seeks advice and guidance as needed to ensure proper understanding. Develops and monitors annual budgets that ensure the department has the necessary funds to carry out the goals and objectives that have been established for the department. Develops, implements, monitors, and revises annual goals and objectives for the department that support the missions and objectives of Parkland. Selects, trains, schedules, motivates, supervises, and evaluates employees making recommendations for disciplinary actions up to and including termination, to ensure maximum utilization of individual and group capabilities.
