The American Society of Echocardiography (ASE) is a nonprofit international medical organization dedicated to advancing cardiovascular ultrasound and improving lives since 1975, and we are seeking a full-time Advocacy Manager to join our collaborative Advocacy team. Position Summary : The Advocacy Manager is responsible for coordinating and advancing the interests of echocardiography as it intersects with federal and regulatory policy. This full time, exempt position provides expertise to ASE committees, members, and staff on medical workplace issues and compliance with cardiovascular ultrasound quality or AMA standards. It proactively anticipates, compiles and responds to members’ coding/reimbursement issues, quality and accreditation standards, legislative and regulatory activity, practice management, and related needs and concerns. This position creates and coordinates communications on the cardiovascular ultrasound field to help members and other stakeholders understand emerging issues. It works to help equip members to use successful practices by learning, leveraging best lab practices, participating in coalition and grassroots advocacy efforts, and providing written updates and training resources on the evolving practice environment. This position also supports ASE’s representation at the AMA House of Delegates. This position will report to the Director of Advocacy and has potential for a remote work schedule, however, occasional meetings in Washington, DC and travel to ASE’s Durham, NC office may be required. We offer a competitive salary range of $76,000–$79,000 USD for this position, with starting compensation based on relevant experience, skills, and qualifications. Candidates must live in one of the following states to be considered for employment: NC, SC, VA, MD, DC, GA, WV, or TN.

Essential Duties and Responsibilities :

Health Policy Advocate (90% of the time)

Advocacy coordination & support

  • Partner with ASE’s consultants to analyze and interpret payment and professional practice regulations and trends affecting cardiovascular ultrasound and lead development of ASE’s responses via comment letters, meetings, and other appropriate channels.
  • Work with the Advocacy Committee to identify and develop strategies that meet members’ current and future payment and practice management needs consistent with overall ASE strategic goals and objectives.
  • Research and advise on workplace and health care finance issues, serve as ASE’s spokesperson for echo coding, practice management issues, and related trends with internal and external bodies.
  • Manage ASE’s coalition engagement efforts, such as the Alliance of Specialty Medicine, including joint comment letters, attending meetings, and Hill Day participation.
  • Maintain correspondence tracking (e.g., in Asana) to support reporting to the Board and Advocacy Committee, including the annual "ASE by the Numbers" summary.
  • Participate in Advocacy Committee calls, contribute to agenda topics, and be knowledgeable on activities to serve as a back-up to Director of Advocacy as needed.
  • Manage all consultant and coalition dues, tracking spending against the budget, and flagging variances to the Director of Advocacy.

Regulatory & laboratory monitoring

  • Monitor the Intersocietal Accreditation Commission (IAC) for lab-related or policy changes and coordinate ASE responses to open comment periods.
  • Track state-level policy developments affecting practice and shape ASE’s position on emerging state and federal regulatory issues.
  • Manage legislative and regulatory activity on ASE's priority issues, including lab safety (radiation and ergonomic safety), prior authorization, and workforce, participating in coalition efforts, with authority to determine which items warrant an ASE comment, and identifying opportunities for comment as appropriate.

Communications & content

  • Lead the development of content for member alerts on emerging advocacy or practice issues and coordinate with the communications team.
  • Gather or write copy for Echo Magazine articles, Policy News updates, and Advocacy Emails
  • Maintain the ASE Advocacy website with recent testimony, letters, and resources
  • Send the monthly Advocacy Committee Round-up email
  • Manage engagement with the ASE Connect groups on issues of importance related to advocacy and practice management issues.

Programs & volunteer engagement

  • Manage the AMA House of Delegates (HOD) process: credential delegates, attend AMA HOD meetings, draft, review, and finalize resolutions, gather reports, and other outreach activities, as needed.
  • Lead volunteer-based projects and task forces related to practice management issues.
  • Plan and manage webinars or seminars on Lab/Practice Management, or Advocacy issues.

Member support services

  • Manage the Help Desk and Coding Inbox for Advocacy and Practice Management Questions.
  • Monitor and provide timely 1st level of support for help tickets and member calls
  • Determine which member requests require consultant review and route accordingly, resolving all other requests directly
  • Track completion of requests
  • Provide communication to members when issues arise

Advocacy network & grassroots engagement

  • Manage the ASE Advocacy Network
  • Track ASE-supported legislation and create member participation opportunities, i.e. email campaigns, phone scripts, district visits
  • Lead the development and enhancement of member education materials, such as the Advocacy Toolkit, fact sheets, and slide decks, to help members engage with Congress and understand coding and payment issues.

Other Functions (10% of the time):

General Administrative:

  • Support the organizational structure of ASE by attending staff meetings, working on task forces, seeking and attending professional development opportunities, working in a team atmosphere and cooperating with other staff members, and completing minutes, meeting summaries, paperwork, and timesheets in a timely manner.
  • Contribute to other projects and tasks as needed in support of ASE’s success.
  • Perform other duties as assigned by the Supervisor, CEO, and Deputy CEO.

Travel: Domestic travel to ASE and other policy related meetings will be required for this position (3-4 meetings a year).

Minimum Job Requirements:

Education: Bachelor’s degree required. Graduate degree in healthcare administration, public health or related field preferred.

Experience: A minimum of three (3) years demonstrated prior experience representing medical associations or practices, or working in the advocacy, communications, health policy, coding or regulatory area of an association. Experience working in non-profit medical environments with volunteers is preferred.

  • Understanding of health policy and/or medical practice issues.
  • Ability to work outside regular business hours, including occasional evening and weekend work, as needed.
  • Competence in Windows Office 365 software, database programs, and online applications.
  • Ability to manage multiple projects in a fast-paced environment and effectively meet deadlines.

Physical Requirements: Job requires frequent sitting, and repetitive hand and wrist movements. Business travel requires the ability to endure the rigors of air travel, being on one’s feet for long hours, as well as reaching and the ability to lift at least 15-25 pounds.
