Manager, Electricity

POSITION SUMMARY

Energy Innovation is seeking a Manager, Electricity to join the Electricity team. The Manager, Electricity will lead research and analysis on policies and technologies that can enable a clean, affordable, reliable, and resilient electricity future. Areas of focus may include utility regulation and business models, wholesale electricity market design, grid and generation planning, clean energy siting and other policies that enable deployment.

The Manager, Electricity will lead and contribute to complex research and policy projects, help shape the team’s research agenda, develop and communicate policy recommendations, and serve as a subject matter expert with policymakers, industry stakeholders, researchers, NGOs, and other external partners.

KEY RESPONSIBILITIES

Original Research & Data Analysis

• Lead and execute complex research and quantitative analysis on policies, regulations, technologies, and market structures that can support a clean, affordable, reliable, and resilient electricity system
• Help shape the Electricity team’s research agenda by identifying high-impact research questions and policy opportunities, while ensuring projects align with team and organizational priorities
• Lead and own large research projects from scoping and methodology through analysis, writing and publication, serving as an internal expert in one or more areas of electricity policy
• Develop analytical approaches and use electricity-sector data to evaluate policy options and translate findings into actionable recommendations for policymakers and other stakeholders
• Help ensure the rigor and quality of analytical work across assigned projects, including reviewing methodologies, assumptions, data sources, findings, and data visualizations

Technical & Policy Knowledge

• Serve as a subject matter expert in one or more areas of electricity policy, applying deep technical and policy knowledge to advance the Electricity team’s strategic priorities
• Develop and advance policy recommendations related to electricity markets, utility regulation and business models, transmission and grid infrastructure, clean energy deployment, interconnection, permitting, land use, and other relevant areas
• Analyze complex policy and regulatory questions and develop recommendations tailored to different geographies, market structures, regulatory frameworks, and existing policies
• Stay current on emerging research, technologies, market developments, regulatory proceedings, and state and federal electricity policy, and incorporate relevant developments into Energy Innovation’s research and strategy
• Contribute electricity-sector expertise to cross-cutting research and policy projects across Energy Innovation’s program areas

Communications & Stakeholder Engagement

• Translate complex technical and policy research into clear, compelling, and actionable recommendations for policymakers, industry stakeholders, and non-technical audiences
• Lead the development and execution of major reports, research papers, memos, articles, presentations, and other written and visual products, including coordinating contributions from multiple authors when needed
• Cultivate and strengthen relationships with policymakers, utility regulators, utilities, grid operators, industry leaders, NGOs, researchers, and other electricity-sector stakeholders
• Lead stakeholder engagement in assigned areas of work, using external relationships and insights to inform research priorities and help ensure Energy Innovation’s analysis reaches relevant decisionmaker
• Represent Energy Innovation as a technical and policy expert in external meetings, panels, conferences, and other public forums
• Serve as a spokesperson on electricity-sector issues, including responding to media inquiries and communicating Energy Innovation’s research and policy perspectives on relevant policy developments

Project Management

• Lead and contribute to multiple complex research and policy projects, establishing and delivering on clear objectives, workplans, timelines, responsibilities, and deliverables aligned with strategic priorities
• Independently drive projects from scoping through completion, proactively identifying next steps, resolving challenges, and communicating progress, risks, and resource needs
• Coordinate contributions and feedback from internal team members, consultants, external researchers, and partner organizations to deliver high-quality work on time
• Serve as a primary point of contact for partners and stakeholders on assigned projects and areas of expertise.
• Provide guidance and mentorship to colleagues as appropriate and, depending on team needs, may have opportunities to supervise a small number of staff in the future

EXPERIENCE & SKILLS

• This role requires at least 8+ years of experience in energy and climate policy analysis or related fields, including significant experience conducting technical research and interpreting legislation, regulations, regulatory proceedings, or electricity market rules
• Strong understanding of scientific and technical subject matter relating to electricity systems, clean energy technologies, greenhouse gas emissions mitigation strategies, and policy design
• Strong knowledge of electricity-sector technologies, electricity markets, utility business models, and regulatory structures
• Demonstrated excellence in writing and communicating complex technical and policy subjects for technical and non-technical audiences
• Strong quantitative and analytical skills, including data visualization and demonstrated proficiency using Microsoft Excel for data analysis
• Demonstrated project management experience, including independently leading multiple complex research or policy projects, coordinating internal and external contributors, and delivering high-quality work on time.
• Knowledge of U.S. or international politics and policymaking related to climate and clean energy
• Effective and flexible interpersonal, verbal, and written communication skills, with the ability to independently prioritize and advance work in a fast-paced, evolving, and collaborative environment
• Self-motivated and entrepreneurial, while able to work effectively as part of a team
• Willingness to travel (up to 15%)

Preferred Experience

• Experience conducting economic analysis on the impact of electricity-sector policies, regulations, market designs, or technologies on the energy system or consumers
• Experience analyzing policies supporting the transition from fossil systems to cleaner energy systems
• Experience working in or with the private sector, including representing an organization and providing substantive policy input to regulators, legislators, or other policy venues.
• Familiarity with:
  • Energy and electricity system modeling tools
  • Wholesale electricity markets, market design, resource adequacy, or mechanisms for supporting investment in clean and reliable electricity resources
  • Transmission, grid infrastructure, interconnection, permitting, or land-use policy affecting clean energy deployment
• Experience with:
  • Power-sector policies and regulations at the state or federal level
  • Electric utility regulation, utility business models, rate design, or regulatory proceedings
  • Media, including print, radio, and podcasts
  • Stakeholder network management or facilitation
• Experience working with:
  • Utility regulators, electric utilities, grid operators, policymakers, NGOs, or other electricity-sector stakeholders
  • U.S. or international policies related to climate and electricity

SALARY

We provide a salary commensurate with qualifications and experience. The target national salary range is $130,000 to $140,000 with adjustments made for people in higher-expense markets, i.e. the San Francisco Bay Area, New York City, and Washington D.C. Equity is incredibly important to the organization, and a pay audit for equity is completed annually.

This role is done primarily in an office environment.

Climate change is governed by physical facts—about carbon sources, accumulation, impacts, and timing. It’s also caused by economic and political systems that have led to a fossil fuel dependent energy system. These facts must inform strategy: they show that avoiding dangerous climate change is only possible through strong policy to cut carbon, promptly, in the biggest countries.

To address these issues, Energy Innovation was established in 2012 as a clean energy and environmental policy firm to provide timely research and analysis on low-carbon energy policy options to policy makers, thought leaders, and members of the media. The Energy Innovation team has expertise in clean energy, industry, transportation, buildings, technological innovation, and energy policy design. In addition to conducting policy research, Energy Innovation also works with clients to inform philanthropic investments into technology and advocacy that help reduce greenhouse gas emissions.

Energy Innovation operates from two office locations in San Francisco, CA and Washington, DC. Employees based in those areas work from the office one to three days per week.
