This vacancy announcement may be used to fill positions at various Department of the Navy Commands, including but not limited to the Naval Facilities Engineering Systems Command.

Duties

Help

  • You will execute in-house electrical engineering design work products and services within specified milestones and quality standards.
  • You will perform all aspects of electrical engineering design for a wide variety of installation shore facility types.
  • You will lead multi-disciplinary in-house (IH) design teams, executing IH projects as well as overseeing design efforts accomplished via Architectural/Engineering (A/E) firms.
  • You will coordinate the electrical engineering design with the engineering disciplines for Design-Bid-Build (DBB) and Design-Build (DB) projects to ensure overall compatibility and efficiency of the site and building design.
  • You will conduct site investigation field trips to project sites, as required, to collect all pertinent data and refine or develop project scope by inspection of existing conditions and through meetings with the sponsoring and using activities.
  • You will perform technical management and oversight on execution of multi-disciplinary design projects whether accomplished by IH or A/E forces.
  • You will provide technical guidance to A/E firms regarding criteria application and unique Department of Defense (DoD) functional requirements.

  • This may be a bargaining unit position.
  • You may be required to successfully complete a pre-appointment physical examination.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This may be a Drug Testing position. If so, successful completion of a pre-employment drug test (including marijuana) is required.
  • A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You may be subject to random drug testing.
  • You may be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • Work may be performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You may be required to participate in medical surveillance programs.
  • This position may require exposure to high noise levels.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position may be subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to obtain and maintain a current valid United States driver's license.

Qualifications

Your resume must demonstrate at least one year of specialized experience as a professional ELECTRICAL ENGINEER at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Leading production of facilities electrical engineering design packages, including design drawings, plans, specifications and design-build requests for proposal; 2) Reviewing facilities electrical engineering design submittals to provide subject matter expert acceptance recommendations to officials; and 3) Providing facilities electrical engineering design consultation services to officials during construction.

Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration For more information about EI and EIT registration requirements, please visit the National Society of Professional Engineers website at:

Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico The FE examination is not administered by the U. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)

OR

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
