Recreation Supervisor – Aquatics The Recreation Supervisor – Aquatics is responsible for the operation, programming, staffing, safety and strategic direction of the City of Northglenn’s indoor and outdoor aquatic facilities, and aquatic recreation programs. The position may work with private and other governmental agencies; educational institutions; professional staff; and volunteers. The Recreation Supervisor acts as a division representative and is responsible for the supervision of seasonal, part-time and full‑time staff as well as contractual employees, including but not limited to coordinators, head lifeguards, lifeguards, swim instructors, swim coaches, cashiers, aquafit instructors, pedal boat attendants and more. Oversees indoor and outdoor aquatic operations including activity pools, lap pools, seasonal outdoor pools, aquatic rentals, special events and instructional programming. Work is reviewed through reports, attendance records and evaluation devices, periodic meetings and evaluation of programs. Interviews, selects, schedules and supervises recreation staff, including workloads; evaluates staff and makes hiring and disciplinary recommendations, implements and interprets policies and procedures, and otherwise oversees the activities of subordinate personnel and volunteers, has the overall responsibility for one or more program areas within the Northglenn Recreation Center, and/or other recreation facilities. Develops leadership staff through coaching, mentoring and succession planning. Plans, organizes, implements and evaluates a wide variety of aquatic programs and special events that take place at a park, recreation center, or other facility, oversees safety of programs and participants. Develops innovative programs designed to increase participation, expand community access and improve cost recovery. This also includes meeting with public and community groups to explain and promote programs; schedules activities and coordinates programs with other departments and agencies, coordinates with other City departments as necessary, i.e. custodial, construction, and maintenance, Parks Division etc. Monitors program activities including approving expenditures and ensuring activities are running smoothly, maintain reports, forms, records and correspondence regarding programs and facilities, responds to questions and complaints. Monitors program enrollment, utilization, participant satisfaction and financial performance to recommend operational improvements. Provides a variety of reports and other documents such as operating activity with statistical reports, annual budget recommendations and revenue projections for submittal to department head. Analyzes revenues, expenditures, cost recovery, pricing structures and participation trends; develops recommendations to improve financial sustainability. Administers annual program budget; monitors, analyzes and reports on program costs and proposed changes; strategic marketing; produce print and digital media, social media, brand adherence and web management. Oversees rental and registration activities for particular areas of supervision and ensures accurate record keeping for program outcomes. Provides ongoing assessment of community recreation needs and develops new services and programs to fill the needs as resources allow. Participates in and /or conducts training programs in order to maintain “state‑of‑the‑art” status with regard to developments in the recreation field. Monitors aquatic facility mechanical systems including filtration, chemical automation, circulation and water quality. Troubleshoots operational issues, coordinates repairs with maintenance staff and contractors, and minimizes facility downtime. Ensures compliance with Colorado Department of Public Health and Environment regulations, local health codes and industry best practices. Conducts routine safety inspections, investigates incidents, manages corrective actions and maintains emergency preparedness. Actively contributes to the development of departmental and facility policies and procedures. Seeks out sponsorship opportunities. Researches grant opportunities, writes grant proposals, and follows through on grant reporting if funding is secured. Assist with oversight of fund‑raising activities including timely deposit of gifts, accurate and timely record keeping, and monitor gift receipts relative to fund raising goals. Act as a good steward of donor dollars by ensuring expenditure activity is in line with donor intent. Develops concession and merchandise strategies aimed at increasing sales, patron experience and brand awareness. Responds to and resolves participant complaints or concerns. Acts in the absence of the Recreation Manager when assigned. Communicates and interacts effectively with co‑workers, subordinates, supervisor and other City departments to convey information in an accurate and timely manner. Assists or provides assistance to front desk and in building/facility supervision as needed. Opens/closes Recreation Center or other facility as necessary. Prepares bid specifications for contractors; screens responses and negotiates service agreements with independent contractors; evaluates programming done by contractors for future reference; recommends and implements changes to improve programming. Reviews, approves, corrects or denies timesheets, PRAP's, leave requests, etc. Monitors, analyzes and reports on program costs and proposed changes. Acts as City staff representative for certain foundations and commissions. Driving is an essential function of the job. Graduation from an accredited four‑year college or university with a Bachelor's degree in recreation, physical education, or a related field; and five years of progressively responsible experience in a planned program, including two years of experience in program administration, budgeting and evaluation which provides the following knowledge, abilities and skills: Considerable knowledge of the principles and objectives of Aquatic facility and program management. Considerable knowledge of the rules and regulations of a variety of sports and recreation activities. Working knowledge of teaching methods and the rules and regulations Aquatic facility and programs. Working knowledge of equipment, facilities, operations and techniques utilized in recreation and aquatic facilities. Ability to establish and maintain effective relationships with co‑workers and program participants of all ages. Ability to maintain records and prepare reports. Ability to deliver exceptional and timely customer service. Must possess at time of appointment, and maintain, a valid Colorado motor vehicle operator's license and a good driving record. Position may require individual to possess necessary certification within a specified time limit in the area of assignment. Additional licenses, certifications or training dependent on current State requirements. Pool Operator Certification, Lifeguard Training, and Water Safety Instructor are necessary certifications in the Aquatic Division. All recreation employees must maintain current CPR/AED/First Aid certifications. Lifeguard Instructor Trainer and Water Safety Instructor Trainer certifications preferred.
