SUPERVISION RECEIVED AND EXERCISED Receives general direction from Undersheriff or higher ranks. Exercises direct supervision over supervisory, professional, technical, and administrative support staff through subordinate levels of supervision. CLASS CHARACTERISTICS This is a management level classification within the Sheriff’s Office and is responsible for managing the operations, administrative, support, and/or communication functional area of the Sheriff’s Office, and specific duties may vary according to the area assigned. Incumbents responsible for recommending and implementing policies and procedures for assigned division, participation in budget administration and reporting, and coordination of key programs/projects with other County divisions and departments and external agencies. Positions generally serve as advisors and contributors to management on policies, procedures, and significant County initiatives. EXAMPLE OF DUTIESCommand Staff reserves the right to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job.Directs, manages, and supervises Detentions, Court Security and Inmate Transports within the Detentions division; continuously monitors the efficiency and effectiveness of assigned programs, service delivery methods, and procedures; assesses and monitors workload, administrative, and support systems; identifies opportunities and makes recommendations for improvement.Oversees all administrative functions in the assigned division; ensures related functions and activities comply with established standards, requirements, internal controls, laws, codes, statutes, regulations, ordinances, policies, and procedures; responsible for coordinating the work of the assigned division with other divisions of the department.Participates in the development and implementation of goals, objectives, policies, and priorities for the division; evaluates divisional operations and determines if the creation and implementation of new or revised rules, regulations, policies, or procedures are necessary.Supervises, trains, and evaluates Detentions staff including: Sergeants, Corporals Detentions Deputies and Court Security Deputies; coordinates division personnel and any related payroll functions. May occasionally work in Detentions or work in the assigned area of supervision to instruct subordinate personnel; works with employees to correct deficiencies; recommends and implements discipline and termination procedures.Participates in the development, administration, and oversight of division budget; directs the division budgets and maintains control over the fiscal management program; determines funding needed for staffing, equipment, materials, and supplies; ensures compliance with budgeted funding.Administers contracts and grants; negotiates contracts; to ensure compliance with County specifications, service quality, and other requirements.Supervises personnel and conducts internal investigations, prepares written reports and recommendations; reviews reports of information and other material gathered by subordinates to ensure compliance with established standards, requirements, and procedures; ensures proper preparation of material for court.Responsible for procurement of goods and services; responsible for the care and maintenance of departmental equipment.Consults with and advises executive-level staff on matters relating to an assigned division’s activities; prepares various oral and written reports; presents reports to various commissions, committees, and boards.Serves as a liaison for assigned functions with other County departments, divisions, and outside agencies; provides staff support to commissions, committees, and task forces as necessary.Attends and participates in professional group meetings; stays abreast of new trends and innovations in law enforcement; researches emerging products and enhancements and their applicability to County needs.Monitors changes in regulations and technology that may affect operations; implements policy and procedural changes after approval.Receives, investigates, and responds to complex and sensitive problems and complaints in a professional manner; identifies and reports findings and takes necessary corrective action.Directs the establishment and maintenance of working and official division files.Ensures staff compliance with County and mandated safety rules, regulations, and protocols.Serves as the Sheriff’s representative on various review boards and committees. Performs related duties as assigned.MINIMUM QUALIFICATIONSAny combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be: EDUCATION AND EXPERIENCEEducation:High school diploma or GED equivalent to completion of the twelfth (12th) grade.Associates level or equivalent college credit hours or above.Experience:Five (5) years of Law Enforcement experience.Two (2) years of experience performing duties at a level equivalent to the classification of Sheriff’s Sergeant.Experience with law enforcement related administrative duties and grants.At least one leadership class certification (POST/CSOC/LEEDA) or equivalent. At least one instructor certification in a law enforcement related field.LICENSES AND CERTIFICATIONS Licenses:Possession of a valid Colorado driver's license issued by the Department of Motor Vehicles at the time of appointment. SPECIAL REQUIREMENTSQualify for security clearance through a background investigation (including, but not limited to medical and psychological evaluations) and fingerprint check, which includes a credit check. Ability to qualify for deputization by the Lake County Sheriff’s Office. Ability to work irregular hours including evenings, weekends and holidays, work stand-by and overtime as necessary, and travel within and outside of the County. Ability to complete additional training as required, including the Lake County Sheriff's Office firearms orientation and range training, and requalify to carry all duty firearms on a regular basis. Ability to maintain peace officer qualifications as required by the State of Colorado.
