Healthcare and Food Assistance Legal Advocacy Attorney (0.8 FTE)

J This is a grant-funded position funded by the City of Boulder Sugar-sweetened Beverage

Product Distribution Tax (a/k/a/ “Sugar Tax”), administered by the City’s Department of

Housing and Human Services. Funding has been awarded through December 31, 2027.

Under this grant, B2J provides improved access for low-income city of Boulder residents

to government healthcare and health nutrition programs and provides legal representation

for benefit appeals.

The healthcare and food assistance legal advocacy attorney advises low-income city of

Boulder clients regarding eligibility and services for Medicaid, Medicare, health

insurance, tax credits for health insurance, SNAP, Aid to Needy Disabled and Old Age

Pension. The attorney assists clients with applications for benefits when necessary, and

when possible provides advice and referrals in a wide variety of civil matters. The

attorney assists individuals denied or terminated from benefits in filing appeals and provides representation to negotiate or litigate their appeals. When appropriate, judicial

review actions are filed.

This is a 0.8 FTE, salaried position with health benefits and paid vacation. This is a

hybrid virtual/in-person position with in-person attendance required at the Boulder

Homeless Shelter (All Roads) and other basic needs organizations in Boulder to meet

with clients. Attendance at administrative hearings and in court may also be required. Our

office is located in downtown Boulder, walking distance from historic Pearl Street and

the Boulder Justice Center.

Primary Duties:

• Provide direct legal advice and representation to low-income city of Boulder

residents regarding eligibility and services for Medicaid, Medicare, health

insurance, tax credits for health insurance, SNAP, Aid to Needy Disabled and Old

Age Pension.

• Conduct presentations regarding Medicaid and other public benefits to local

nonprofits and their clients/customers.

• Develop relationships and collaborate with agency partners, including funders,

referral sources, and other organizational allies;

• Participate in team meetings and performance evaluations.
• Participate in training and reporting required under the grant.

Candidate Requirements:

• J.D. from an accredited law school;
• Licensed and in good standing to practice law in Colorado (Colorado licensure

candidates will be considered on a case-by-case basis);

• Minimum of three (3) years’ experience in public benefits and health care access

areas of law;

• Ability to meet the demands of being a lawyer while also actively prioritizing

self-care;

• Exceptional written communication skills conveying content, analysis, grammar,

and persuasion for motions, pleadings, and legal briefs;

• Exceptional oral communication skills, as demonstrated by experience in trial

litigation, mediation, negotiation, depositions, public speaking, or other

presentations;

• Acceptance of stressful periods of work during busy times, such as trial

preparation;

• Strong work ethic and availability to work occasional nights and weekends, as

needed;

• Creative critical thinker poised for future leadership in the access to justice

movement;

• Valid driver’s license, dependable vehicle, and valid insurance;

• Demonstrated competence in working with diverse and low- and moderateincome

clients; and

• Fluency in Spanish is preferred but not required.

Travel Requirements:

Work requires some in-state travel to meet with clients at the Boulder Homeless

Shelter, local food pantries and other basic needs organizations in Boulder County, and

occasional in-person meetings at office in downtown Boulder.
