Here is what you will be doing:

Plans, organizes, directs, controls and coordinates the programs and activities of the department, prioritizing and scheduling projects including water main installation projects and pump station and water tower equipment replacement/renovation.

Plans and prioritizes future requirements based on changing governmental regulations and standards for water quality, demand trends, and existing deficiencies in the distribution system.

Develops and administers departmental budget.

Establishes and updates operational procedures, safety policies and specifications for the installation of water main, service lines, and meters.

Reviews, changes and approves/disapproves plan for water main, fire hydrant and service line installation for subdivision and major construction projects.

Estimates annual water demand by analyzing historical patterns of water usage, long range forecasts and anticipated construction starts.

Maintains non-revenue water records for both accounted and non-accounted water.

Works with consultants and contractors, who are conducting studies or performing construction work designed to develop, expand or repair the City's water system, by reviewing plans and proposals for technical soundness and feasibility and by monitoring contract performance.

Reviews and forwards written reports to the Department of Natural Resources.

Plans and prioritizes Lead Service Line Inventory and replacement Program.

Maintains list of water main breaks and manages contractors to ensure right of way is restored to the Engineering Division Standards and in accordance to Standard Drawings.

We are looking for you, if you have:

Comprehensive knowledge of the principles and practices used in the treatment, storage and distribution of water, including comprehensive knowledge of all federal and state regulations, and the statutory and occupational standards applicable to the distribution of water intended for public consumption.

Comprehensive knowledge of the construction, maintenance and repair of water distribution and pumping systems. Ability to develop specifications for products and services, and evaluate bids.

Ability to prepare and administer a budget.

Ability to analyze water transmission and distribution problems and to recommend, direct or take corrective action.

Ability to communicate effectively and tactfully, both orally and in writing, as well as interact effectively with elected officials, state regulatory persons and other department heads and the general public.

Five years' experience in potable water distribution system management and construction.

Missouri DS-III certification for public drinking water distribution systems.

B.S. in Civil Engineering and/or Missouri registered professional engineer preferred.

Training and education may be substituted for experience on an equal time basis
