Health Information Management Analyst – UC Santa Cruz Student Health Services Under the general direction of the Financial/Facility/Data Info Systems Supervisor, the Health Information Management Analyst will manage the privacy, accessibility, and security of student health records. The incumbent leads the SHS Medical Records Department, performs high‑level analysis, and designs software‑based processes to improve clinical data management. The role also supports the student health center’s Electronic Medical Records (EMR) system, serves as system administrator, and provides user training. Key Responsibilities Lead the overall management, supervision, and maintenance of electronic and paper records for medical and mental health services. Analyze, respond to subpoenas, and manage release of information requests in compliance with HIPAA and university policy. Initiate actions to protect privacy, security, and physical safety of records; conduct quarterly surveillance audits of staff access. Maintain policy and procedure for health information, including Columbia/college‑based education and training. Coordinate scanning, archiving, and retrieval of records from storage. Design, configure, and maintain electronic systems for collecting and storing demographic and clinical data. Utilize reports to monitor health information activity and enforce compliance with privacy and security requirements. Backup the Clinical Information Systems Analyst as an expert user and system administrator for EMR software. Monitor system status and performance; evaluate upgrades and new features for EMR and related applications. Respond to user support requests, troubleshoot, and provide training to staff and end users. Recruit, interview, train, and supervise HIM department staff. Prepare and revise position descriptions, conduct performance evaluations, and manage staff work schedules. Lead staff meetings and maintain documentation of meeting outcomes. Required Qualifications Working knowledge of electronic health record systems, data integrity standards, user workflows, and health data governance. Expertise in EMR system administration and account management. High‑level analytical capacity for designing, innovating, and implementing software‑based clinical data systems. Strong organizational skills with ability to prioritize multiple responsibilities while maintaining accuracy and confidentiality. Discretion in handling sensitive information, applying privacy and security principles. Ability to monitor data quality, conduct chart audits, analyze health information data, and prepare compliance and quality reports. Proficient supervisory skills for training, scheduling, performance management, and conflict resolution. Collaborative ability with clinical, administrative, IT, and compliance stakeholders in a student‑centered environment. Excellent written and oral communication, listening, and customer‑service skills. Preferred Qualifications Bachelor’s degree in health information administration or a related field, or at least four years of progressive experience in health information administration. Work Schedule Full‑time, fixed; 100% (40 hours per week), Monday‑Friday, day shift. No travel required. Other Requirements Pass a pre‑employment criminal background check. Complete the employment misconduct disclosure process. Undergo a TB test within 60 days of hire. Complete required training, including HIPAA and UC compliance training, within specified timeframes. Work all scheduled hours on‑site and maintain a professional appearance and conduct. Comply with state and federal health safety requirements and university vaccination policy.
