We are looking for a Principal Global Supply Chain Proposal Manager that is responsible and accountable for the proposal scope in Global Supply Chain (material & labor estimation). This position reports within Global Supply Chain. The Proposal MPM is a strong leader with demonstrated project management and supply chain management skills. This role will support Bid & Proposal activities across the suite of Armament Systems Business Unit programs. The majority of proposal work will involve USG certified proposals, including obtaining and evaluating certified cost and pricing data from suppliers. As time allows, the position will also support non-certified USG proposals and commercial international customer proposals. The location for this opportunity is Plymouth, MN. The selected candidate will need to be within commuting distance to our site to support the position in person. Relocation assistance is not available for this position. This position may be filled as a Principal or Sr. Principal Global Supply Chain Proposal Manager, depending on the candidate's education and/or years of experience.

This position emphasizes skills first:

• Principal Global Supply Chain Proposal Manager: Must have 9 years of related experience that includes a background in Supply Chain Management. (Preferred - A&D industry experience) Will consider a Bachelor's degree and 5 years of experience, or Master's degree and 3 year of experience.
• Sr. Principal Global Supply Chain Proposal Manager: Must have 12 years of related experience that includes a background in Supply Chain Management. (Preferred - A&D industry experience) Will consider a Bachelor's degree and 8 years of experience, or Master's degree and 6 year of experience.
• Experience in bidding to different contract types (FFP, CPFF, CPIF, T&M)
• Working Knowledge of FAR, DFARs and other Government procurement regulations as they pertain to bid/costing proposals
• Experience with USG certified proposal creation, documentation and submittal
• Experience working with cross-functional teams
• Extensive experience in creating Priced Proposal BOMs, Supply Chain Labor BOEs and Risk/Opportunities
• Experience in proposal analysis and negotiation of major subcontracts
• Ability to be flexible, innovative, work with speed and agility to drive tasks to completion
• U.S citizen and ability to obtain DOD Secret clearance
• Proficient with Microsoft Excel
• Must be able to travel as required (up to 10% of the time)

Ability to think both strategically and develop detailed execution plans. Ability and desire to perform in a fast-paced, rapidly changing work environment. Self-driven, highly motivated, and committed to improvement, inter-team communication skills, and attention to detail. Ability to communicate effectively to Executive Leadership as well as domestic and international government customers.

Primary Level Salary Range: $89,900.00 - $134,900.00 Secondary Level Salary Range: $112,200.00 - $168,200.00 The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
