JOB TITLE: Alcohol and Drug Counselor I LOCATION: Milton Freewater, OR - SUD Office FLSA: 1.0 FTE (Expectation to work 40 hours a week) SUPERVISOR: Addictions Clinical Supervisor, Clinical Manager PAY GRADE: Non-Exempt B08 ($25.19 - $36.97 per hour, depending on experience) Potential for 10% bilingual increase if you pass the language test. Hiring Bonus $5,500.00 (2-year commitment, staggered‑taxable payout).

DESCRIPTION

Provides culturally competent and appropriate alcohol and drug outpatient treatment and other behavioral health counseling to people served by Community Counseling Solutions. The position delivers treatment in accordance with the Oregon Administrative Rules (OARs), the mission and values of CCS, and works closely with community partners. The role also assists administration in meeting the alcohol and drug treatment needs of the community.

SUPERVISION

Supervision Received: This position is supervised by an Addictions Clinical Supervisor, Clinical Manager, or Clinical Director. Supervision Exercised: This position does not supervise other employees.

RESPONSIBILITIES

Provide comprehensive alcohol and drug treatment assessments; develop client‑centered service plans; provide individual, group, and family therapy; conduct thorough discharge summaries and relapse prevention plans; provide associated services to ensure the highest quality of treatment. Where qualified, provide Qualified Mental Health Associate (QMHA) activities. Actively participate in joint case planning and coordination with agency employees; act as a liaison between clients and other agencies; advocate for clients as appropriate. Participate in group and individual supervision sessions. Collaborate with staff and community representatives to initiate new programs, review, evaluate, and help revise existing programs as necessary. Perform joint case planning and coordination in areas of alcohol and drug counseling and behavioral health counseling with community agencies including schools, group homes, police organizations, district attorney’s offices, courts, community clinics and hospitals, and other agencies in Human Services. Provide alcohol and drug and behavioral health education and information to various interest groups. Complete all paperwork in a professional, clinically sound, and timely manner as prescribed by the OARs and other pertinent guidelines. Attend trainings, meetings, conferences, as directed by administration and use information gained to benefit the agency and its customers. Utilize agency software/computer systems to prepare current client records of treatment and reports as necessary. Transport clients as required. Administer urine analysis testing forms; provide accurate information on the tests; observe tests when required; record all pertinent information. Report all abuse to the appropriate legal office, complete necessary paperwork and investigations, and develop safety plans as required. Other responsibilities as assigned.

QUALIFICATIONS

Education and Experience A high school diploma. Must pass a criminal history background check. Those recovering from a substance use disorder must document continuous abstinence under independent living conditions or recovery housing for the immediate past two years. Certifications Preferred Certified Alcohol and Drug Counselor Level I certification or eligibility for certification within two years of employment. Other Skills and Abilities Must possess or have the ability to acquire knowledge of symptoms and challenges faced by people with mental illness and addictions; knowledge of relevant OARs; effective verbal and written communication; independence; thoroughness; professional public engagement; coordination across agencies; cooperative relationships with clients and families; understanding of the recovery model; community representation; teamwork; computer literacy; and confidentiality adherence.

BACKGROUND CHECKS

Must pass all criminal history check requirements as required by ORS 181.536‑181.537 and in accordance with OAR 410‑007‑0200 through 410‑007‑0380. Monthly checks against OIG and GSA exclusion lists and other federal and state agency lists will continue; exclusion or sanction will result in immediate termination.

PERSONAL AUTO INSURANCE

Must hold a valid driver’s license and personal auto insurance for privately owned vehicles used for CCS business, with proof of $300,000 or more liability coverage for bodily injury and $100,000 or more for property damage. The employee’s insurance is primary; CCS insurance is secondary.

PHYSICAL DEMANDS

The position requires regular use of office automation, computer and phone systems; fine manipulation, typing, and reaching. Sitting for several hours reviewing reports and other written materials, and talking on the phone. Occasional lifting of up to ten (10) pounds. Travel by vehicle between partner offices, individual homes, and community sites may be required.

WORK ENVIRONMENT

Work is performed in an office environment and within the community, including homes of clients. Exposure to moderate office noise and occasionally louder environments; unpredictable noise in community settings. Some travel and overnight stays may be required for meetings and training. The role may encounter uneven terrain or crisis situations requiring normal safety precautions.
