DEPARTMENT: Community Justice - Juvenile Division

The employee in this position works under the direction and guidance of the Community Justice Department Director. The Director, Community Corrections Deputy Director, Office Manager, Parole and Probation Officer Supervisors, and Juvenile Division Deputy Director comprise the Departments management team. This position provides supervision in the delivery of juvenile probation with an emphasis on youth rehabilitation, public safety, community protection, and the implementation of evidence-based practices. This position provides supervision to the Divisions staff, programs and budget. This position is responsible for the Juvenile Division day-to-day operation and supervision of staff. The person in this position is expected to provide leadership to the Juvenile Division staff in the demonstration of commitment, professionalism, and responsibility. The person in this position takes the lead in the Divisions public education and awareness efforts and the implementation of evidence-based practices. The employee is expected to demonstrate effective participation as outlined within the Community Justice Department Team Rules (attached). The person in this position may be required to work evenings, weekends, on-call and/or holidays.

 

SUPERVISORY RELATIONSHIPS

The employee in this position is supervised by the Community Justice Department Director. The person in this position supervises all Division staff and assigned programs and serves as the Director in their absence. This position is based out the Pendleton Juvenile Division Office and schedule is 8-5 Monday through Friday. Umatilla County does not authorize work from home. This position may require frequent and overnight travel for statewide network Juvenile Association and Community Corrections meetings.

 

PRINCIPAL DUTIES OF POSITION

All aspects of supervision of assigned staff include training, hiring, termination, and evaluation to include all Division staff. Deliver and maintain programs and services that align with best practices to include but not limited to:

Field Services

Sex Offender Services

Transition Services

Electronic Surveillance Program and GPS Surveillance

Community Service Work Crew

Alcohol and Drug Treatment

Various Oregon Youth Authority Programs

• Plan, organize and supervise probation counselor's management of caseloads, including case management, case planning and compliance with Oregon Revised Statutes and Victim Rights. (EE)
• Manage the hiring, firing, training, evaluating, and disciplining of subordinate employees in coordination with Human Resources and the Director. (EE)
• In coordination with the Director, develop, initiate and maintain programs. (EE)
• In coordination with the Director and the court, evaluate court services programs. (EE)
• In coordination with the Director and the court, plan develop and implement long term and short range policies and goals, objectives and priorities for court services. (EE)
• In coordination with the Director and the court, develop and maintain policies and procedures for court services. (EE)
• In coordination with the Director, maintain statistical records for caseload management and case planning. (EE)
• Assist the Director with preparation of yearend report. (EE)
• Assign and distribute work amongst probation counselors. (EE)
• Identify problems and make recommendations for procedural or administrative improvements for delivery of services. (EE)
• Provide presentations to the community regarding services provided by probation counselors and victim advocate. (EE)
• Assist probation counselors with case management and supervision of youth in the community. (EE)
• Staff caseloads with probation counselors, reviewing and approving case plans, risk/needs assessments and request to close active cases. (EE)
• Review JJIS reports and entries. (EE)
• Review and approve flex plans. (EE)
• Cover caseload for probation counselors who are out of the office due to illness or vacation. (EE)
• Cover detention hearings as needed. (EE)
• Assist in taking general question telephone calls from the public, including calls regarding services and resources in Umatilla County. (EE)
• Provide orientation and training to new probation counselors and case assistants (EE)
• Coordinate weekly team meetings, including setting agenda and monitoring of team projects. (EE)
• In coordination with the Deputy District Attorney, monitor referrals and processing of cases through the Formal and Informal systems. (EE)
• Contract/Grant implementation and monitoring (EE)

• Participation in long- and short-range planning (EE)

• Maintains appropriately assigned work-schedule and reports time accurately for one's self, in addition to managing staff schedules and timesheet records including the appropriate use of accrued leave (EE).

OTHER DUTIES OF POSITION

Participate in training. Responds to public inquiries and complaints as related to the supervision of assigned youths. Attend Department meetings. Interact with other members of the criminal justice and treatment communities. Operate computers and specialized software. Perform other duties as assigned. Detain youth, searches, transport. staff. May be required to assist Community Corrections Division Deputy Director, with leadership and supervision in their absence. Work closely with the District Attorney, defense attorneys, Courts and Oregon Youth Authority.

REQUIREMENTS FOR POSITION

Must have a minimum of two years of professional counseling experience working with and supervising adult or Juvenile offenders in a community setting including responsibility for independent caseload management decision making; AND A bachelor's degree in behavioral science or a related field with major course work in behavioral science.

Three years of experience in a social service, rehabilitative services, law enforcement, or correctional program, with primary responsibility for guiding and/or counseling individuals or groups in the solution of occupational, educational, personal, or social problems may be substituted for the bachelor's degree.

OR

A master's degree in behavioral science may be substituted for one year of the required experience.

Experience as a police officer or institutional counselor may be considered applicable.

Two years supervisory experience to include individuals, teams or programs, is strongly preferred.

Basic Certification by the Oregon Juvenile Department Directors Association or ability to obtain within 12 months of hire. Maintenance of this certification is required as a condition of employment.

Obtain and maintain CPR and First Aid card within 3 months of hire.

Must possess a valid drivers' license.

Must be a US Citizen within one year of initial appointment.

Must be 21 years of age or older at the time of appointment.

Must successfully pass a background check and drug screen.

Must have knowledge of the principles of staff supervision; knowledge of the principals of program administration and management; knowledge of the principals of long- and short-range planning; ability to provide leadership to professional staff; ability to make professional decisions and to work effectively and efficiently without direct supervision or guidance; ability to meet deadlines and schedule time efficiently; ability to work as a team member and share knowledge and skills.

Ability to work harmoniously and build effective relationships with supervisors, employees, other managers, public agencies and individuals.

Detailed knowledge of the juvenile justice system, procedures and laws

Detailed knowledge of child and adolescent development/gamily structure

Extensive knowledge of victim rights

Knowledge of local community resources, especially community, judicial and law enforcement leaders

Must have strong work ethic, integrity and be accountable.

Must be engaged and dependable at work to provide strong, positive leadership to staff.

Detail oriented and self-motivated.

Ability to interpret and apply statues, administrative rules, and guidelines.

Knowledge of the principals of long- and short-range planning.

Ability to make clear, concise reports and recommendations.

Must have good communication skills, both written and verbal.

DESIRABLE QUALIFICATIONS

Bi-lingual in English/Spanish.

PHYSICAL DEMANDS

The position requires mobility in diverse terrain and the ability to operate a motorized vehicle. Duties involve moving materials weighing up to 5 pounds on a regular basis, and up to 40 pounds on an infrequent basis. Manual dexterity and coordination are required for less than 50% of the work period while operating equipment such as computer keyboards, motorized vehicles, etc. Employees may be required to deal with violent and combative individuals requiring considerable physical exertion. Specific vision abilities required by this job include close vision and the ability and adjust focus.

WORKING CONDITIONS

The majority of the work period occurs in usual office conditions. Work locations include all types of indoor environments. Contact with individuals who may become violent, combative, under the influence of drugs/alcohol, mentally ill or who have communicable diseases. Employees are subject to 24-hour emergency call-back and must be available at all times of the day, including weekends and holidays. Standard schedule is expected to be 8-5 Monday through Friday and Umatilla County does not approve work from home. There may be times, depending on operational needs, this schedule may be temporarily modified with Director and Human Resources approval. Work location: Juvenile Division Pendleton Office. It is the responsibility of the employee to report to their assigned duty station daily.
