Industrial Security Analyst In this role you will be a part of the U.S. Coast Guard headquarters team that provides policy and security program support for the security and resilience of critical USCG missions, infrastructures, and assets.
In this high visibility, demanding role you'll have the opportunity to provide advisory, analytical, and physical security support for the USCG's worldwide operations and key national security missions. You'll work across teams and integrate with other disciplines and teams for mission protection and success and serve as the primary subject matter expert for the National Industrial Security Program and all related industrial security functions - supporting USCG security program development, contractor oversight, facility clearance administration, and compliance with governing Executive Orders and federal regulations. The anticipated compensation range for this position is $60,000-130,000. Multiple considerations are taken into account when determining the final salary/hour rate, including but not limited to, Contract Wage Determination, education and certifications, relevant work experience, related skills and competencies, as well as Federal Government Contract Labor categories. - Analyze industrial security policy and guidance in Executive Orders, DHS directives, and DoD mandates to advise on recommendations to improve USCG industrial security policy.
- Review, develop, and maintain industrial security policy documents, USCG Instructions, and programmatic guidance in compliance with the National Industrial Security Program Operating Manual.
- Conduct or support Staff Assistance Visits to assess contractor compliance with mandated industrial security program requirements.
- Determine facility clearance and personnel clearance requirements for contractor performance contracts, including analysis of Foreign Ownership, Control, or Influence and its impact on National Interest Determinations.
- Develop, track, and maintain DD Form 254s.
- Assist in developing industrial security training and awareness products for USCG personnel.
- Prepare correspondence, Coast Guard Instructions, memoranda, and regulatory documents in support of strategic industrial security program goals.
- A minimum of five years of direct experience in industrial security policy, planning, assessment, and administration is required. Experience must reflect knowledge and proficiency in staff and action officer functions at a military service headquarters level including experience from the following:
- EO 12829 Implementation
- NISP Administration
- Industrial Security Policy Review & Development
- Facility & Personnel Clearance Determination
- FOCI Analysis & NID Determination
- DD Form 254 Management
- Demonstrated customer service, technical writing and editing, and interpersonal skills.
- Experience with the following systems is highly desirable: NCAISS, NISS , JPAS (DISS), CVS, and ISMS.
- Bachelor's degree in security-related discipline and five years direct relevant experience; or
- 10 years of directly relevant experience (may substitute for degree)
- Secret Clearance
- Ability to pass DHS security requirements to obtain an ID card and for handling Controlled Unclassified Information
- Prior USCG or DHS security program experience
- Knowledge of Defense Counterintelligence and Security Agency inspection processes and procedures
- Homeland defense, homeland security, Defense Support for Civil Authorities, antiterrorism/force protection, or law enforcement background
- Less than 10%
