Training Specialist (Maintenance)

Overview Hampton Roads Transit is looking for dynamic, customer service oriented, and energetic people to become part of a committed team providing excellent and effective public transportation to the Hampton Roads region. Salary Range: $59,523 - $75,891. Essential Job Functions Create and facilitate training programs, maintain training databases, participate on committees, develop lesson plans, prescribe learning criteria, review trainer criteria, research and develop materials, and maintain the training budget. Disseminate information by training employees in both technical and non‑technical maintenance, creating schedules, procedures and evaluation criteria, implementing policies, creating training aids and manuals, and practicing new techniques. Supervise staff by responding to accidents or incidents, providing information on vehicle maintenance, evaluating performance, creating reports, acting as on‑site inspector, supporting related projects, and writing technical manuals and service bulletins. Oversee maintenance activities, maintain vehicle availability, plan work procedures, inspect, monitor, and evaluate work, manage difficult and complex repairs, identify discrepancies, review work orders, identify training needs, dispatch calls, and coordinate safety and inspection activities. Review safety plans, participate in accident investigations, coordinate training programs, estimate repair costs, ensure standards are maintained, identify unsafe working conditions, provide recommendations, complete random inspections, update safety information, and conduct regular safety and inspection drills. Assist staff in maintaining documents, evaluating subordinates’ activities, participating in hiring and discipline processes, maintaining training and technical libraries, coordinating efforts with other departments, and serving on committees. Manage records in compliance with HRT Records Management Policies and Procedures; prepare or coordinate documentation for FTA triennial reviews, drug and alcohol audits, independent audits, state audits, etc. Required Knowledge, Abilities & Skills Methods and techniques of conducting statistical analyses and presenting training programs. Effective communication, presentation, and facilitation skills. Proper English usage, spelling, grammar, and punctuation. Knowledge and troubleshooting of diesel and electric buses, LRV’s, PLCs, network interfaces, and display units. Operational knowledge of buses, on‑track equipment, LRV’s and other maintenance equipment. Understanding of heavy‑duty engine and propulsion equipment operation, troubleshooting and repair. Electrical maintenance of heating, ventilation, and air‑conditioning systems. Analysis of malfunctions in electronic, microcomputer, mechanical, pneumatic, hydraulic and electric systems. Repair procedures for high and low voltage electrical equipment. Record‑keeping and use of testing equipment (voltmeter, ammeter, ohmmeter, oscilloscope, chart recorders, etc.). Principles of employment training and adult learning. Interpretation of construction plans, specifications, schematics and diagrams. Knowledge of current laws, regulations and developments pertaining to maintenance. Safety regulations and accident investigation techniques. Cost‑estimate preparation for accident‑damaged equipment. Document storage and retrieval methods. Customer service principles, supervision and motivation principles, First Aid and CPR. Ongoing educational and DOT certification maintenance, On‑Track Equipment certification. Advanced skills in bus/LRV maintenance and systems. Independent judgement and decision‑making. Reading technical literature, journals, financial reports and legal documents. Mathematical competency (fractions, percentages, ratios and measurements). Training of HRT employees in LRV system maintenance and equipment operation. Supervision of maintenance repair, troubleshooting, equipment rebuilds and overhauls. Technical training and guidance for maintenance personnel. Data collection to support budget recommendations and program monitoring. Advanced writing of manuals, reports, business correspondence and proposals. Design and implementation of complex training programs and evaluation of effectiveness. Handling internal and external contacts courteously, diplomatically and tactfully. Business and operational activity evaluation to assess training needs. Reading and interpreting HRT policies and technical publications. Writing clear training reports, correspondence and procedure manuals. Presenting information and responding to questions from groups, managers, customers and the public. Dealing with difficult people and situations. Learning agency and departmental operating policies, procedures and processes. Extracting statistics from reports and transferring to documents. Compliance with random drug testing provisions for sensitive classifications. Required Software Knowledge and Skills Proficiency in computer systems and the following software applications is essential: MS Windows, MS Edge, MS Office (Word, Excel, Access, PowerPoint, Outlook), SPEAR, Trapeze EAM, PeopleSoft, Luminator, Twin Vision, Adobe Reader, WinZip, Symantec, Cummins Insite, Allison DOC . Basic problem‑solving skills with software applications are expected. Safety Responsibilities Perform all duties in a safe manner, promote safety awareness, follow safety procedures and policies, and actively report unsafe conditions and hazards to supervisors, managers or the Safety Department. Qualifications Training & Education: Minimum requirement: knowledge in a specific vocational, administrative or technical area, obtained with a two‑year Associate degree, diploma, or equivalent from an accredited college, technical business, vocational, or correspondence school in automotive or electric vehicle maintenance. Additional directly related experience may substitute for the required education (ratio of 1.5 years experience for each 1 year education). Experience: Minimum five years of experience teaching diagnosis, maintenance and/or repair of transit vehicles (bus/LRV), diesel engines, electrical propulsion motors and related equipment. Licences & Certificates: CDL Class B license and/or CDL permit, and ability to acquire a valid Virginia CDL Class B license with air‑brake and passenger endorsements within 60 days of employment. Forklift, Air Conditioning 609 or Universal training certificates as required. Special Requirements: Ability to pass DOT physical examination. Classified as essential personnel, exempt under FLSA.
