Evidence Control Officer (40 Hour)

Introduction The State of Connecticut, Department of Emergency Services and Public Protection (DESPP), is recruiting a permanent Evidence Control Officer to join the Forensic Support Section in the Division of Scientific Services located in Meriden, CT. Position Highlights Full-time, onsite, 40 hours per week, Monday through Friday (8:00am – 4:30pm). Role focused on receiving, documenting, securing, and transferring evidence while maintaining chain of custody; support for Case Management Unit with discovery requests, case triage, evidence tracking, and coordination. General recruitment for the Evidence Control Officer within the Forensic Support Section (Case Management and Evidence Receiving units). Responsibilities Maintain a physical inventory of evidence and ensure chain of custody. Ensure proper storage methods, disposition, and record keeping of evidence in accordance with state and federal regulations. Act as liaison with law enforcement and other government agencies regarding submission and/or disposition of evidence. Conduct inquiries regarding status of cases for which evidence is on file. May assist in training new employees. Assist Case Management Unit with case intake, review, and triage of incoming requests. Support coordination and tracking of discovery requests, including locating, organizing, and preparing case-related materials. Review case information in LIMS to help verify submission details, evidence items, agency information, and requests. Assist with routing cases, records, and evidence-related documentation to the appropriate laboratory section or forensic discipline. Monitor case status, pending requests, and outstanding documentation to support timely laboratory processing. Communicate with internal staff regarding case files, evidence availability, report status, and documentation needs. Organize, scan, upload, and maintain case-related records in approved laboratory systems. Support quality, administrative, and operational workflows by ensuring case information is complete, accurate, and properly documented. Identify missing, incomplete, or inconsistent case information and elevate issues to the appropriate supervisor or case management staff. Provide administrative support for subpoenas, FOIA requests, discovery packets, report distribution, and other case-related requests as needed. Perform other related duties as assigned. Qualifications Knowledge: Methods of collection, packaging and preservation of evidence; applicable statutes concerning seizure, reporting and disposition of evidence; state and federal regulations concerning chain of custody; operations of a high-security and/or high-volume evidence storage facility; methods used in analysis of physical evidence. Skills: Interpersonal, oral and written communication; capability to prepare statistical reports. Minimum Qualifications General Experience: Five (5) years of experience in evidence collection and/or disposition in a laboratory or law enforcement setting. Substitutions Allowed: College training in forensic science or related field may substitute for General Experience at 15 semester hours per 0.5 year, up to 4 years for a Bachelor’s degree; a Master’s degree may substitute for one additional year of General Experience. Preferred Qualifications Experience handling confidential or privileged information and records management systems including various Laboratory Information Management Systems (LIMS) and other RMS tools. Experience with inventories, evidence or case files, and document scanning. Special and Workplace Requirements Incumbents may be required to work flexible hours. Background investigations may be conducted; check references, and verify qualifications. Working conditions may involve exposure to communicable diseases and hazardous substances.
