Description of Work

Knowledge Skills and Abilities/Management Preferences

This position is located at 1302 W. Ash St Goldsboro, NC, Wayne County.

This position is responsible for providing administrative and clinical supervision for substance use disorder treatment staff. This employee serves as unit supervisor and receives direct supervision from the Facility or District Manager. Employees supervised by this position provide all aspects of substance use disorder treatment in either a residential or correctional facility setting including but not limited to, intake and assessments, documentation, individual/group counseling, alcohol/drug education, recovery planning, referrals, continuous program operations and responses. This employee is responsible for developing work schedules, issuing work assignments, supervision and performance monitoring/evaluation. This employee also coordinates activities of his/her unit with other unit supervisors in order to enhance overall program effectiveness.

1. Supervision - 40 Percent


a. This employee provides direct supervision to staff assigned to a residential or correctional facility setting. Subordinates may include Substance Abuse Counselors, Substance Abuse Counselor – Advanced, Substance Abuse Counselor – Clinical and Substance Abuse Workers. Employees assigned duties specific to the delivery of alcohol/drug treatment plans, substance abuse educational information, individual and group counseling treatment and employees whose primary duties involve client or resident supervision and program operations.
b. Specifically, these duties include:

(1) Plans and assigns job tasks for subordinates.
(2) Develops/maintains employees work hours and approves leave time to ensure proper staff coverage for producing the most efficient and effective program delivery.
(3) Orienting new employees, providing coaching, training, education for established employees.
(4) Evaluates and appraises subordinates job performance and submits information to the NCVIP system.
(5) Intervenes in employee’s unacceptable job performance and in conjunction with the employee, formulates and recommends an appropriate plan for improvement to program management.
(6) Processes issues of personal conduct as directed by NCDPS policy.

2. Management - 40 Percent

a. This employee manages program resources necessary in providing each client or resident with the optimum level of care. This employee is responsible for anticipating needs, accounting, scheduling and evaluating the effectiveness of program supplies, equipment and treatment material and processes.

b. Specifically, these responsibilities include:
(1) Maintaining an inventory of program education material and operational supplies.
(2) Anticipating changes in regular facility operations and reporting effect on program needs to management.
(3) Identifies and requests from program management, the acquisition of new equipment and/or additional supplies.
(4) Coordinates changes in work schedules and staff requirements in producing the most efficient and effective program delivery.
(5) Maintains personnel and facility records, work plans, inventories, supplies, etc. as prescribed by NCDAC/ACDP policy and program standard operating procedures.
(6) Serves as assigned by program management to develop program reports, participate in hiring processes and project program needs.
(7) Establishes/maintains liaison with other community resources for continued care and client or resident support. This employee communicates ACDP mission and vision to the general public and the recovering community.

3. Direct Services - 20 Percent

a. This employee uses a thorough knowledge of substance use disorder treatment services to clients or residents with exceptional needs (illiterate, cultural differences, homeless, physical/emotionally and to address critical issues that may arise). This employee may also deliver routine treatment activities in time of staff shortages.

b. These responsibilities include but are not limited to the following:
(1) This employee conducts the initial investigation regarding incidents reported through by program or facility staff and reports immediately to the District or Facility Manager.
(2) This position coordinates, evaluates, and supports the efforts of the treatment team in enhancing the participation of non-motivated clients or residents.
(3) This employee conducts or assists the primary counselor in assessing treatment delivery for clients or residents with dual diagnoses.
(4) This employee is a referral resource for subordinates that need assistance to address issues that threaten the regular treatment process.

a. Timely and thorough program documentation is essential.

b. Adherence to established policies and procedures.

2. Consequence of Error

a. Inaccurate or untimely program documentation could result in harm to the program, jeopardizing personnel and material resources.

b. Errors could result in potential liability for the section and department.

c. Non-adherence to policy and procedures could interfere with sectional mission and vision.

3. Instructions Provided to Employee

General instructions are provided by a Substance Abuse Program Director I or District Manager on a routine and scheduled basis.

4. Guides, regulations, Policies and References Used by Employee

a. NCDAC Policy and Procedure,
b. ACDP Policy and Procedures,
c. Program Standard Operating Procedures, and
d. Curriculum literature and publications from the substance use disorder treatment/recovery field.

5. Supervision Received by Employee

General supervision given on a daily or as needed basis. Scheduled supervision includes weekly staff meetings and monthly managers meetings, NCVIP performance appraisals, policy and procedure updates. Clinical supervision may be provided via program visits, treatment team meetings, individual sessions and scheduled learning labs.

6. Variety and Purpose of Personal Contacts

a. Consultation with other managers to implement and enhance program effectiveness.

b. Daily interaction with supervised staff to guide and direct.

c. Support group members and community volunteers may be contacted to facilitate support group activities.

d. Visitors, criminal justice, other professionals, and members of the general public may be provided information and awareness of program activities/goals as appropriate.

7. Physical Effort

A limited amount of physical effort is required for this position and entails walking, arranging chairs for group/classroom, bending, lifting files and treatment materials.

8. Work Environment and Conditions

Working environment is a residential or correctional facility which houses parolees/probationers or medium/ minimum custody inmates. Responsibilities, at times, require intervention with hostile, resistant, unstable clients or residents.

9. Machines, Tools, Instruments, Equipment and Materials Used

Desktop computer and printer, copier, VCR/DVD and monitor, CD players, and telephone.

10. Visual Attention, Mental Concentration and Manipulative Skills

Close visual attention is required in documenting program reports and treatment documentation, reading policy/procedures, standards, and preparing reports/referral information. A substantial level of mental concentration is required in assessing and evaluating program outcomes, monitoring subordinate work performance and communication with facility or district management.

11. Safety for Others

This employee is responsible for ensuring a safe work environment by recognizing conditions in the facility structure or equipment that may pose a threat to the safety of clients or residents, staff and visitors. Follows applicable policy or procedure for immediate reporting. This position also is responsible to anticipate, intervene and bring to resolution arguments and misunderstandings between clients or residents that could escalate.

12. Dynamics of Work

Continuously monitor program and assigned staff, adapting to the contingency needs of the current day while planning for future situations that may impact program delivery.

The employee in this position plans, directs, and evaluates programmatic and related administrative function, research, design, and implementation of major initiatives of DART Center. This employee establishes program goals and objectives consistent with Division goals and policies.

In addition to operational duties, this position provides clinical oversight of the substance use disorder component at the DART Center and is responsible for implementing supervision and training models for clinical staff, ensuring compliance with ACA accreditation and other agency standards, while monitoring

program effectiveness, and promoting evidence-based treatment practices. The position collaborates with Alcoholism and Chemical Dependency Program (ACDP) clinical leadership to enhance service delivery, improve client outcomes, and support continuous quality improvement initiatives

Salary Range: $63,927.00 - 111,871.00

  • Comprehensive knowledge of substance use disorder treatment principles, evidence-based practices including Cognitive Behavioral Therapy and Motivational Interviewing as well as recovery-oriented systems of care that promote long-term recovery.
  • Applied knowledge of organization policies and standard operating procedures, applicable state and federal laws, and ACA accreditation standards governing community residential treatment programs.
  • Ability to provide clinical supervision, manage case workloads, monitor staffing patterns to ensure that clients and operational needs are being met, evaluate staff performance, monitor documentation and program effectiveness, interpret clinical data, make recommendations for strategic planning, and implement quality improvement initiatives.
  • Strong leadership, communication, and collaboration skills with the ability to develop staff, manage clinical operations, coordinate multidisciplinary services, and build effective partnerships with community agencies to support recovery and successful reintegration.

The Rehabilitation and Reentry Division oversees services, programs, and community partnerships aimed at helping individuals reintegrate into their communities following incarceration. Staff members work with people who are incarcerated, probationers, post-release supervisees, and parolees. This division collaborates with prison and supervision staff to create individualized reentry plans, coordinate services, and deliver evidence-based programs to improve outcomes and reduce recidivism.
