You will be integrated into the integrated program team ("IPT") of the aircraft programs subject to French and/or American military jurisdictions (ITAR and CMMC), and your main mission will be to assist the different teams of these Programs of the Wheels & Brakes Division on all aspects related to export control and to coordinate the related actions. You will be in liaison with: the Design Office, the Supply Chain, the industrialization and manufacturing centers of Safran Landing Systems including those located in France (Molsheim) and in the United States (Walton, Ky), the Export Control Department of Safran Landing Systems, particularly those in Velizy (to which you will functionally depend), Walton and Toronto. The Program Department of the Wheels & Brakes Division, to which you will directly depend hierarchically.
Your more detailed responsibilities will be as follows: regulatory compliance - ensure a regulatory framework and operational support to guarantee compliance of all exports to the laws and regulations in force; identify the needs of the Programs in terms of export authorizations for each of the concerned jurisdictions; work with the Design Offices on the French and American export control classifications of the technologies and items of the Programs, and submit to the approval of the Export Control Officer (ECO) the documentation justifying the non-military classifications for each of the concerned jurisdictions; licenses and authorizations - request and follow up the necessary licenses with the competent authorities; in coordination with the Supply Chain, follow up the status of suppliers and subcontractors in terms of export control (authorizations, CNR, NDA,...), review and archiving of regulatory documents, as well as the creation of accounts for the secure exchange of controlled technical information; documentation and procedures - creation and implementation of procedures and guides for operational teams; coherence of procedures with SLS sites in Walton and Toronto on US regulation; ensure the integration of export control rules into the specific business practices of the Program; training - train internal teams on export procedures and applicable regulations; risk management - participate in the mapping, evaluation and mitigation of export control risks of the perimeter; reporting - provide regular reports on the status of exports (French military, US); produce the semi-annual report for the DGA of all intangible exports carried out within the Program, all functions combined (Design Office, Purchasing, Program, Laboratory,...); audit and controls - prepare and participate in audits, internal controls, random document controls for continuous awareness; continuous improvement - identify opportunities for process improvements to increase efficiency and reduce costs; participate in the compliance system in terms of cybersecurity (CMMC) and IT (Information Technology): coordination with SLS teams on cybersecurity compliance (CMMC); follow up on IT issues, support teams to report incidents and follow up on actions for resolutions. And IT compliance.
Qualities and experiences sought: graduate from a legal or engineering background; operational export control experience, you have successful 5 years of professional experience during which you have exercised your expertise in relation with operational functions, and you have acquired solid field experience. Mastery of French and American military regulations (ITAR and EAR Series 600). Your qualities: rigor and organization, analytical and synthetic spirit, good communication and relational skills, ability to work in a team, reliability, aptitude and taste for training, availability for limited travel, in France or abroad. Your level of communication in French and English is fluent, both written and oral.
