About the Role The Capital Projects Supervisor (Capital Project Manager IV) will lead a team dedicated to the delivery of flood risk reduction projects that foster healthy rivers and resilient floodplain communities. The team will focus on the Green River Basin and the successful candidate will manage the team’s project portfolio, supporting multiple complex and politically visible capital projects from initiation through implementation and closeout. The position will include close coordination with the River and Floodplain Management Section, WLRD management, Flood Control District staff, and elected officials from King County and other jurisdictions. This hybrid role blends remote and in‑person work. What You Will Be Doing Provide direct supervision, technical oversight, and quality control to an interdisciplinary team for the implementation of river and floodplain management capital improvement projects. Direct personnel in the planning, design, and construction of river and floodplain management projects, including revetment, levee, floodwall or floodplain reconnection capital projects, and provide or direct technical and quality engineering review. Ensure compliance with the WLR Project Management Manual for project charters, planning, alternatives analysis, design, permitting, acquisition, construction, and closeout. Assist in developing workflow processes for consistent implementation and effective delivery, and oversee preparation, review, and approval of design and construction contract documents. Apply principles of equity and social justice to build and maintain relationships with other jurisdictions, governmental agencies, tribes, community members, and other stakeholders. Collaborate across the Capital Section and River and Floodplain Management Program to develop annual capital improvement projects and budgets, including estimating costs and setting priorities. Manage complex, sensitive, and politically visible issues, coordinating with WLRD senior management, the County Flood Control District, and elected officials. Participate in flood warning and emergency response programs, including flood patrols and post‑flood inspections. Qualifications You Bring Bachelor’s degree in civil engineering, environmental engineering, water resources, environmental science, natural resource management, urban or regional planning, or a comparable combination of education and experience. Demonstrated experience managing the work of others, including assigning and scheduling work, reviewing products, and providing training and oversight. Experience as a supervisor, project representative, or project manager on large‑scale public works or multiple public works contracts. Ability to work within an organization to address policy, process, and people‑related dynamics. It Would Be Great if You Also Bring A licensed Professional Engineer (P.E.) in Washington, or the ability to obtain the license within one year of hire. A Master of Science in civil engineering, environmental engineering, water resources, environmental science, natural resource management, urban or regional planning, communications, public administration, or a closely related field. Advanced knowledge of hydrologic and open‑channel hydraulic principles and geomorphic processes. A growth mindset and sense of humor. Working Conditions Remote and onsite work in a hybrid model, with office days on Tuesdays, Thursdays, and Fridays and telecommuting on other days; remote work location must be within Washington state. Full‑time, 40‑hour work week, 8:00 a.m.–5:00 p.m., Monday–Friday, with occasional early mornings, evenings, weekends, and participation in flood warning and emergency response activities. Work involves walking and navigating uneven ground, often in rivers, forests, and rural areas during inclement weather, requiring specialized safety gear such as personal flotation devices; participation in flood emergency response requires Swiftwater awareness training.
