Foreperson Fleet Services Reports to: Executive Director - Maintenance Service

Pay Grade: 402 Duty Days: 244 Salary Range: $64,909 - $78,202 Position Purpose Responsible for on-site leadership of White Fleet Services personnel to ensure proper oversight, performance and safety for Fort Worth ISD vehicles; plans, organizes, and supervises white fleet maintenance and repair program. Ensures Transportation fleet management locations are operating effectively and efficiently. Essential Job Functions Manages and records preventive, scheduled, and unscheduled maintenance of all white fleet vehicles using an electronic ticketing system. Makes fiscally responsive recommendations regarding repair and replacement or recommends decommissioning of fleet vehicles as supported by data. Maintains a database of all white fleet vehicles and parts with preventive maintenance schedules. Reviews technical and legal written materials regulating white fleet vehicles and repair. Investigates white fleet accidents when equipment failure is suspected. Prioritizes repairs and assigns work orders to appropriate shop staff using an electronic ticketing system. Monitors and inspects mechanical performance of white fleet to ensure reliable operation. Ensures external vendor repairs or warranty work is completed. Maintains a vendor performance matrix to ensure quality standards are met. Oversees and maintains replacement of existing equipment. Organizes and facilitates routine meetings with White Fleet Services personnel to share information and discuss issues and/or concerns. Policy, Reports, & Laws Implements federal and state law, State Board of Education rule, and board policy. Compiles, maintains, files, and presents all reports, records, and other documents required using an electronic ticketing system. Ensures that employee time records are accurately maintained and data necessary to process transportation payroll is delivered in a timely manner. Budget & Inventory Administers budget based on documented needs and ensures that operations are cost effective, and funds are managed wisely. Aids in preparation of monthly shop budget updates and presents financial reports to Transportation leadership. Supports development of maintenance recommendations and budget projections based on the anticipated needs of the fleet. Prepares repair and service invoices. Facilitates procurement of vehicle parts, supplies and shop equipment. Maintains shop inventory using just-in-time (JIT) management and materials requirement planning (MRP) to make fiscally responsive procurement decisions. Operations Compliance Complies with OSHA and safety requirements; coordinates with the Safety & Security Office. Enforces safety standards that conform to state, federal, and insurance regulations. Coordinates with other teams to ensure that vehicles/equipment are in safe operating condition. Develops a program of preventive safety and provides training and orientation to all skilled maintenance general personnel in safety procedures and proper use of tools and equipment. Safety Ensures staff performs preventive maintenance on tools, equipment and the districts vehicle fleet ensures all tools, equipment and the vehicle fleet is in safe operating condition Ensures staff follows established safety procedures and techniques to perform job duties including lifting and climbing; operates tools and equipment according to established safety procedures. Corrects unsafe conditions in work area and promptly reports any conditions that are not immediately correctable to supervisor. Supervisory Responsibilities Selects, trains, supervises, and evaluates staff, and makes recommendations relative to assignment, retention, discipline, and dismissal. Other Duties As Assigned Performs all job-related duties as assigned and in accordance to the Board rules, policies and regulations. All employees are expected to comply with lawful directives in rare situations driven by need where a team effort is required. Knowledge, Skills & Abilities Knowledge of the standard practices, tools and equipment of the automotive vehicle maintenance and repair trade. Knowledge of the procurement of automotive parts, supplies, shop equipment and vehicles; inventory procedures. Knowledge of TCEQ Hazardous Waste requirements. Knowledge of Texas Transportation Code and Texas Education Code as related to Student Transportation. Knowledge of gasoline, diesel and fuel engine maintenance and repair. Knowledge of basic computer operation--- laptop used for engines and system diagnostics. Knowledge of new methods and procedures used in automotive repair. Knowledge of safety protocols, including District rules and regulations, OSHA, and Texas rules of the road. Skill in judgment and creativity in decision-making; considering the relative costs and benefits of potential actions to choose the most appropriate one. Skill in managing ones own time and the time of others. Skill in coordinating, planning, organizing, leading, and completing projects. Skill in monitoring/assessing the performance of self, other individuals, or organizations to make improvements or take corrective action. Ability to administer a complete automotive vehicle maintenance, repair and inspection program. Ability to perform financial analyses and prepare reports for senior staff. Ability to develop and maintain appropriate accounting procedures. Ability to diagnose mechanical problems and perform repairs independently. Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to operate tools and equipment involved in vehicle repair. Ability to lift heavy equipment and vehicle parts. Ability to determine if measures and clearances are within specifications Ability to read repair manuals and guidelines on automotive vehicles. Ability to use software to access databases, status work orders, and do word processing. Ability to handle difficult and stressful situations with professional composure. Ability to communicate effectively, both oral and written forms. Ability to engage in self-evaluation with regard to performance and professional growth. Ability to establish and maintain cooperative working relationships with others contacted in the course of work. Travel Requirements Travels to school district buildings and professional meetings as required. Physical & Mental Demands, Work Hazards Tools/Equipment Used: Standard office equipment, including computer and peripherals; automotive diagnostic equipment; wheel balancing equipment; tire repairing equipment; small hand tools; power tools; welding torch; torque wrench; jack and lift equipment; District vehicles. Posture: Prolonged and frequent sitting and standing, kneeling/squatting, bending/stooping, pushing/pulling, and twisting; work in tiring and uncomfortable positions. Motion: Frequent repetitive hand motions; frequent keyboarding and use of mouse; moderate walking; grasping/squeezing, wrist flexion/extension, and overhead reaching; moderate driving. Lifting: Regular moderate lifting and carrying (up to 44 pounds); occasional heaving lifting and carrying (45 pounds and over). Environment: Works inside in non-controlled environment and outside; may work under conditions of inclement weather; works on slippery or uneven walking surfaces; frequent exposure to extreme hot and cold temperatures, dust, toxic chemicals and materials, fumes, solvents, grease and oil; noise, vibration, and electrical hazards; work around machinery with moving parts; may work in tight or enclosed spaces; may work alone; regularly work irregular hours; occasional prolonged hours. Attendance: Regular and punctual attendance at the worksite is required for this position; works irregular hours and responds to after-hours emergency calls. Mental Demands: Maintains emotional control under stress; works with frequent interruptions. Minimum Required Qualifications Education: (See approved combinations of Education & Experience below) o Accredited High school diploma or GED, or Texas Certificate of High School Equivalency required; Associates degree from accredited college or university preferred. Certification/License: Required: Valid Texas drivers license required; Insurable by the Districts insurance carrier required. Preferred: Valid ASE Master Technician status; Valid Certification for Recovery & Recycling of Refrigerant from Mobile Air Conditioning Society (MACS) or another recognized certification organization; Valid Texas State Vehicle Inspector certification. Experience: (See approved combinations of Education & Experience below) 5-7 years in automotive maintenance and repair; with advanced knowledge of automotive diagnostics, repair and maintenance processes; Supervisory experience preferred. Approved Combinations Education Experience HS/GED/TxCHSE 7 years Associates degree 5 years Insurability Requirements For All Drivers Must be at least 21 years old. NO positive drug or alcohol tests including pre-employment, random, post-accident or reasonable suspicion. Driving and accident record: Valid Texas Department of Public Safety Driver Record Check Type 3A-Certified list of all crashes and violations NO more than 2 violations during previous 36 months including: moving traffic violations (including no more than 1 preventable accident); failure to provide proof of valid drivers license or proof of insurance; equipment violations. NO Driving Under the Influence (DUI) for drug or alcohol. NO leaving scene of an accident (bodily injury or physical damage). NO vehicular assault, manslaughter, or homicide. NO operating a vehicle with suspended or revoked drivers license. NO reckless driving, speed contests, drag racing, or highway racing. NO use of a vehicle in commission of a felony. NO operating a vehicle without owners permission (unauthorized use or grand theft). NO permitting an unlicensed person to drive. NO speeding more than 20 mph over the posted speed limit. NO history of a conviction in a commercial or personal motor vehicle. Additional restrictions may apply if directed by FWISDs Fleet Insurance Carrier.
