JOB DESCRIPTION:
Position Summary
The Manager, Adult Community Services provides operational and program leadership for assigned adult community-based behavioral health services, including Florida Assertive Community Treatment (FACT) teams and other intensive community-based programs.
This position is responsible for ensuring services are person-centered, recovery-oriented, evidence-based, and delivered in accordance with program, contractual, regulatory, fidelity, and organizational requirements. The Manager provides leadership and support to program supervisors and multidisciplinary teams; monitors access, census, service delivery, productivity, quality, outcomes, financial performance, and program compliance; and works collaboratively with the Director of Adult Community Services and other leaders to strengthen services across the adult community continuum.
The Manager supports programs serving adults with serious mental illness, substance use and co-occurring disorders, complex medical and social needs, and histories of hospitalization, homelessness, criminal justice involvement, or difficulty successfully engaging in traditional outpatient services.
Essential Duties and Responsibilities
- Provides operational and program oversight for assigned Adult Community Services programs, including Florida Assertive Community Treatment (FACT) teams and other intensive community-based behavioral health services.
- Provides leadership, consultation, coaching, and support to program supervisors and multidisciplinary staff to promote effective team functioning, consistent service delivery, and achievement of program expectations.
- Ensures assigned programs operate in accordance with applicable Florida requirements, contractual expectations, Medicaid requirements, fidelity standards, accreditation requirements, and organizational policies and procedures.
- Supports FACT teams in maintaining an intensive, multidisciplinary, community-based approach designed to improve psychiatric stability, community functioning, recovery, housing stability, and independence while reducing unnecessary hospitalization, incarceration, and other higher-cost levels of care.
- Monitors program census, referrals, admissions, discharges, caseloads, service utilization, productivity, payer mix, documentation, staffing, and outcomes and works with program supervisors to address identified barriers or performance concerns.
- Monitors FACT capacity and census expectations and works proactively with teams, referral sources, and leadership to support appropriate enrollment and utilization of available program capacity.
- Ensures services are delivered at the frequency, intensity, location, and duration appropriate to individual needs and consistent with applicable program requirements.
- Promotes person-centered treatment and recovery planning that incorporates individual strengths, preferences, natural supports, social drivers of health, housing, employment, physical healthcare, substance use treatment, and other recovery goals.
- Supports effective interdisciplinary team functioning among psychiatric providers, nursing staff, therapists, case managers, peers, employment specialists, substance use specialists, and other team members as applicable to program design.
- Provides consultation and support for complex cases and assists supervisors and teams in addressing barriers related to engagement, treatment adherence, housing instability, substance use, hospitalization, criminal justice involvement, and other factors impacting successful community living.
- Supports appropriate crisis prevention, intervention, safety planning, hospitalization follow-up, discharge planning, and transition of care.
- Promotes assertive outreach and engagement strategies for individuals who are difficult to engage or at risk of disengaging from services.
- Ensures coordination with hospitals, crisis services, outpatient providers, primary care providers, correctional and court partners, housing providers, community organizations, families, natural supports, and other entities involved in an individual's care.
- Supports teams in identifying and addressing housing, benefits, transportation, employment, healthcare, and other social and recovery support needs while maintaining appropriate program roles and boundaries.
- Ensures appropriate clinical supervision and consultation are available to staff in accordance with professional, regulatory, contractual, and organizational requirements.
- Participates in recruitment, interviewing, onboarding, training, staff development, performance management, and retention efforts for assigned programs.
- Provides leadership and coaching to assigned supervisors and supports consistent management and accountability practices across Adult Community Services programs.
- Works with program leadership to maintain appropriate staffing levels and multidisciplinary team composition and develops plans to address vacancies, turnover, coverage needs, and other workforce barriers.
- Reviews program documentation and supports routine quality assurance activities to ensure documentation demonstrates medical necessity, appropriate service delivery, treatment progress, and compliance with applicable requirements.
- Monitors program and contractual performance measures and works with supervisors and leadership to develop and implement corrective or performance improvement strategies when targets are not achieved.
- Uses operational, clinical, financial, workforce, and quality data to evaluate program performance, identify trends, determine root causes, and support continuous improvement.
- Works collaboratively with Finance and Revenue Cycle to monitor program financial performance, payer mix, billing opportunities, service utilization, and other factors impacting program sustainability.
- Collaborates with Quality, Compliance, Human Resources, Finance, Revenue Cycle, Clinical Services, and other organizational functions to address program needs and improve performance.
- Develops and maintains collaborative relationships with referral sources, community stakeholders, hospitals, law enforcement, courts, housing providers, and other partners supporting adults with complex behavioral health needs.
- Participates in program development, evaluation, strategic planning, and implementation of new or enhanced Adult Community Services.
- Works collaboratively with the Director of Adult Community Services to evaluate program performance, staffing, service capacity, community needs, financial sustainability, and opportunities for growth or improvement.
- Provides direct program support or services when necessary to maintain continuity of operations and care, consistent with education, credentials, and scope of practice.
Supervisory Responsibilities
This position has supervisory responsibilities, which may include direct supervision of program supervisors, team leaders, and other assigned staff.
Responsibilities may include providing direction, administrative supervision, training, coaching, performance feedback, staff development, performance evaluation, and corrective action in accordance with system policies.
The Manager is responsible for developing the leadership capability of assigned supervisors and promoting consistent accountability and management practices across Adult Community Services programs.
Clinical supervision must be provided by an appropriately licensed and qualified professional when required by regulation, payer, contract, professional discipline, or program standards.
Knowledge, Skills, and Abilities
- Comprehensive knowledge of community-based behavioral health services for adults with serious mental illness and complex behavioral health needs.
- Knowledge of Assertive Community Treatment principles and multidisciplinary team-based service delivery.
- Knowledge of mental illness, substance use disorders, co-occurring conditions, crisis intervention, recovery principles, and social drivers of health.
- Knowledge of person-centered, strengths-based, trauma-informed, and recovery-oriented care.
- Ability to supervise, coach, mentor, and develop program supervisors and multidisciplinary staff.
- Ability to manage complex community-based programs and multiple competing operational priorities.
- Knowledge of behavioral health documentation, medical necessity, service utilization, quality assurance, and regulatory compliance.
- Ability to analyze operational, quality, workforce, financial, and program performance data and develop appropriate improvement strategies.
- Strong problem-solving, planning, organization, and decision-making skills.
- Ability to establish and maintain effective relationships with individuals served, families, staff, hospitals, healthcare providers, community partners, courts, law enforcement, housing providers, and other stakeholders.
- Ability to communicate effectively through written, verbal, in-person, and virtual methods.
- Ability to lead change, establish accountability, and support teams through operational and program improvement initiatives.
Minimum Qualifications
Education
Master's degree in Social Work, Mental Health Counseling, Marriage and Family Therapy, Psychology, Healthcare Administration, Human Services, or a related behavioral health or human services field required.
Experience
Minimum of three years of progressively responsible experience in behavioral health, community mental health, or related human services.
Experience providing leadership, supervision, or program management within a behavioral health or community-based service setting required.
Experience serving adults with serious mental illness, substance use disorders, co-occurring disorders, or other complex behavioral health needs preferred.
Licenses and Certifications
Professional clinical licensure is preferred but not required .
For clinically licensed candidates, current Florida licensure as an LCSW, LMHC, LMFT, or other applicable behavioral health professional is preferred.
Valid Florida driver's license with a safe driving record when driving is required for the position.
Preferred Qualifications
- Experience managing or supervising Florida Assertive Community Treatment (FACT) or Assertive Community Treatment (ACT) programs.
- Experience leading multidisciplinary community-based behavioral health teams.
- Experience with Florida Medicaid and publicly funded behavioral health services.
- Experience working with individuals with serious mental illness and complex needs, including homelessness, substance use, frequent hospitalization, or criminal justice involvement.
- Experience monitoring program fidelity, contractual performance measures, census, service utilization, productivity, payer mix, quality indicators, and financial performance.
- Florida behavioral health professional licensure.
- Experience developing relationships with hospitals, courts, law enforcement, housing providers, and other community partners.
Physical and Work Environment Requirements
Work is performed in office, clinical, residential, community-based, home, and other environments depending on program assignment. The position may involve routine use of office, clinical, or electronic systems and equipment and requires travel between program locations and community settings.
Duties may require prolonged periods of sitting, standing, walking, driving, and working at a computer. Work hours may include evenings, weekends, holidays, on-call responsibilities, or extended hours based on program and client needs.
This position is classified as sedentary work. Sedentary work involves exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently to lift, carry, push, pull, or otherwise move objects. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of the position.
Program and State-Specific Requirements
Additional requirements may apply based on program assignment, work location, funding source, or Florida-specific regulatory and contractual obligations.
For Florida Assertive Community Treatment programs, the Manager is responsible for supporting program leadership in maintaining compliance with applicable FACT requirements, fidelity expectations, staffing requirements, service intensity standards, documentation requirements, performance measures, and contractual obligations.
The position must maintain working knowledge of applicable Florida Medicaid, Department of Children and Families, Managing Entity, accreditation, and organizational requirements relevant to assigned Adult Community Services programs.
