Position Title: Assistant Administrator Program/Department: Community Crisis Home (CCH) Reports To: Program Administrator / Licensee Classification: Full-Time, Exempt Position Summary The Assistant Administrator supports the overall operation and regulatory compliance of the Community Crisis Home (CCH) program. This role assists the Program Administrator in ensuring the facility operates in compliance with applicable regulatory requirements including Title 17 California Code of Regulations, Title 22 California Code of Regulations, and Department of Developmental Services (DDS) Community Crisis Home program requirements. The Assistant Administrator serves as the designated Administrator Designee in the absence of the Program Administrator and assumes responsibility for program oversight, staff supervision, regulatory compliance, and participant safety during those periods. This role provides operational leadership and supervision to direct care staff to ensure services are delivered in a person-centered, trauma-informed, and behaviorally supportive environment. Minimum Qualifications Must be at least 21 years of age High school diploma or equivalent required; college coursework in human services or related field preferred Ability to pass DOJ/FBI background clearance and Community Care Licensing criminal record clearance Valid California driver’s license, proof of automobile insurance, and acceptable driving record Minimum of one (1) year experience providing direct care or supervision to individuals with developmental disabilities with challenging behavioral needs, including at least six (6) months working with adults with significant service needs Active Adult Residential Facility (ARF) Administrator Certification issued by the California Department of Social Services and maintained in good standing Current CPR and First Aid certification Current CPR and First Aid certification or ability to obtain upon hire Crisis intervention certification such as CPI, Ukeru, or equivalent Completion of DSP-1 and DSP-2 training Completion of Residential Services Orientation (RSO) with the Regional Center upon hire Strong working knowledge of Title 17 and Title 22 regulations Provide 24-hour on-call coverage as scheduled and available to answer calls and report back to the program within a reasonable time in case of emergency and/or provide on-site coverage when required Essential Duties and Responsibilities Program Operations and Compliance Assist with day-to-day administration of the program to ensure compliance with applicable licensing and regulatory requirements Support implementation of policies, procedures, and operational practices aligned with the approved Program Design and Facility Program Plan Ensure services are delivered according to each resident’s Individual Program Plan (IPP), Individual Service Plan (ISP), Individual Behavior Support Plan (IBSP), and medical or psychiatric treatment plans Assist with preparation for licensing inspections, Regional Center monitoring visits, and quality assurance reviews Monitor the program environment to ensure safety, structure, and therapeutic support for residents Administrator Designee Responsibilities Serve as the designated Administrator in charge when the Program Administrator is absent as required by Title 22 California Code of Regulations Assume responsibility for operational decision-making, staff supervision, incident response, and regulatory compliance during those periodsCommunicate with Regional Center representatives and regulatory authorities when necessary Ensure the facility operates in accordance with licensing standards at all times Staff Leadership and Supervision Provide direct supervision, coaching, and guidance to direct care staff and shift leads Assist the Program Administrator with performance management, disciplinary actions, and staff development Assist in maintaining appropriate staffing levels and ensuring required staff-to-resident ratios are met Assist with staff training, onboarding, and professional development activities Provide support and direction during behavioral crisis and emergency situations Communicate effectively with interdisciplinary teams and regulatory agencies On-Call Responsibilities Participate in a rotating on-call schedule Respond to emergencies and provide operational guidance outside of normal business hours when necessary Report to the facility or provide on-site support when required during critical incidents Regulatory Compliance Ensure personnel records meet Title 22 licensing requirements. Ensure program compliance with all applicable regulations including Title 17 California Code of Regulations and Title 22 California Code of Regulations Maintain required documentation and records for licensing and Regional Center oversight Coordinate and participate in licensing inspections and regulatory reviews Crisis and Incident Management Assist administrator with responses to critical incidents, behavioral crisis, and medical emergencies Ensure incidents are properly documented and reported in accordance with regulatory requirements Assist administrator with coordination of emergency services, Regional Center representatives, and clinical providers as necessary Mandated Reporter Requirement All employees are responsible for protecting resident rights, maintaining confidentiality, and reporting suspected abuse or neglect in accordance with applicable mandated reporter laws and facility policies. Work Environment and Physical Requirements This position operates in a residential environment supporting individuals with developmental disabilities and behavioral challenges and their staff who support them. Employees may be exposed to stressful situations. This position requires frequent standing, walking, bending, and assisting clients with mobility. Staff may be required to lift or support up to 50 pounds and assist with physical transfers. Employees must be able to respond quickly to behavioral or medical emergencies and may work in environments with variable noise levels, movement throughout the residence, and must actively engage with clients. Work may involve both indoor residential activities and outdoor activities / community outings with clients. Various shifts are required, including evenings, overnights, weekends, and holidays to maintain coverage.
