The Organization San Gabriel/Pomona Regional Center (SG/PRC) is a private, nonprofit agency contracted with the California Department of Developmental Services (DDS) to provide services and supports to individuals with intellectual and developmental disabilities. We proudly serve 30 cities across the Foothill, Pomona, and El Monte Health Districts within Los Angeles County. Our services span the full lifespan—from infants and toddlers, school‑age children, and transition‑age youth to adults and aging adults. Position Summary Under the direction of the Director of Client Services, the Manager of Behavioral Services ensures high‑quality, compliant behavioral and clinical services for Individuals Served across Enhanced Behavioral Homes (EBSH), Community Crisis Homes (CCH), and other residential and community settings. This role oversees best clinical practices, regulatory compliance, and continuity of care while leading and supporting the SG/PRC BCBA team in monitoring vendor implementation of Individualized Behavior Support Plans (IBSPs), treatment fidelity, and progress toward identified goals. Additionally, this position also supervises SG/PRC’s Forensic Specialist and Placement Coordinator who provides support and recommendations to service coordination regarding programming services and supports utilizing Person Centered Thinking. The Manager facilitates collaboration among BCBAs, Service Coordinators, Forensic Specialist, Placement Coordinator, vendors, and interdisciplinary teams; provides consultation and training in evidence‑based behavioral practices; and supports agency‑wide behavioral initiatives. Additionally, this position manages statewide CCH and Intensive Transition Services (ITS) referral processes in partnership with Regional Centers and the Department of Developmental Services (DDS), including clinical review, care coordination, and oversight of transitions and service outcomes. Essential Job Functions Provide clinical expertise, consultation, and guidance to the SG/PRC BCBA team on behavioral health treatments and best practices. Oversee the monitoring and delivery of behavioral intervention and treatment services to individuals residing in Enhanced Behavioral Homes (EBSH), Community Crisis Homes (CCH), and other residential settings. Ensure all clinical practices align with best practices, regulatory requirements, and organizational policies. Foster a culture of continuous improvement, professional development, and people‑centered care. Conduct situational, needs‑based, and functional assessments using evidence‑based tools. Review, guide, and provide clinical feedback on behavioral plans before and after implementation. Collaborate with Applied Behavior Analysis (ABA) vendors to troubleshoot and resolve ABA‑related service issues. Conduct rotating client service observations in collaboration with the BCBA team. Participate in and provide behavioral expertise during Interdisciplinary Team meetings, conferences, and external reviews. Support case management functions related to specialized and complex placements. Lead and support the BCBA team in training, consultation, and collaboration with regional center staff, vendors, individuals served, and families across residential and day program settings. Participate on a rotating basis with the BCBA team in the Behavioral Health Best Care Committee (BBCC) and Medical Review Committee. Support consultation for in‑home behavioral services for client care, as needed. Perform other duties as assigned in support of departmental and organizational goals. Requirements Employment Standards Master’s degree in psychology, social work, behavioral health, special education, counseling or a related field. Valid certification as a Board‑Certified Behavior Analyst (BCBA). Minimum of five (5) years of professional experience providing behavioral management services to individuals with intellectual and developmental disabilities. Demonstrated experience working in and developing Applied Behavior Analysis (ABA) programs for individuals of all ages across home, licensed residential care, school, and community‑based settings. Proven experience implementing ABA‑based treatment programs, including behavior intervention and support plans. Experience supporting individuals with developmental disabilities who present complex behavioral needs of high magnitude, including but not limited to self‑injurious behaviors, physical aggression, and property destruction. Demonstrated knowledge and experience in de‑escalation techniques, including successful completion of competencies or certification in Professional Crisis Management or comparable crisis intervention programs. Knowledge and Abilities Strong working knowledge of Applied Behavior Analysis (ABA) for individuals with intellectual and developmental disabilities. Understanding of human growth and development, with the ability to accurately observe and assess behavior in children and adults. Ability to maintain current knowledge of best practices, research, laws, policies, and emerging approaches related to behavioral services. Knowledge of treatment approaches for individuals with complex service needs, including co‑occurring medical, behavioral, psychiatric, and forensic/judicial involvement. Knowledge of federal and California statutes and regulations governing services, supports, and the protection of individual rights for individuals with developmental disabilities. Experience providing comprehensive services to individuals with developmental disabilities who have forensic involvement, including felony level offenses. Knowledge of psychotropic medications and their role in behavioral support. Excellent written and verbal communication skills, with the ability to clearly explain complex information to diverse audiences. Demonstrated cultural awareness, sensitivity, active listening, and professionalism. Proficiency with standard office equipment and common software applications (e.g., Word, Excel, PowerPoint, Outlook) and electronic record‑keeping systems. Other Essential Requirements This position is a community‑based position that requires meetings in the community, or in our office location. Frequent telephone, virtual, and out‑of‑office meetings are required. A valid driver’s license, reliable transportation, and minimum liability insurance coverage is required. Physical Demands & Work Environment Works 80% of the time in an office environment and 20% in the community at meetings or home visits. Ability to drive to and from meetings or home visits and walk from car to and from appointments. Occasional walking and standing to attend and participate in office meetings and trainings. Ability to sit for extended periods and operate a computer for report writing. Occasional lifting, pushing, or pulling of items up to 25 pounds. Adequate visual acuity to read documents, use a computer monitor for prolonged periods, and review detailed information. 60% of the work time occurs in a typical office setting with standard lighting, temperature, and moderate noise levels.
