Description

Salary Range: The posted salary range indicates potential compensation, not necessarily starting salary. New external hires typically begin at the initial step. Placement above the initial step may be considered based on position requirements, exceptional qualifications, budget availability, and other relevant factors, all requiring prior approval. Current Hawaii State Department of Education employees will be placed according to Department regulations and applicable collective bargaining agreements.
Architect VI, AR-28: $10,285.00 - $13,128.00 per month

Examples of Duties
Plans, directs, advises on and reviews the work of subordinate professional and nonprofessional personnel engaged in architectural design projects, including the preparation of plans, specifications and cost estimates; determines work priorities, and makes broad work assignments; develops design criteria, techniques, methods and procedures for the accomplishment of architectural projects; analyzes and reviews the work of subordinates in terms of technical, functional and aesthetic adequacy, and for conformance to departmental policies, regulations, and legal requirements; coordinates activities of its section with other sections or departments, other government agencies, private contractors or consultants, and the public; assists in the development of broad work programs and policies and in preparing and justifying budgets; makes recommendations and commitments concerning such matters as design changes to meet special conditions or functions, and need for hiring special consultants for mechanical, electrical, or structural engineering problems, subsurface investigation, and surveying; recommends organizational and functional changes, and performs such personnel management functions as approving leave, initiating requests for personnel action, evaluating employee performance, and handling disciplinary problems; serves as a technical consultant on architectural matters; and prepares or directs the preparation of technical reports and correspondence.

Minimum Qualifications
Education Requirement : Graduation from an accredited school or college of architecture or engineering, with a degree in architecture or architectural engineering.
Four (4) years of successful and progressive experience in architecture which will enable the applicant to perform successfully at the professional level may be substituted for graduation from college provided this experience demonstrates a thorough knowledge of the fundamental principles and theories of professional architecture and an understanding of the field of architecture comparable to that which would be acquired through successful completion of a full four-year course leading to a bachelor's degree in an accredited college or university with a major study in architecture.
Experience Requirements : Except for the substitutions provided for in this specification, applicants must have had progressively responsible experience of the kind and quality described below and in the amounts shown in the following table:

Administrative Experience : **Applicants for the Architect VI level must demonstrate possession of administrative aptitude. This requirement will be considered to have been met when there is strong affirmative evidence of the necessary administrative abilities. Such evidence may be in the form of success in regular or special assignments or projects which involved administrative problems; interest in management demonstrated by the performance of work assignments in a manner which clearly indicates awareness of managerial problems and the ability to solve them; completion of educational or training courses in the area of management accompanied by the application of the principles, which were learned, to work assignments; management's observation and evaluation of the applicant's leadership and managerial capabilities; success in trial assignments to managerial and/or administrative tasks.
Architectural Experience : Professional architectural work experience in developing and preparing complete designs, drawings, specifications, estimates of buildings, structure, and installations.
Professional experience is comprised of the performance of the recognized architectural functions based on and requiring a thorough knowledge and application of the basic physical, mathematical and architectural sciences to the solution of theoretical or practical architectural problems.
Non-qualifying Architectural Experience : The following kinds of experience are not acceptable as professional architectural experience:
1. Routine drafting or development of plans where no original investigations or designs are involved;

2. Artistic, scientific or technical illustrating activities in the drawing, inking, lettering or coloring of maps, charts, posters, etc., for purposes of publication, exhibition or scientific record;

3. Landscape architectural work consisting mainly of the layout, design, construction or maintenance of land areas and landscape features, including ground and water forms, vegetation, roads, walks, incidental structures, and other landscape features;

4. Experience in city or community planning work that relates to the broad social and economic growth and development of such community services and facilities as industry, commerce, transportation, streets, utilities, and parks;

5. Structural engineering experience per se; i.e. stress analyses, and design of foundations and structural framing of concrete, timber, steel and masonry structures;

6. Experience in inspection and field supervision of construction of engineering projects;

7. Experience in design, fabrication, testing, operation, installation or maintenance of electrical, mechanical, communication, heating, ventilation or related equipment;

8. Experience in the repair of ship hulls or superstructures; and

9. Engineering experience limited to the preparation of contract specifications; estimating of construction materials and costs.
Quality of Experience : The required amount of experience will not in itself be accepted as proof of qualification for a position. The applicant's record of experience and education must show that applicant has the ability to perform efficiently the duties of the position.
For the Architect VI levels, at least one year of the required Architectural Experience must have been experience comparable to the Architect IV level in the State service, licensed professional architectural experience.
Supervisory Experience : Professional architectural experience which included coordinating and assigning workloads, evaluating performance, assisting in difficult and problem areas, training subordinates, and maintaining high standards of work and timely accomplishment of work objectives.
Substitutions Allowed : Substitution of a master's degree in Architecture or Architectural Engineering for Architectural Experience: A master's degree in Architecture or Architectural Engineering from an accredited school or college may be substituted for one (1) year of architectural experience.
Substitution of Supervisory Experience for Architectural Experience : Excess supervisory experience of the type and quality described above may be substituted for Architectural Experience on a year-for-year basis.
Professional License Requirement : For the Architect IV and higher levels, applicant must possess a Hawaii State Certificate of Registration as professional architect.
Driver's License : For some positions, applicants may be required to have a valid Hawaii State driver's license.
Tests : Applicants who do not possess a bachelor's degree in architecture or architectural engineering, but qualified through substitution of progressively responsible architectural experience, as provided for in the Education Requirement section above, may be required to take and qualify on a written test designed to measure the applicant's knowledge and understanding of the architectural sciences and techniques and their application to architectural problems.
Applicants for the supervisory levels must qualify on the Supervisory Judgment Test. Applicants for the administrative level must qualify on the Administrative Judgment Test. These tests, however, may be waived for non-competitive actions if the incumbent had previously qualified on these tests.

Supplemental Information

Salary: The advertised salary is based on full-time employment and includes shortage and school year differentials, if applicable.

Requirements: Applicants must meet all the requirements for the position they are seeking as of the date of the application, unless otherwise specified. Unless specifically indicated, the required education and experience may not be gained concurrently. Calculation of experience is based on full-time, 40-hour workweeks. Part-time experience is pro-rated. Example: Twelve months of experience at 20 hours/week is equivalent to six months of experience, not one year. Also, hours worked in excess of 40 hours/week will not be credited. Example: Twelve months of experience at 60 hours/week is equivalent to one year of experience, not one and a half years.

Temporary Assignment: Claims of Temporary Assignment (TA) experience to meet the minimum qualification requirements must be verified and attached to the application using one of the options below:
  1. A copy of the applicant's TA History Report or equivalent system-generated report;
  2. A signed letter from the applicant's supervisor that includes the applicant's name, his/her TA job title, the TA start and end dates (from mm/yy to mm/yy), his/her specific TA duties performed, and either the TA hours worked per week or total TA hours worked; or,
  3. Copies of the applicant's signed SF-10 Forms.

Documents: Attach all relevant supporting documents to your application. Information about Temporary Positions: Temporary positions may be extended year to year, dependent upon funding and departmental needs. Making yourself available for temporary positions increases your employment possibilities and may lead to permanent opportunities. A person hired for a temporary position may also become a temporary employee upon satisfactory completion of the initial probation period of at least six months. Once a temporary employee, you would be eligible to apply for promotion and transfer opportunities to permanent as well as other temporary positions. Payday

New employees can expect their first paycheck within the first 3 pay periods of their start date. Payday is on the 5th and 20th (or previous business day) of every month.
12-month civil service and SSP employees enjoy a range of competitive benefits:
  • Holidays: You may be eligible for 13 paid holidays each year; 14 holidays during an election year.
  • Vacation: Employees of Bargaining Units 1, 2, 3, 4, 9, 10 and 13 earn 21 days per year.
  • Sick Leave: Employees of Bargaining Units 1, 2, 3, 4, 9, 10 and 13 earn 21 days per year. Accumulated (unused) credits may be used toward computing retirement benefits.
  • Health Insurance: If eligible, the State pays a part of the premiums for each employee's enrollment in a State sponsored Medical, Drug, Vision, and Adult Dental Plan.
  • Group Life Insurance: The State provides a free life insurance policy for employees and retirees.
  • Premium Conversion Plan: Participating employees may increase their take-home pay by having the State deduct the cost of health care premiums before payroll taxes are withheld.
  • Flexible Spending Accounts: Eligible employees can reduce their federal and state income taxes and social security taxes through a tax-savings benefit program called Island Flex. This program allows employees to set aside money from their paychecks to pay for out-of-pocket health care expenses and eligible dependent care expenses on a BEFORE-TAX basis.
  • Retirement Plan: The State contributes to a retirement plan for eligible employees. Generally, employees with at least 10 years of credited service and who have reached 62 years of age or have 30 years of credited service and are 55 years old may retire and receive benefits.
  • Tax Shelter Annuity (TSA): If eligible, Department employees are able to participate in a tax shelter annuity program. The TSA plan allows eligible employees to contribute pre-tax dollars to an employee-selected investment service provider authorized to provide TSA products.
  • Deferred Compensation: The State offers employees a tax deferred (sheltered) retirement investment program. This program is an opportunity to build a retirement nest egg through voluntary payroll deductions. Several investment options are available.
  • Temporary Disability Insurance: Qualified employees may be eligible to receive benefits for a disability caused by a non-work related injury or illness under this program.
  • Social Security: As an employer, the State also contributes to an employee's social security account.
  • Workers' Compensation: If an employee is injured while on the job, benefits covering medical expenses and partial wage support may be available through workers' compensation.
  • Union & Collective Bargaining: Employees have the right to join the union for collective bargaining with the State and employee representation. Some employee unions provide discounts, insurance and other opportunities. Employees may also decide not to join a union, however, employees are required to pay union service fees unless the employee's job is excluded from collective bargaining.
