Water Utilities Dispatcher

Job Summary Monitors and controls the City’s water production system using the SCADA system, operates and monitors Public Works radio communications, and assists with the maintenance of water utility equipment and facilities. This position requires availability to work a variety of shifts, including days, evenings, nights, weekends, and holidays, as assigned. The employee must also be available to work overtime as needed, which may be required with little or no advance notice. Essential Job Functions

1. Monitors and Controls water system pumps, wells, storage facilities, and purchased-water metering stations through the Supervisory Control and Data Acquisition (SCADA) system.
2. Maintains accurate records of water storage and supply facilities, including their capacities and operational capabilities.
3. Prepares reports related to water consumption and completes the Water Works Operations Report required by the Texas Commission on Environmental Quality (TCEQ).
4. Enters and Maintains data necessary for the Public Works Department’s work order system.
5. Ensures compliance with applicable Federal Communications Commission (FCC) requirements related to radio frequency operations.
6. Monitors Public Works Department radio communications and weather conditions on a 24-hour basis, including severe weather and rainfall, and responds as required.
7. Receives emergency calls from the public requesting Public Works assistance and dispatches appropriate personnel based on the nature of the call.
8. Maintains an accurate log of City vehicle locations on a 24-hour basis.
9. Works rotating shifts to provide continuous communication and water system control services 24 hours a day, including days, evenings, nights, weekends, and holidays.
10. Maintains regular and timely attendance and reports to work as scheduled. Works overtime as required, which may include assignments with little or no advance notice.
11. Assists, as needed, with field operations and the maintenance of water utility equipment and facilities.
12. Monitors and manages water distribution between City well water and water purchased from the City of Fort Worth to assist in reducing maximum-day maximum-hour charges.

14. Interacts professionally, courteously, and respectfully with the public, coworkers, contractors, vendors, consultants, and other stakeholders in the course of daily work.

Skills, Knowledge and Abilities Skill in communicating effectively, both orally and in writing. Skill in providing excellent customer service and applying the City of Hurst’s Code of Ideals in all interactions with City employees, the public, and other stakeholders. Skill in the operation of computer hardware, software, and standard office equipment. Knowledge of water utility systems, operations, equipment, and related processes. Ability to learn, understand, and follow established radio communication procedures and applicable laws and regulations governing radio transmissions. Ability to communicate and interact effectively, professionally, courteously, and respectfully with internal and external customers, including City employees, the public, contractors, vendors, consultants, and other stakeholders. Ability to sit for extended periods while operating required equipment, including radios, computers, keyboards, telephones, calculators, copiers, fax machines, printers, and other job-related communication and office equipment. Ability to maintain complete and accurate records with a high level of attention to detail. Ability to monitor radio frequencies, telephone lines, and communication systems simultaneously while responding quickly, calmly, and effectively to emergency and non-emergency situations. Ability to perform routine and minor maintenance on pumping equipment, system controllers, and other equipment located at water production facilities. Ability to prioritize multiple tasks and responsibilities in a fast-paced environment while maintaining accuracy and situational awareness. Ability to work independently and exercise sound judgment in accordance with established policies, procedures, and operational guidelines. Minimum Education, Certification, and Experience Requirements High school diploma or equivalent. One (1) to three (3) years of related experience; or an equivalent combination of education, training, and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Previous experience in a municipal government, public agency, water utility, or related environment is preferred. Must possess and maintain a valid Texas Driver’s License with an acceptable driving record as defined by City policy. Must maintain regular and punctual attendance, reliable transportation, and the flexibility to work assigned shifts, overtime, evenings, nights, weekends, and holidays as required. Must also be available to respond to operational or emergency situations during non-scheduled work hours, which may occur with little or no advance notice. Must successfully complete all required pre-employment screenings, including a drug screen and criminal background check, as applicable to the position.
