The Weatherization Energy Auditor I assists in the daily management of the Weatherization Assistance Program (WAP) and HARRP programs and provides education on Weatherization/HARRP and safety, including any available services provided by the WAP. The Energy Auditor also educates clients served and implements the lead-based safety protocol.

Specific Job Duties

  1. Assist with daily management of Weatherization Assistance Program and HARRP field activities.
  2. Schedule on-site audits, inspections, reviews, and related field appointments.
  3. Conduct initial audits, inspections, and reviews as needed, including blower door diagnostic testing, air sealing review, combustion appliance safety testing, duct or distribution system inspections, and sealing testing.
  4. Complete required documentation for inspections, audits, reviews, diagnostic testing, and field work.
  5. Develop home-specific work orders consistent with NC WAP Standard Work Specifications and program requirements.
  6. Provide education to clients on Weatherization, HARRP, safety requirements, and available program services.
  7. Educate clients on lead-based safety protocol and support implementation of required safety practices.
  8. Maintain organized filing systems related to field work, audits, inspections, work orders, and client files.
  9. Enter relevant housing, audit, inspection, and project information into the State database and required program systems.
  10. Maintain assigned agency vehicle, including safety checks, mechanical maintenance coordination, cleanliness, and upkeep of appearance.
  11. Keep inventory logs of in-house materials used for home energy purposes.
  12. Resolve client issues as needed and communicate concerns to the supervisor in a timely manner.
  13. Coordinate with contractors to facilitate completion of Weatherization work in a workmanlike manner and according to NC WAP Standard Work Specifications.
  14. Provide a weekly work schedule to the supervisor.
  15. Attend at least forty (40) hours of required training annually and maintain relevant work certifications.
  16. Maintain professionalism with clients, staff, contractors, and supervisors.
  17. Follow agency purchase order procedures and assist with material and labor cost tracking by client job as needed.
  18. Take referrals on an as-needed basis.
  19. Work cooperatively with Weatherization and Housing staff to meet program goals and objectives.
  20. Maintain confidentiality of client, employee, and agency information.
  21. Perform other related duties as assigned.

Education

  • AA degree in Construction Management, Business, Building Trades, or related field preferred
  • High school diploma or equivalent required

Experience

  • Experience in construction, rehabilitation, weatherization, or project management required
  • Excellent communication, writing, and interpersonal skills.
  • Strong organizational skills with experience in databases.

SKILLS & ABILITIES

  • Demonstrates knowledge of residential construction, rehabilitation, and weatherization practices
  • Demonstrates understanding of WAP regulations, funding requirements, and program standards
  • Provides leadership and supervision of project staff, contractors, and field operations
  • Plans, schedules, and manages multiple projects effectively
  • Reviews scopes of work, inspections, and documentation accurately
  • Manages budgets, purchasing, and cost controls responsibly
  • Communicates effectively with staff, vendors, contractors, and clients
  • Resolves problems and makes sound decisions in fast-paced environments
  • Maintains organized records and meets deadlines
  • Uses sound judgment and demonstrates professionalism
  • Demonstrates proficiency in Microsoft Office and program systems

  • Employees must be able to work as a team
  • Employees must be able to relate well to a diverse population.     
  • Employees must be able to pass a criminal background record check, DMV, and substance abuse tests.
  • Must be able to work in multiple locations with a base location in Burke County, NC, may have use of a company vehicle.
