Location: Sacramento County Telework: Hybrid Job Type: Permanent, Full Time Number of Positions: Multiple Responsibilities The Market Monitoring Section within the Climate Change Program Evaluation Branch of the Industrial Strategies Division is responsible for the oversight of the Cap-and-Invest carbon market. Under the direction of an Air Resources Supervisor I, the selected Air Pollution Specialist will draft and update standard operating procedures for market oversight and surveillance, perform technical data analyses to develop and communicate policies and reports on market participant activities and compliance strategies, and serve as a subject matter expert in Cap-and-Invest Regulation. Duties include evaluating entities registered in the carbon market for conformance with the Regulation and market rules, analyzing entity registration disclosures, corporate associations and structure information, and developing tools for tracking greenhouse gas covered emissions and compliance obligations. The specialist will coordinate with other Program staff, manage entity account registration and updates, assist in regulatory amendments, produce regulatory documents and guidance materials, and produce specialized and periodic market data reports. The role requires collaboration with diverse stakeholder groups and the ability to communicate complex technical findings in concise written and verbal materials.
